On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted 5 – 0 to approve the Parker County Mutual Aid Agreement as presented and authorized the City Manager to execute the agreement on behalf of the City of Weatherford.

Assistant City Manager Chad Marbut introduced Department of War Employer Support of the Guard and Reserve (ESGR) Texas State Chair Richard Noriega and Texas ESGR North Region Director Wyvette McLendon. Mr. Noriega provided an overview of ESGR's mission and recognized the City of Weatherford with the Pro Patria Award for its support of employees who serve in the National Guard and Reserve. Ms. McLendon presented Patriotic Employer Awards to Fire Chief Jonathan Peacock, nominated by Fire Department Finance Specialist/Staff Sergeant Sarah Allen, and City Manager James Hotopp, nominated by Assistant City Manager/Major Chad Marbut. She also presented the Above and Beyond Award and Pro Patria Award to the City of Weatherford and announced the City's nomination for the Freedom Award, representing the only municipality in Texas nominated in the government category. Mayor Paschall recessed the meeting at 6:31 p.m. for a short break. The meeting was reconvened at 6:38 p.m.
8.b: Consider adoption of Ordinance O2026-24 adding Chapter 16, "Precious Metal and Gem Dealers," to Title V, Business Regulations, of the Official City Code of the City of Weatherford, establishing permitting, registration, reporting, recordkeeping, and operational requirements for precious metal and gem dealers operating within the City of Weatherford. Chief of Police Jason Hayes presented a proposed ordinance establishing Chapter 16, "Precious Metal and Gem Dealers," to the Official City Code of the City of Weatherford, that would create a local permitting and regulatory program for businesses engaged in the purchase of precious metals, gemstones, bullion, coins, and secondhand jewelry. He explained the ordinance would establish operational standards intended to support legitimate commerce, enhance consumer protection, and assist law enforcement in the recovery of stolen property. • Annalee Crum Still, 190 Granny B Road, Millsap, inquired about permitting requirements and fees for brick-and-mortar businesses. • Bobby Whitehead, 1415 South Main, spoke in support of the ordinance. Review of and possible vote to approve Budget Amendment for FYE 2025-2026. Ms. Harris reviewed a request from EMS to fund and purchase new software sold by FirstWatch. Ms. Harris noted that funds for this purchase were not included in the FYE 2025- 2026 Budget. In order to effect funding for this purchase, a Budget Amendment for the FYE 2025 - 2026 Budget is necessary. The Budget Amendment proposed is to move $64,200 from the fund balance account into EMS Software account. A portion of the funds will be moved from the Community Health Budget and the Opioid settlement funds. The ongoing software subscription costs can be sustained by future Opioid settlement awards. Mr. Briggs reviewed the features of the FirstWatch software. He noted it is used by many local first-responder agencies and has a 98% customer retention record. The software has numerous features which will provide valuable information and utilization statistics for EMS leadership. The implementation cost is $53,000 with a $3,800 per month subscription. He reminded the Board members of the upcoming Texas Healthcare Trustees meeting in San Antonio from June 4-6. Mr. Bacus noted that he has hired a civil engineer to determine the cause of the concrete failure in the driveway in front of the office of Dr. Stamatis. Mr. Bacus reminded the Board that the At-Large Board seats are up for election this year in the November election. Mr. Bacus presented some initial renderings and a floor plan for an EMS station in Aledo. EMS: Mr. Backus announced that the PCHD EMS earned first place at the recent DFW SIMS games. Sponsored by Baylor / Scott and White and held May 21 at DFW airport, the team outperformed several top EMS and Fire Department Agencies from across North Texas in a highly competitive simulation-based event. He noted that the improvements at Stations 1, 2, and 4 are almost complete and the contract with Sullivan will soon be closed out. The Schwarz-Hanson architect team have completed a site plan for a new EMS Station in Aledo. Mr. Bacus noted that there is a lot of interest on the OpenGov website in the Vine Street property. The deadline for bidding is May 1. Mr. Bacus reminded everyone of the upcoming Texas Healthcare Trustees Conference. EMS: Mr. Briggs reported that EMS is in the process of moving back to the Brock facility. He thanked the Brock Fire Department for housing PCHD EMS during the remodeling. Mr. Briggs noted that two EMS crews will be deployed to the upcoming World Cup. Outreach — Immunizations: Ms. Franklin reported that Outreach staff performed over 3,000 vision and hearing screenings during the month of March at the Aledo ISD. Review of and possible vote to approve Budget Amendment for FYE 2025-2026. Mr. Robert Smilie gave a brief presentation on a cost savings opportunity to replace the Hospital District’s three MCC 7500 Motorola consoles located in EMS dispatch. He noted that these consoles will no longer be supported by Motorola after December 31, 2030. The consoles were originally going to be replaced in the 2027-2028 Budget Year, but the Hospital District can achieve cost savings of approximately $103,650 by coordinating their procurement through a group purchase of 17 other Motorola MCC 7500 consoles which will be purchased by three other local government entities. Mr. Smilie noted that the purchase will involve the execution of an Interlocal Agreement with Parker County, the City of Weatherford and Emergency Services District #1. Emergency Services District #1 will act as the sole purchasing entity for the group purchase and the Hospital District will reimburse them for the three consoles the Hospital District is purchasing. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on activities in Administration. He noted that he and the architects from Schwarz Hanson recently met with leadership from the City of Aledo to discuss planning and zoning issues related to the proposed EMS station on FM 1187 in Aledo. Mr. Bacus also reported that the remodeling projects at EMS satellite stations 1, 2, and 4 are wrapping up. The helipad at Springtown is now in operation. Bids are being solicited for the construction of the helicopter hangar at Peaster. Legal review of the PHI helicopter agreement is under review and will be completed by the April meeting. Weatherford Assistant City Manager Chad Marbut will be at the April Board meeting to discuss the TIRZ program. The Texas Healthcare Trustees Annual Conference will be held in early June this year. Mr. Bacus noted he would be sending information about the conference to all board members next week. EMS: Mr. Backus reported that four medics recently completed a rope rescue training course and became certified. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on activities in Administration. He noted that Assistant City Manager Chad Marbut was scheduled to be at the meeting this date but had a conflict with the regularly scheduled City Utility Board meeting. However, he is scheduled to be present at the April meeting to discuss the TIRZ program. Mr. Bacus noted that the satellite EMS construction projects are 95% complete. The projects include a new helipad and septic system at Station 2, a climate-controlled storage room at Station 1 and a substantial renovation of Station 4. Mr. Bacus reported that architects have completed 95% of the drawings for the Station 5 helicopter hangar. They are also working on draft site plan options for possible stations at Aledo and Vine Street. EMS: Mr. Backus reported that the recent ice storm presented many challenges for EMS. He observed that the call volume increased 36% during the duration of the storm. There were 149 transports, 6 falls, 33 motor vehicle accidents and 8 fires. Director Carter noted that the Finance Committee met with Ms. Harris and Mr. Bacus earlier and reviewed the financial statements and reports. A new Hospital District purchasing policy was presented which includes a defined procedure for handling purchases and reconciling them with the Budget. Director Floyd requested that the Finance Committee review the contract with Dr. Kris Wusterhausen at their next meeting. The adjustment included expenses for capital improvements to EMS Stations 1, 2, and 4, emergency repairs related to vehicles and buildings, helicopter program start-up costs, land improvement for future EMS station in Aledo and purchase of RHC trailer and MAP vehicle. [Note: Department Reports were deferred until after the Executive Session.] EMS: Mr. Backus, Mr. Briggs, and Mr. Bryant gave an update on the challenges the rapid growth in the county has presented for EMS. Mr. Backus noted that EMS Station 1 at 725 State Street is by far the busiest EMS station in the county. This call volume has increased the need for personnel, space, and equipment at this location. Mr. Backus noted that Station 1 was not designed for expansion and the open land around the building is leased to Medical City and not available for expansion. Mr. Backus observed that one way to reduce the call volume at Station 1 by about 15% would be to construct a station on the Vine Street property which is owned by the Hospital District. Mr. Bryant reviewed a heat map illustrating EMS call volume in Parker County during the seven-month period from June 1 to December 31, 2025. He highlighted two circles on the heat map that represented two large geographical areas of concentrated call volume. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on activities in Administration. He noted that the Texas EMS Conference is coming on November 23 and 24" at the Fort Worth Convention Center. Sullivan Contractors have started construction at EMS stations 1, 2 and 4. Mr. Bacus noted that Hospital District staff attended the groundbreaking of the new Weatherford Chamber of Commerce building. EMS: Mr. Backus reported that EMS had a busy October. EMS sponsored a community training event to over 20 Parker County constables and deputies. Participants were taught CPR and Stop the Bleed techniques and were certified in these programs. Mr. Backus noted. that a mass casualty exercise was recently held and students in the PCHD EMT School were given the opportunity to participate. Mr. Backus noted that EMS personnel also recently participated in the National Night Out community awareness program. Mr. Backus thanked Director Floyd for his recent presentation to the EMT students. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on activities in Administration. He announced that a contract has been signed with Sullivan Contractors for four construction projects that were recently put out for bid. The company will start on November 10. Projects include replacement of the septic system at Station 2 — Springtown; construction of a new helipad at Station 2 — Springtown; remodeling of the mezzanine in order to provide a climate controlled storeroom at EMS Station 1 —- Weatherford; remodeling to correct roof and patio issues at Station 4 — Brock, and; installation of a new sink apron in the Outreach building. The Hospital District has issued a Notice To Proceed. Mr. Bacus also noted that an RFP has been published for architectural services for the design of a new building on the site of the recently purchased Aledo property. Mr. Bacus reported that he is actively recruiting for another physician at the Campbell Clinic. Interviews will take place over the next couple of weeks. 7.e: Consider authorizing the City Manager to execute the Tarrant County Regional Auto Crimes Task Force Interlocal Assistance Agreement with Tarrant County. Chief of Police Jason Hayes reviewed this would be the third fiscal year the Weatherford Police Department would participate in the Tarrant County Regional Auto Crimes Task Force, a program requiring a new Interlocal Agreement each fiscal year. He added that the Task Force investigates motor vehicle theft, burglary, parts theft, and vehicle-related fraud; conducts multi-jurisdictional operations; provides specialized training; gathers and shares intelligence; and engages in prevention and public education efforts across a seven-county region. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to authorize the City Manager to execute the Tarrant County Regional Auto Crimes Task Force Interlocal Assistance Agreement with Tarrant County. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on the reasons behind the substantial increase in expenses related to the November 2024 General Election. EMS: Mr. Backus updated the Board on the status of the EMS vehicle fleet. He also updated the Board on a new EMS policy concerning standby units at high school football games. Mr. Backus noted that starting this football season a uniformed medic from PCHD will be posted on the sideline with the Athletic Trainer from each team in lieu of an ambulance and medic on standby outside the stadium. Emergency response equipment will be available on the sideline as well as direct communication with dispatch in the event of a serious injury. This arrangement will free up vehicles in the fleet and facilitate better relationships with the high school athletic trainers. Mr. Backus also noted that the Citizen’s EMS Academy will hold another class on Saturday, September 13, from 8:00AM to 3:00PM. Reports from Parker County Hospital District Departments. Administration: Mr. Bacus deferred his report due to time constraints. EMS: Mr. Backus updated the Board on a special community-wide event that was recently held. He reported that PCHD EMS recently joined the Cresson Volunteer Fire Department and other community partners for a “Free EKG for Kids” event. The agencies provided 750 EKGs to over 200 kids and their families. Mr. Backus noted that sudden cardiac arrest is a leading cause of death in youth sports, but 80% of at-risk conditions can be detected with an EKG. Several families were referred for follow-up care and every participant received a printout to share with their doctor. Mr. Briggs updated the Board on a recent confined space recovery in which PCHD EMS participated. Finance Director / Assistant Finance Director: Mr. Bacus commended Ms. Harris and Ms. Salizar for their excellent work on the audit report that was presented earlier. He noted he recently met with Julie Butner, CEO of the Tarrant Area Food Bank. She expressed her sincere appreciation for the Hospital District’s support of the TAFB and their Big Red Bus program. Mr. Bacus noted that the food bank works very closely with our MAP program which provides food locally in their office on Texas Drive. Mr. Bacus noted that the Hospital District recognized Nurses/Hospital/EMS week with a celebration on May 15. The event included food, games and giveaways for Hospital District employees. The event was well attended. Mr. Bacus noted that he and Ms. Harris have had many budget meetings with Department Directors in preparation for the upcoming budget meetings with the Finance Committee in August. Mr. Bacus reported that he and Ms. Harris recently met with Valley View Consulting and received an update on the Hospital District’s investment portfolio. Administration: Mr. Bacus reported that this year the Hospital District will be receiving $903,097 from the Tobacco Settlement Distribution Program. Mr. Bacus reminded the Board members of the Texas Healthcare Trustee’s Annual Conference which will be held at the Loews Arlington Hotel and Conference Center on June 12 through June 14. Mr. Bacus noted that although the Trustee Conference is in June this year instead of July the dates do not conflict with the June Board meeting and it will be held as usual on June 26. EMS: Mr. Backus announced that three EMS employees are currently involved in assisting several law enforcement agencies with a recovery operation in the southern part of the county. The Hospital District’s rescue boat and ATV have been deployed. Mr. Backus emphasized that he would keep the Board appraised of the situation. The EMS Special Operations team recently assisted ESD 1 and Central Fire with a rope rescue after an auto went off an embankment. Reports from Parker County Hospital District Departments. EMS: Mr. Backus reported that January was a steady month with 1,366 calls. Two Cardiac Arrest Survivors were honored during the month of January. Christopher Haney and Gregory Long were both recognized along with their families. The two had an opportunity to meet with the firefighters and paramedics that participated in their rescue as well as sign the plaque on the EMS wall. There are still several Cardiac Arrest Survivors that EMS will be inviting for future ceremonies. Mr. Backus noted that the Citizen’s EMS Academy recently donated AEDs to Memory Gardens, Poolville Global Methodist Church and the Parker County Chamber of Commerce. Mr. Backus noted that the Academy is doing a good job of distributing AEDs throughout the County. Mr. Backus announced that the Academy will be holding a fundraiser on May 3rd at Weatherford High School from 4PM to 8 PM. Dr. Bertrand thanked the Board of Directors for their support of EMS. Parker County Hospital District Board of Directors, Jan. 23, 2025: 6 items; approve the minutes as presented
Reports from Parker County Hospital District Departments. Administration: Mr. Bacus updated the Board on the activities in Administration. He noted that Larry Hayward, PA-C, is resigning from the Campbell Clinic after 16 years of service. Mr. Hayward has been an asset to the clinic over the years and he will be missed. Mr. Bacus noted that several construction projects are in the works including a new Helipad for Springtown, a new septic system for Springtown, a new EMS storage room as well as various improvements at the Brock Station. Mr. Bacus reported that there was a recent power outage and all three of the main campus generators started and ran uninterrupted throughout the outage. Mr. Bacus noted that two RFPs have been released. One is for Lawn Services and the other is for Payroll Software enhancements. Mr. Bacus noted that the Hospital District’s Historical Tax Rate is now available on the Hospital District’s website. Mr. Bacus noted that the new Medical City CEO has arrived, and he will be meeting with him as soon as possible. Hold a Work Session on the City Manager's FY24 Proposed Budget. City Manager James Hotopp explained that the Work Session would cover the FY24 Proposed Budget, which was built on the strategic priorities discussed with City Council at the Council Retreat held May 24, 2023. Director of Finance Dawn Brooks presented a recap of the FY24 Proposed Budget as presented at the City Council meeting on August 8, 2023. Assistant City Manager and Police Chief Lance Arnold reviewed current public safety challenges and compared the allocated time of a current patrol officer to that of a fully staffed patrol officer and the ideal patrol officer’s allocated time; and noted previous strategies incorporated to alleviate challenges. Fire Chief Jonathan Peacock reviewed staffing levels, the impact of mandatory hireback to maintain staffing levels according to policy, and mutual aid resources of the Fire Department. Mayor Paul Paschall temporarily recessed the meeting at 5:31p.m. to allow Council Member Kevin Cleveland time to restore internet connection. He explained the details of the renovation and stated that accessibility requirements are driving the cost of this remodel. Staff recommended approval subject to the following conditions, all of which must be met prior to certification and recording of the plat: 1. Provide a copy of an executed and recorded HOA agreement for the maintenance of common areas and screening walls. Weatherford Municipal Code 11-5-3(d). 2. Provide a signed letter from the Weatherford Post Office stating they accept the proposed location of the cluster mailboxes. Provide an exhibit showing the location of cluster mailboxes. Weatherford Fire Department Lieutenants Todd Helm and Bert McFadin discussed their experience in California and presented a brief video. Virtual National Night Out highlight video. Police Chief Lance Arnold presented this item. Chief Arnold explained that the City of Weatherford hosted a Virtual National Night Out on Tuesday, October 6th from 6-9 p.m. Hosting the event virtually enabled the City to provide a safe method without having to completely cancel the event due to the pandemic. Chief Arnold showed three videos of first responders who participated in the event.
Discuss and consider the City Council's holiday meeting schedule for November and December 2020. City Manager James Hotopp presented this item. Due to the holidays, Mr. Hotopp proposed one Council meeting on November 17th and one meeting on December 15th. These dates are the 3rd Tuesday of each month. No action was taken on this item. However, Council was in agreement to hold the November and December meetings on the proposed dates. Discuss and consider approval of donating Unit 6214, Engine 2 to the Weatherford High School for the WISD Career and Technical Education Program. Fire Chief Jonathan Peacock presented this item. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to approve the donation of the 2001 American LaFrance FL80-Engine 2, Unit 6214 to the Weatherford High School. Discuss and consider 90-day reserves policy, cash flow impact and future capital needs including police and fire stations. Mayor Paul Paschall and City Manager Sharon Hayes introduced this item. This is the first Work Session resulting from the Council Retreat held in May. The top priority for the last several years has been the financial stream. Assistant City Manager Brad Burnett stated that this presentation would cover major capital projects for fiscal years 2020 through 2023. Police Chief Lance Arnold spoke about the issues with the current police facility, which include limited parking for visitors, employees and the police fleet; distance from the from the visitor parking to the front door; lack of adequate meeting space and training room; security issues from the lobby to the records and property offices; the dispatch center is in the middle of the lobby and is not meant to receive public; no inside kennel for the K9; the armory and property sections are located in unconditioned areas; the police supply closet space is limited; there is no private space for interviews, conversation or investigations for sensitive matters such as sexual assault; and administration and officers are segregated. Recognize Bryant Huggins for academic achievements. Mayor Paul Paschall recognized Bryant Huggins, Weatherford High School's 2015 Valedictorian, for his achievements. Bryant recently graduated from Harvard University with a mechanical engineering degree and a minor in religion. Recognize the Junior Police Academy and Police Explorer programs. Police Chief Lance Arnold spoke about the Junior Police Academy and the 12 students who completed the academy this summer. He also provided information about the local post of the Police Explorer's Program and its 11 members.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-18 for a zoning district change from R-1 One-Family Residential to PD Planned Development for a townhome/patio home residential development on a 20.92 acre tract of land, located at the NW corner of Front Street and Tremont Street, being part of the D. Norton Survey, Abstract No. 1010, City of Weatherford, Parker County, Texas. ZCH2019-0009. City Planner Stan Hamrick presented this item. He stated that this project type does not fit any of Weatherford's current zoning districts. This project is predominantly a townhome development with approximately nine units per acre. Mr. Hamrick stated that most apartments are approximately 18 units per acre. Topography on this land is difficult. Mr. Hamrick noted that the applicant is modeling a similar project in Flower Mound. The road width has been reviewed and approved for emergency vehicles by the Fire Department and has been determined completely accessible. Council discussed the poor condition of Mill Street. A traffic impact analysis (TIA) will be required in the next phase of this project. This development will probably require road improvements; however, it will be dependent upon the TIA. Consider and/or act upon awarding Request for Proposal (RFP) # 2018-019 to Zuercher Technologies for a Computer-Aided Dispatch (CAD) and Records Management Software System (RMS). Police Chief Lance Arnold presented this item. The RFP was released on April 20, 2018 and was advertised in the newspaper of record for two consecutive weeks on April 21, 2018 and April 28, 2018. Six proposals were submitted; they were opened on May 30, 2018. The proposals were reviewed and evaluated by a multi-disciplinary city evaluation committee to determine the respondents’ ability to meet the 3,390 total functional and technical requirements deemed critical or desired by city staff. The evaluation criteria included functionality, technical capabilities, approach, vendor experience, and proposed staff experience. A vendor short list was identified, and those vendors conducted on-site scripted demonstrations in August 2018. The evaluation committee conducted reference checks and Zuercher Technologies LLC was selected as the preferred vendor. The project will be funded by a grant from the Office of the Governor, Public Safety Office, Criminal Justice Division for the Texas Conversion to the National Incident-Based Reporting System Program for $505,818 and not to exceed $145,684 from the General Fund. Consider authorizing the City Manager to execute a professional services agreement with BerryDunn and Associates for services related to the implementation of the Computer-Aided Dispatch (CAD) and Records Management Software System (RMS). Police Chief Lance Arnold presented this item. This professional services agreement will engage BerryDunn and Associates to the lead the implementation of the Zuercher Technologies CAD, RMS and Mobile. For the past year, BerryDunn and Associates has assisted the city in developing a request for proposal (RFP) and selecting a replacement for the current CAD/RMS system. Utilizing the services and experience of BerryDunn and Associates will help the city achieve full project implementation and success. This project will be funded by a grant provided by the Office of the Governor, Public Safety Office, Criminal Justice Division for the Texas Conversion to the National Incident-Based Reporting System Program in the amount of $225,000 and not to exceed $90,090 from the General Fund. He stated that all investment policies serve the same basic purpose which is to safeguard government funds from fraud, abuse and risk. He stated that the investment policy applies to all funds invested by the city. The primary focus is safety, liquidity and diversity. The secondary focus is yield. Staff did not recommend any changes to the investment policy that was adopted in 2018. Receive quarterly financial report and consider and/or act upon approval of Ordinance O2019-03 amending the FY19 Adopted General City Budget. Finance Director Kyle Lester presented this item. He stated that the city closed the fiscal year by decreasing the fund balance by only $306k. Revenues were over projections by $761k and expenditures were under by more than one million, which totals a $1.8m increase over staff’s projections. General Fund departments have $846k that will need to be rolled over into this fiscal year. The gain over FY18 plus rollovers totals $731,971. Roll-over items include: 1. After the first quarter of each year, city staff takes an inventory of all items that were budgeted for the previous fiscal year, but unable to be spent. These items are subsequently added to the current year’s budget in order to complete the originally planned projects, with priority given for projects with active purchase orders. For FY18, these items total approximately $853,000. A brief synopsis of these items are as follows: a. The largest single category for our rollover items is facilities maintenance. Presentation of Medals of Valor to Firefighter Robert Brown and Firefighter Lee Franklin; and Medal of Gallantry to Lieutenant Chad Street; and Unit Citations to Battalion Chief Juan Fulton and Engineer Matt McKittrick for actions that resulted in the saving of a life under extreme life- threatening circumstances. Fire Chief Paul Rust and Assistant Chief Jonathan Peacock presented these awards recognizing Firefighters Brown, Franklin, Street, Fulton, and McKittrick for their work in saving a life during a residential structure fire that occurred December 31, 2018.

Proclamation naming October 28 - November 4, 2018 as Week of Prayer for Weatherford and Our Nation. Mayor Swancy issued this proclamation to Alan Meyer and Kerry Patton of North Side Baptist Church. Swear in Wilson Adams as a honorary Reserve Officer with the Weatherford Police Department. Police Chief Lance Arnold introduced Mr. Wilson Adams. Wilson is 11 years old and was diagnosed with a pediatric brain tumor in May 2018. Although the tumor was removed, his treatment and recovery will take 12 to 18 months. Wilson's treatment includes chemotherapy for five days per month for up to 12 months. Wilson, his older brother Colby, and little sister KariGrace and their mother, Tamela, are just eight months removed from the devastating loss of their father/husband, Daniel Adams, in September 2017 from liver cancer. Wilson had a wish to ride in a police car before his chemotherapy began in September. Members of the Weatherford Police Department picked Wilson up for his first round of treatment and drove him to Cook's Children's. Officers continue to check up on Wilson weekly. The Weatherford Police Department is honored to accept Wilson and his family into the police family with his swearing in as an honorary Reserve Officer. Accepted the Single Audit Report for the fiscal year ended September 30, 2017, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Authorized the City Manager to enter into a lease agreement with Ricoh USA, Inc. through which the City can obtain multi-function printers (Print/Copy/Fax/Scan) with budgeted dollars. Consider approval of Ordinance 896-2018-11 amending the FY18 Adopted General City Budget. This item was removed from the Consent Agenda for separate consideration. Kyle Lester, Assistant Director of Finance, presented this item. Mr. Lester stated that this amendment can be split into three categories. The first category is the remainder of items that were discussed in conjunction with the January budget amendment and includes items that were flagged for approval since the City had sufficient dollars at the end of last fiscal year. Those items amount to $166,349. The second category is grant funding for the police department. The third category is interdepartmental transfers to utilize a portion of the dedicated $500k property tax receipts for capital items which is proposed for facilities maintenance projects. Councilman Cleveland stated that he thought of the $500k that was set aside for capital projects as more of a big-picture expense such as land acquisition for a police department or some other large capital expense. He stated the proposed items are more maintenance than capital and that maintenance items should be covered in the day-to-day budget, not capital. Mr. Lester stated that the lines can sometimes seem blurred between what is capital and what is maintenance; given the life of the projects under consideration, staff considers them to be more on the capital side. Mr. Lester stated that his office recently completed the second quarter revenue projections and he fully believes that a significant amount of sales tax dollars will come in, far over budget. Staff could have asked the Council to obligate some of the excesses that have been seen to date. Instead, in staff’s estimation, these items were capital in nature; therefore, staff asked to obligate capital dollars that had been set aside. At the end of the year, when the City receives the sales tax excess of which staff is virtually certain, then staff can fully replenish the dollars for these capital projects, which total $378,000. At the end of the year, both the capital fund and the sales tax dollars should remain essentially whole. Mr. Cleveland considered that some of the projects may not be able to wait until the dollars are in hand, though personally, he would rather wait until the dollars are in hand and also not transfer dollars from the $500k. One project that might not be able to wait is the Old City Hall renovation. Councilwoman Wilder and Councilman Fleeger agreed the proposed capital projects were contrary to what they considered the $500k would be used for. Mr. Lester stated that the City is ahead of budget trajectory on sales tax dollars by approximately one-half million, or more. Mr. Fleeger asked the Council to articulate more clearly how the capital dollars are to be utilized. He suggested clearly articulating that the capital fund is for long-term projects such as acquisition of land, buildings, and etcetera. City Manager Sharon Hayes stated these are larger capital projects than what are normally handled out of departmental budgets. Financing is available with or without these funds. Ms. Hayes mentioned the only new item on this list is the security fencing for the police department. Mayor Pro Tem Robinson agreed that if these items could be funded with sales tax overage, then that is the better route. Mr. Lester stated staff had budgeted for $12.6m in sales tax and projections right now are at the low end of $13.6m and pushing $14m at this point. Mr. Lester stated that the use of sales tax overage would be an effective way to meet these goals. this item with recommended changes using sales tax dollars. Motion carried 5 - 0. He stated that the City does not currently have budget software which makes succession planning difficult. Software would make the process much more efficient and reduce potential errors. Mr. Lester stated he is seeking a two-year agreement because that would carry the City up to the point of an overall ERP (enterprise resource planning) software. Mr. Lester stated that the budget software will integrate with the current accounting system and that it is driven by GL data. All of the datamining will be on actual audited numbers. Mr. Lester stated he was uncertain if the software will perform all calculations automatically, but the software will make it easier for staff to work with the calculations. Staff report on the Data Driven Approaches to Crime and Traffic Safety Operational Model. Police Chief Lance Arnold presented this report which was for informational purposes only. Chief Arnold stated he is familiar with this model and that TxDOT is encouraging the use of this model. There will be more traffic stops. Positive outcomes are realized in both large and small cities. Of reported incidents, theft/property crimes are the highest crime. Persons crimes are low. Both survey respondents and officers reported that illicit drug use is the biggest problem in Weatherford. There are very few random violent crimes in Weatherford. Most drug arrests come from traffic stops; very few come from houses unless the police are called for a domestic disturbance. No action was required or taken. The subject property has 41 lots, each of which is two acres or more. The Fire Department is comfortable with the emergency access because the fire code does not extend into the City's ETJ. The subdivision ordinance does apply outside the City limits and that threshold is 50 dwelling units for the required second ingress/egress. The PZC recommended approval subject to the developer providing an additional access point to the west since the proposed road to the south is so far in the future. This plat is located in ESD1 and does not affect the Weatherford Fire Department. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve the master plat. He stated that Parker County has paid the City the sum of $45,100 since FY 2012. Since 1999, the County has paid between $44,000 and $45,100 towards a $1m budget. Approximately 55 percent of the users are residents from the County, not the City. Kathy Lee, 1020 West Lake Drive, spoke about fairness to the ratepayers and to all of the citizens. Councilmember Wilder invited the County Judge and the Commissioners to join the City at the next regular City Council meeting. Ms. Wilder encouraged residents and county residents to reach out to the Commissioners Court about how important the library is to the children and their futures. Report regarding tax notes. Brad Burnett, Assistant City Manager, presented this item. He mentioned some significant capital needs that have come up recently. Mr. Burnett stated that the city still has the opportunity to go out for bank qualified tax notes this year. They are for seven years and have to be under $10m dollars. The city did this for the Tax Increment Reinvestment Zone (TIRZ) and received a 1.45 percent interest rate. The capital needs include the citywide radios at a cost of approximately $3.2m, and some issues at the city pool with regard to health standards for approximately $1.5m. Mr. Burnett stated annual debt service payments would be approximately $700-750k per year depending on how much the city issues. Cody Mulloy, Emergency Management Coordinator, spoke about the citywide radio needs assessment that was conducted approximately one year ago. Through that assessment, staff learned that approximately 90 percent of the police and fire radios are nearing or have exceeded the end of their useful life: handheld radios have a lifespan of approximately five to seven years and mobile radios have a lifespan of approximately seven to ten years. Utilities and public works also use radio systems and they are nearing the end of their lifespan as well. Additionally, the police dispatch consoles have exceeded their life expectancy. Briefing regarding National Night Out Police Chief Lance Arnold stated that Tuesday, October 3rd is National Night Out. This program has been around since 1984. Currently, the city has 13 different neighborhoods that are participating in the event. Police staff and McGruff the Crime Dog will be visiting all of the events. Chief Arnold invited the City Council to hold block parties in their neighborhoods or to ride out with officers as they visit the 13 scheduled neighborhood parties. Chief Arnold also mentioned a new event called “Coffee with a Cop.” This event is Wednesday, October 4th from 7:00 a.m. to 9:00 a.m. Police staff will be gauging attendance on the 4th and hope to have this as a monthly event that moves to different coffee shops around town. Officers at “Coffee with a Cop” have no agenda and no plan, other than being available to the citizens.

Presentation of the FY17 3rd Quarter Financial Report and the City Manager’s Proposed Budget for FY18. City Manager Sharon Hayes stated that the budget process began in April. She spoke briefly about budgetary priorities and noted that property appraisals have increased. Kyle Lester, Assistant Director of Finance, presented the quarterly report for the third quarter. No action was required or taken on this report. Mr. Lester then presented the City Manager’s Proposed General Budget document for FY18 (Fiscal Year 2017-18). The document contains a total of $50.2m within 21 funds and incorporates all city programs and services except water, wastewater, and electric services, which are represented in a separate budget document. Mr. Lester’s presentation focused primarily on the General Fund. The proposed budget continues the momentum gained in FY17. Due to this year’s gains in sales tax, staff proposes to keep retiree funding on its planned trajectory while maintaining the 120 days fund balance purely for stabilization reserve. This budget also continues the vehicle and major equipment rotation funding, adding six vehicles and equipment from Parks, Police, Fire, and Public Works to this rotation. Chris Accardo, Director of Library Services, introduced Denelle Wrightson of Dewberry Architects Inc. Ms. Wrightson gave an overview of the assessment process. She presented the top community ratings from over 500 completed surveys. Those results are as follows: self check out outdoor program space enclosed quiet study RFID sorting multi-purpose gathering space comfortable lounge solar panels multi-purpose meeting space media lab children's environment group study/tutoring area computer lab exterior porch open quiet study local history/genealogy face out displays The existing floor plan is approximately 17k square feet. The expansion plan increases the floor plan to approximately 49.9k square feet. The project is to be completed in two phases for a total estimated cost of $12,387,342. Ms. Wrightson also addressed operational budget projections for personnel, materials/services, and utilities from 2016 through 2020. Work Session regarding the Fiscal Year 2016-17 (FY17) proposed General Fund budget. Kyle Lester, Assistant Director of Finance, presented this item. The FY17 budget proposal includes a $31m expense budget, of which $28.5m is recurring operations. The ending fund balance for FY17 is projected at $9,335,813.Mr. Lester discussed the proposed tax rate increase, $0.5213 per $100 valuation, which is 3.47 cents over the City's current FY16 rate. This would allow a gain of approximately $470k in additional revenue over the effective rate. Including $30k in general capacity, allows a total of $500k in capital cash funding each year. The intent is to use these dollars for capital each year, though there may come a time where it would have to be directed to operational if the City does not gain room in property tax values. The first formal capital budgeting cycle will begin this fall. It will involve identification of all capital needs for the next five to ten years, identifying costs, associated operational costs, and funding sources. This tax increase will be an integral source. The major capital priority for FY17 is the land purchase, estimated at $500k, for a new Police Station. Mr. Lester reviewed the tax rate comparison presented at the August 24 City Council Work Session. Discuss and consider adoption of Ordinance 772-2016-18 amending Title IX. Chapter 11, section 9¬ 11-1 (4) to allow the Special Events Permit process to grant the permission for the use alcoholic beverages within City of Weatherford special events. Shannon Goodman, Director of Parks, Recreation & Special Events, presented this item. He stated that staff recommends changing the ordinance to allow the use of alcohol at certain events through the city's special CC022316 Page 3 of 5 event application process. This is a streamlined process which the Parks' special events division already manages. By a vote of 4-1 at their January meeting, the Parks Board voted to recommend an amendment to the ordinance. The Board requested City Council review of event applications that include alcohol. Mr. Goodman provided the following overview of the steps within the special event application process: • Step 1. With a citizen, group or business asking to sell or provide alcohol at a Special Event at Heritage Park. • Step 2. Staff would ask for the Special Event application to be completed with as much detail as possible. • Step 3. Discuss and consider approval of a contract with Black & Veatch to conduct a radio needs assessment. James Hotopp, Assistant City Manager, presented this item. The city has over 275 radios utilized by more than eight departments. Staff is beginning to plan for a radio system replacement driven by both technology changes and federal mandates which will cut the broadcast frequency in half. Mr. Hotopp stated this happened once in 2013 and will happen again in the next five years. Most of the city's current radios will become incompatible when the Federal Communications Commission (FCC) institutes the second round of narrow banding. To plan adequately for a radio system replacement, staff recommends hiring of a professional consultant to conduct a comprehensive needs assessment. The consultant would meet with departments to determine current and future needs. They will perform a complete evaluation of the city's equipment and what can be maintained or reused in future configurations. They will evaluate the public safety dispatch operation currently in place including staffing levels. They will provide a description of system alternatives along with budgetary cost estimates. The developer is working with the property owner to the west to secure that access. They are also working on possible access to the east. Mr. Farmer recommended approval of this Master Plat subject to the developer gaining access to the east or the west before Council's approval of the Preliminary Plat. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this Master Plat with the condition that the developer has written documentation showing access to the east or the west that meets Fire Department requirements before approval of the Preliminary Plat. Consider and/or act upon approval of a Joint Operating Agreement with Parker County Emergency Services District (ESD) #3. Fire Chief Paul Rust presented this item. For the last 18 months, the City has been working under an agreement with ESD #3; currently the City is working under an extension of that agreement. The new agreement is for a 10 year period. Funding is based upon a share of the ESD #3 tax rate. Their cap is a 10 cent property tax rate and 4.815 cents of the 10 cents will come back to the City as a service provider. Operations will continue as they have for the last 18 months. The City receives an annual payment from the ESD and as their property values increase the payment will increase proportionately. Update on Squad Trial and Vehicle. Fire Chief Paul Rust presented this update. The department conducted a pilot program on a squad vehicle concept. In this year's budget, the department has approximately $100k to redesign a currently owned vehicle. After conducting the trial, staff prefers to purchase a squad vehicle. Medical response is a large part of what the Fire Department does. The squad vehicle is not a transport vehicle. Chief Rust provided a history of medical service as a part of the fire service. Truck 1 is not the best vehicle to send for medical calls. It is much larger than necessary for medical response calls. It is estimated that in ten years, the department could realize savings include tires, fuel, repairs, etc. over approximately 12,500 calls. Instead of redesigning truck 1, the department would like to purchase a crew cab 1-ton 4x4 with backup camera, an eight foot utility bed and two-tone paint. For the vehicle and the aftermarket add-ons and equipment, the total investment would be approximately $77,700. Council discussed the fact that approximately 65 percent of the department's calls are for medical response and that the firefighters are the first responders. Consider the appointment of two Council members to the Advisory Committee with Emergency Services District (ESD) #3. Fire Chief Paul Rust presented this item. The original contract with ESD3 was for 18 months and will expire at the end of April. This item is the request for a joint advisory committee that will include two board members from ESD3, and two Council members, as well as both fire chiefs. Initially they will work together on the next contract. Chief Rust stated that ESD3 expanded their territory via annexation; they took in some area that the City served through our contract with Parker County. The contract is one example of the types of items that the advisory committee will consider. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to appoint Ms. Wilder and Mr. Robinson to the joint advisory committee. Motion carried 4 - 0.
Update City Council regarding the Facilities Needs Assessment. Assistant City Manager Sharon Hayes presented this item. Ms. Hayes stated that a recent facilities assessment focused on current and future needs, and centralizing services at the following facilities: City CC032415 Page 5 of 7 Hall, Old City Hall, Fire Station 1, Fire Administration, and the Police Department. The assessment addressed expansion for future needs via renovation and or relocation and cost effectiveness. She mentioned the findings for each of the aforementioned buildings. The need for construction does not exist at this time, but the City should begin the processes to secure necessary property that will be needed in the future. The best option for City Hall would be to expand to the west. Installing an elevator at Old City Hall is necessary for accessibility to the upstairs offices until the point at which City Hall is remodeled and those offices are relocated to City Hall. Consider and/or request approval to purchase two fire apparatus: Pierce 105' Quint and Pierce Dash CF Pumper. Paul Rust, Fire Chief, presented this item. He spoke about the availability of a quint which is a hybrid of a fire engine and a ladder truck. This apparatus is currently in stock and does meet our specifications. It is a CC101314 Page 3 of 5 2013 model which was used at trade shows. It is nicely equipped with 8,000 highway miles. To have one custom built would cost approximately one million dollars. We budgeted $850,000 for a quint, but by purchasing this stock vehicle, it will cost approximately $842,000. It does meet the city's specifications and could probably be delivered and in service before Christmas. The pumper will be built to specification and it will be approximately nine months before we can take delivery of it. The Fire Department has an apparatus committee and they are in full support to move forward with the purchase of both apparatus. Ms. Shew with FirstSouthwest spoke to the financial aspect and stated that the City could issue a tax note. It is a debt obligation and would require a pledge of the City's property tax. Assuming the same interest rates as on the refunding bonds, the projected true interest cost on this would be 1.48 percent. He spoke about modifications that have been made since the last work session: included a $433,000 down payment to finance a pumper truck and a quint for the Fire Department; included $70,000 for General Fund grants as one-time expenses; and removed the $40,000 in storm water fund administration charges. The proposed property tax break down is as follows: CC082614 Page 1 of 9 Because the $40,000 in Transfer Revenues from the storm water fund was removed from the proposal, and in order to continue to fund that portion of the $140,000 in health insurance costs, staff has taken that out of the proposed street maintenance funds. This change puts the street maintenance budget at $1.16 million. General Fund Overview The projected ending fund balance for FY15 is now at 124 Days. This decrease resulted from the $433,000 down payment for Fire apparatus financing and $70,000 in one-time general fund grant requests. This overview incorporates the City billing the Chamber of Commerce for overtime costs, estimated at $25,000, associated with the Peach Festival. This results in increased ongoing capacity of $25,000. Discuss and consider an Interlocal Agreement with Parker County Emergency Services District (ESD) #3 for a joint working agreement. Fire Chief Paul Rust presented this item. The Council was provided with a copy of the proposed contract written by ESD 3's attorney. Mr. Zellers has reviewed the agreement on behalf of the City and has recommended a few minor changes. The agreement addresses what has been discussed up to this point and is anticipated to be advantageous for both entities. Chief Rust and ESD 3 Chief Pat English were both available to answer questions. Access to ESD 3 volunteers should benefit the City. They have 25 volunteers; approximately 19 have some level of certification. Volunteers are mentioned in the agreement because they have put in numerous hours over the years and we want them to stay engaged. The ESD will compensate up to twenty 24-hour shifts per year. This will help reduce Weatherford overtime by approximately $14,000. Volunteers will be able to respond to the station and for mutual aid. Savings to Weatherford staff could occur on items such as cleaning hoses and preparing the engine to be put back into service after responding to a fire. Discuss and consider authorizing the City of Weatherford to enter into a new contract with Weatherford Independent School District (WISD) for the School Resource Officer (SRO) CC 092413 Page 3 of 5 program. Mike Manning, Chief of Police, presented this item. He asked that the Council approve staff to enter into a new agreement with WISD for the SRO program. WISD pays for one half of each SRO position. In prior years, there were four SROs; however, due to funding issues, WISD reduced that by one. WISD recently approached the Department about returning the program to four officers. The Department plans to fill the position by moving one officer from patrol. If the budget situation improves, the Department may approach the Council about the addition of a new position to replace the patrol officer. Bobbie Narramore, 209 West First Street, spoke in opposition of the City paying for the expense of the SROs stating that it should be an expense of the WISD. Chief Manning noted that cities handle SRO programs many different ways. Some cities fully fund the program, some split the cost 50/50 with the district, and some districts have their own police department. Hold a work session on the FY14 proposed budget. Topics will include proposed changes to the employee retirement plan, a walk-forward of changes made to the budget proposal since August 6, and responses to questions raised during the August 17 budget retreat. Mr. Hamilton requested a 25 minute time limit on each of the Work Session items. Chad Janicek, Director of Office of Management and Budget (OMB), presented this item. He mentioned the Council's proposal for an unchanged tax rate, and spoke about the Budget Retreat held on August 17. Mr. Janicek gave details on the following Fiscal Year 2014 (FY14) expenditure changes: Discussion included the proposed tax rate, the anticipated property tax revenue, recommendations to further reduce the budget, Library programs, organizational structure, and budgeting certain expenditures as one-time or ongoing. The Council also discussed the storm water utility fund, improvements at Heritage Park, and street maintenance. Mayor Hooks called for a recess. Mayor Hooks called the meeting back to order at 8:48 p.m. Discuss, consider and provide staff direction regarding consolidation with Emergency Service District (ESD) #3. Paul Rust, Fire Chief, presented this item. He reminded Council that this item was discussed at a previous meeting and that Council had directed staff to pursue more details. Chief English with ESD #3 was also in attendance. Chief Rust reviewed the operational benefits of consolidation: Higher level of service for the communities including better response times due to the utilization of the District's station and enough firefighters staffed on the first arriving fire engine to begin interior operations. Increased level of firefighter safety with a four-member, best practices approach, and a potential pool of volunteer firefighters to supplement paid members through a reserve program. Chief Rust reviewed the overall concept. The ESD would contract with the City for fire and rescue services. The City would use the ESD's facility, vehicles, and equipment. The City would agree to hire the ESD's six paid firefighters. The City currently has three openings. Filling these positions with ESD firefighters would equate to a savings of $5,280 for the City. Discuss the pros and cons of consolidation of the paid personnel of Emergency Service District (ESD) 3 into the Weatherford Fire Department (WFD) and discuss entering into a contract for WFD to provide emergency service to the district. CC 052813 Page 3 of 4 Paul Rust, Fire Chief, presented this item. Chief English of ESD 3 was in attendance. Chief Rust provided statistics for WFD's station 2, as well as ESD 3. He noted that these two stations are serving much of the same area and that services could be more efficient from one location. He reviewed maps showing response areas/times for both stations. Benefits of consolidation include: Higher level of safety and service for all citizens and firefighters with staffing levels increased to four at all stations at all times, and a pool of 20 volunteer firefighters to supplement paid members through a reserve program. Economies of scale and scope meaning a reduced cost to operate one station instead of two, the use of ESD 3 vehicles and equipment to serve both the citizens of Weatherford and the ESD, and the possible expansion of the water plant into fire station 2. Danielle Felts, Director of Parks, Recreation & Special Events, stated that the Keep Weatherford Beautiful (KWB) Recognized Yard Program has been revitalized after being dormant for approximately four years. KWB recognized yards for January through March 2013 are: Richard Talley at 2266 Old Dicey Road; Gary and Sharon Jordan at 803 East Park Avenue; Von and Shae Dunn at 306 West Spring Street; Mark and Debra Smith at 702 South Waco; and Chuck and Sandy Canton at 1210 Forest Park Drive.

Receive a report from the Larry Hagman Memorial Committee; discuss and consider recommendations and possible locations. City Manager Jerry Blaisdell introduced Sherry Watters, a representative with the Larry Hagman Memorial Committee. Ms.Watters discussed finding a location in the City of Weatherford for the Larry Hagman Statue. The committee is requesting an outdoor location. Ms. Watters stated that the committee is in favor of Heritage Park and believes it is an ideal location. It will take six to nine months for the sculpture to be completed. Dr. Harold Lawrence, the Chair of the Parker County Historic Commission, stated that an historical marker is feasible; however, the State of Texas requires it to be ten years after his death. A site can be designated now and when the time arrives to apply for the marker the Historic Commission will help with the process. The Council discussed Heritage Park and other locations. They are in favor of Heritage Park as a location but also wish for other local icons to be represented as well. No action was taken on this item. Receive the Annual Weatherford Police Department Traffic Contact Report for 2012. Police Chief Mike Manning presented this item. The Annual Traffic Contact Report is more commonly known as the Annual Racial Profiling Report. Since 2001, the state legislature has required that this report be provided annually by police departments to their City Council and to the state. Basically, the department's numbers have stayed the same since the first report was filed in 2002. The department is pleased with the numbers. The report is compiled by Dr. del Carmen of the University of Texas at Arlington, who is known as an expert in this field. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to accept the 2012 Traffic Contact Report. Motion carried 5 - 0.

Rev. Mike Wiley of Adell Community Fellowship will make a presentation to the Fire Department and the City Council. Mr. Wiley thanked the Fire Department and the Council for their assistance and support during the recent total loss of the Adell Community Fellowship Church building. Present Lannie Fulton the City Manager's Award for Excellence. City Manager Jerry Blaisdell presented Lannie Fulton with the City Manager’s Award for Excellence and the Kurt Harris Lifetime Achievement Award upon his retirement after 29 years of service to the City of Weatherford. Proclamation naming January 8, 2013 as "Grandmaster Bob Nuttall Day in Weatherford". Mayor Hooks issued a proclamation in honor of Bob Nuttall naming January 8, 2013 as “Grandmaster Bob Nuttall Day.” Mayor Hooks announced that he would need to leave the meeting at 7:15 p.m. to go to the Courthouse and present this proclamation to Mr. Nuttall during his ceremony.

The amendment rolls those expenses into the new fiscal year so that they will be reflected in the first quarter reinvestment report. Discuss and consider approval of Resolution R2012-23 authorizing the Weatherford Police Department to enter into an interlocal agreement with the Texas Department of Transportation (TxDOT) for access to the Crash Reporting and Analysis for Safer Highways (CRASH) System. Mike Manning, Chief of Police, presented this item to the Council stating there is no cost to the City. The CRASH reporting system is computer/internet based and allows officers to submit reports directly to Austin. It has built-in checks with 100% compliance and is anticipated to save the City money because it will save time for officers and records personnel. Consider and/or act upon approval of an Interlocal Agreement for Development of Hazard Mitigation Plans. Fire Chief Paul Rust stated that the North Central Texas Council of Governments (NCTCOG) approached the City about development of a Hazard Mitigation Plan. The plan will identify our natural hazards, such as areas prone to flooding. After the City supplies the data, NCTCOG will write the plan at no cost to the City, other than staff time. Once the plan is completed, the City will be eligible to apply for federal grant money for hazard mitigation.
