Consent agenda, approved as one vote (5-0, on the motion of Mayor Pro Tem Jeff Robinson, second by Curtis Tucker): Approved the minutes of the City Council meeting held April 9, 2019. Approved Ordinance O2019-14 amending the FY19 Adopted General City Budget. Approved Ordinance O2019-13 closing a portion of South Denton Street in the J. A. Yeoman Survey, Abstract 1693 and authorizing the mayor execute Quit-Claim deeds to the adjacent property owners. Approved Ordinance O2019-21 amending Title V Business Regulations, Chapter 8 Private Commercial Garbage and Recyclables Services, Section 5-8-6 (b) of the Official Code of the City of Weatherford by requiring additional information to be collected from commercial haulers. Approved Ordinance O2019-22 moving Chapter 2 "Animal Control" of Title VI "Police Regulations" of the Official Code of the City of Weatherford into a new Title XIV entitled "Animal Control". Authorized the City Manager to purchase computer workstations with budgeted dollars in the amount of $84,826.70 using Texas Department of Information Resources (DIR) Contract DIR- TSO-4159.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-18 for a zoning district change from R-1 One-Family Residential to PD Planned Development for a townhome/patio home residential development on a 20.92 acre tract of land, located at the NW corner of Front Street and Tremont Street, being part of the D. Norton Survey, Abstract No. 1010, City of Weatherford, Parker County, Texas. ZCH2019-0009. City Planner Stan Hamrick presented this item. He stated that this project type does not fit any of Weatherford's current zoning districts. This project is predominantly a townhome development with approximately nine units per acre. Mr. Hamrick stated that most apartments are approximately 18 units per acre. Topography on this land is difficult. Mr. Hamrick noted that the applicant is modeling a similar project in Flower Mound. The road width has been reviewed and approved for emergency vehicles by the Fire Department and has been determined completely accessible. Council discussed the poor condition of Mill Street. A traffic impact analysis (TIA) will be required in the next phase of this project. This development will probably require road improvements; however, it will be dependent upon the TIA. Hold a PUBLIC HEARING and consider Ordinance #O2019-19 amending the previously approved Ordinance #898-2018-13 by reducing the Council's previous masonry requirement as well as the exterior elevations exhibit from an existing PD-Planned Development for Multi-family for a 2.544 acres tract located in the 500 Block of Eureka Street and being Lots 1-4, Block 1 Eureka Villas Addition, City of Weatherford, Parker County, Texas. ZCH2019-0010. City Planner Stan Hamrick presented this item. Mr. Hamrick stated that new fourplexes have been built on this property, with the upper 60% of the exterior being comprised of siding. The original approved PD contained a 75% masonry requirement; however, the developer has installed siding instead. Mr. Hamrick stated that staff had no reason to override Council’s original ordinance and thereby recommended denial. The Planning and Zoning Commission also recommended denial. Mayor Swancy opened the public hearing at 6:58 p.m. As there were no speakers, Mayor Swancy closed the hearing at 6:58 p.m. On the motion of Mayor Pro Tem Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to deny this request. Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-20 for a zoning district change from RL Residential Lake Lot to RL Residential Lake Lot with a Conditional Use Permit for an accessory dwelling unit at 2337 East Lake Drive, being Lots 525 and 526, Lake Weatherford, City of Weatherford, Parker County, Texas. ZCH2019-0011. City Planner Stan Hamrick presented this item. The lots are located on East Lake Drive. This will be an accessory dwelling. It has a bathroom and the applicant does want to add kitchen facilities. Because this is at the lake, it requires a CUP. All utilities will be via the main structure. This is very similar to a garage apartment. Mayor Swancy opened the public hearing at 7:01 p.m. As there were no speakers, Mayor Swancy closed the public hearing at 7:01 p.m. On the motion of Curtis Tucker, second by Kevin Cleveland, the Council voted unanimously to approve this request. Motion carried 5 - 0.

Consider a request for WAIVERS ONLY from the water and sewer extension requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, for a minor plat of 2.101 acres located at 1932 East Lake Drive and situated in, and being a portion of, the J. L. Edwards Survey, Abstract No. 416, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2019-0011. City Planner Stan Hamrick presented this item. This property already has an existing well and onsite sewage facility. On the motion of Mayor Pro Tem Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve the waivers for water and sewer connection. Motion carried 5 - 0.

Consider acceptance of the 1st quarter investment report for calendar year 2019. Finance Director Kyle Lester presented this item. This report adheres to the standards set forth in the investment policy and reports, following the objectives of safety, liquidity, diversification and yield as listed in order of importance. Mr. Lester covered the employment look, the economic outlook, portfolio, WAM, yield, portfolio performance, maturities, and debt service. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to accept this report. Motion carried 5 - 0.

Receive financial report for the second quarter of FY19 Finance Director Kyle Lester presented this report. No action was required or taken.

Future agenda items: 1. consider changes to subdivision ordinance for building materials and product types 2. update regarding solid waste and recycling program/fee review 3. consider dedicating the next fire station in memory of fallen Weatherford firefighter Andy Loller Mayor Swancy thanked the Council and the community for the progress Weatherford has made of the last 13 years.
