Consent agenda, approved as one vote (5-0, on the motion of Luke Williams, second by Rod White): 6.a: Approved the preliminary plat for Mathew Meadows Estates, being 27 Residential Lots on approximately 21.13 acres of land being located at 1609 Old Dicey Rd., City of Weatherford, Parker County, Texas. SBDP-26-0006. 6.b: Approved the final plat for Mathew Meadows Estates, being 27 Residential Lots on approximately 21.13 acres of land being located at 1609 Old Dicey Rd., City of Weatherford, Parker County, Texas. SBD-26-0005. 6.c: Approved the final plat for Stonegate, being 2 residential lots on approximately 0.508 acres of land being generally located along Cherry Street, City of Weatherford, Parker County, Texas. SBD-26-0003. 6.d: Approved the final plat for 616 Cove, being 1 lot on approximately 1.046 acres of land being located along Palo Pinto St., City of Weatherford, Parker County, Texas. SBD-26-0006. 6.e: Approved Resolution R2026-16 adopting the City of Weatherford Investment Policy and Strategy.
7.a: Hold a PUBLIC HEARING on the City Manager's Proposed FY27 Budget. Budget Manager Ashley Esquivel presented the City Manager's Proposed FY27 Budget, noting that all legal requirements under state law had been met and highlighted the following: • A balanced General Fund with $61.4 million in revenues and $61.3 million in expenditures, resulting in a surplus of approximately $65,000. • A projected FY27 year-end Fund Balance of $31.6 million, or 211 working days, of which $13.6 million will remain accessible beyond the 120-day reserve requirement. • Projected sales tax revenue of $23.6 million and property tax revenue of $13.7 million. • A proposed property tax rate of $0.392246 per $100 valuation, equal to last year’s rate and $0.01 less than the No-New-Revenue Rate, marking the sixth year in the past seven years that the City has adopted or proposed a rate equal to or less than the No-New- Revenue rate. Mayor Paul Paschall opened the Public Hearing at 6:14 p.m. With no comments received, Mayor Paschall closed the Public Hearing at 6:15 p.m. No action was taken or required at this time.
7.b: Receive recommendation regarding funding outside agency requests for the City's FY27 Budget. Budget Manager Ashley Esquivel reviewed the City Council-adopted policies for Outside Funding and presented the following outside agency funding requests for the City’s FY27 budget: Organization General Fund Hotel/Motel Fund CAC of Parker County $4,150 - CASA Hope for Children $4,150 - Chamber of Commerce - $150,000 Doss Heritage - $5,000 Freedom House $4,150 - Manna Storehouse $4,150 - Parker Co. Committee on Aging $4,150 - United Way of Parker County $4,150 - She explained that, after reviewing the applications, staff recommended funding all requests except United Way of Parker County due to the proposed use of funds for subgrants to other organizations, which is not permitted under the City’s policy. The City Council recommended funding the outside agency requests as recommended by City staff, with $5,000 from the General Fund to each approved organization, in addition to the recommended Hotel/Motel Fund allocations of $150,000 to the Chamber of Commerce and $5,000 to Doss Heritage.
7.c: Vote to Propose the City of Weatherford 2026 Property Tax Rate for FY27. Director of Finance Linzy Blain presented the City of Weatherford 2026 Property Tax Rates for FY27, reviewing the No-New-Revenue rate of $0.403187 and the Voter- Approval Rate of $0.527534, both per $100 of taxable value. She explained that the proposed FY27 budget was developed using the FY26 tax rate of $0.392246, maintaining the rate at the same level as the 2025 Tax Rate. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted 5 - 0 to propose a tax rate of 39.2246 cents per $100 of valuation for the fiscal year 2027 budget.
7.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-30 and authorize the City Manager to execute a development agreement concerning a request for a General Plan and Zoning Map Amendment from (AG) Agriculture to (R3) Multifamily Residential with a (P) Planned Unit Development Overlay on an approximate 31.01 acre tract being located at 703 West Park Ave, City of Weatherford, Parker County, Texas. ZCH-26-0013. Director of Development Services Scott McDonald presented a proposed General Plan and Zoning Map Amendment and Development Agreement concerning a request for a Planned Unit Development Overlay at 703 West Park Avenue for Clairemont Senior Housing. • Developer Glenn Lynch, 9048 Quarry Hill Court, Fort Worth, presented the proposed plans for the Clairemont Senior Living Center. Mayor Paul Paschall opened the Public Hearing at 6:53 p.m. • Lynn Baber, 2126 Timber Cove Court, spoke in support of the request and shared related concerns and questions. • Suzy Hudson, 2211 Lakeforest Drive; Tammy Reed, 416 Moss Lane; and Van Houser, 3621 West Biddison Street, Fort Worth, all spoke in support of the request. • Joann Barnhart, 102 Mockingbird, expressed concerns regarding transportation. • Alecia Rogers, 612 West Park Ave, expressed support for the request and concerns with transportation. 7.e: Consider a request for preliminary plat approval for Clairemont Addition, being 4 Lots on approximately 31.01 acres of land being located at 703 West Park Ave., City of Weatherford, Parker County, Texas. SBDP-26-0005. Director of Development Services Scott McDonald presented a request for preliminary plat approval for 703 West Park Avenue and explained that staff recommended disapproval of the plat at this time to allow the applicant additional time to make corrections. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted 5 – 0 to disapprove the preliminary plat approval request. Mayor Paschall recessed the meeting at 7:56 p.m. for a short break. The meeting was reconvened at 8:05 p.m.
7.f: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-32, regarding a voluntary annexation of a 9.434-acre tract of land owned by Pat and John's Adventures and Investments Dedicated to St Joseph LLC., into the City of Weatherford, Texas. ANX-25-0003. Director of Development Services Scott McDonald presented a proposed ordinance regarding a voluntary annexation at 1726 N. Main Street. Mayor Paul Paschall opened the Public Hearing at 8:08 p.m. • Reese Flannigan, 306 West 7th Street, Fort Worth, responded to questions from Council. With no further comments, Mayor Paschall closed the Public Hearing at 8:17 p.m. After discussion and consideration, Ordinance O2026-32 failed due to the lack of a motion.
7.g: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-31 concerning a request for a General Plan and Zoning Map Amendment from (AG) Agriculture to (C1) General Commercial on an approximate 9.434-acre tract being located at 1726 North Main, City of Weatherford, Parker County, Texas. ZCH-26- 0012. No Public Hearing was held, and no action was taken due to the lack of action on Item 7.f.
7.h: Consider a request for final plat approval for North Weatherford Business Park Addition, being 1 lot on approximately 9.434 acres of land being located at 1726 North Main, City of Weatherford, Parker County, Texas. SBD-26-0004. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted 5 - 0 to disapprove the final plat due to the lack of action on Item 7.f.
7.i: Consider revisions to the Downtown Restaurant Incentive Policy. Director of Economic Development Ashley Seiler presented proposed revisions to the Downtown Restaurant Incentive Policy and reviewed key updates from the 2024 Policy to the 2026 Policy. On the motion of Luke Williams, second by Rod White, the City Council voted 5 - 0 to approve the revisions to the Downtown Restaurant Incentive Policy as presented.
7.j: Consider approval of the Parker County Mutual Aid Agreement and authorization for the City Manager to execute the agreement on behalf of the City of Weatherford. Fire Chief Jonathan Peacock presented an updated Parker County Mutual Aid Agreement, noting that Weatherford would retain local control and would not be obligated to provide aid if doing so would leave the City insufficiently protected. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted 5 – 0 to approve the Parker County Mutual Aid Agreement as presented and authorized the City Manager to execute the agreement on behalf of the City of Weatherford.
