5.a: Proclamation in Recognition of the 100th Anniversary of Schulman Theatres. The City Council presented a proclamation to the Schulman family in recognition of the 100th anniversary of Schulman Theatres.
Consent agenda, approved as one vote (5-0, on the motion of Matt Ticzkus, second by Zack Smith): 7.a: Appointed Assistant City Manager/CFO Dawn Brooks to the Weatherford Economic Development Board as an ex-officio member; reappointed Dawn Brooks and Eric Shumar to the to the Animal Shelter Advisory Committee; and appointed Kevin Cleveland to the Municipal Utility Board. 7.b: Approved an Encroachment Agreement between the City of Weatherford and Four 19 Properties, LLC, for the property located at 1220 North Rusk Street, Weatherford, Texas, and authorized the City Manager to execute the agreement. 7.c: Approved an Encroachment Agreement between the City of Weatherford and Connect Investment LP, Ted Wright, for the property located at 129 North Denton Street, Weatherford, Texas, and authorized the City Manager to execute the agreement. 7.d: Approved an amendment to the combined purchase authorization for vehicle repair and maintenance services from Siddons-Martin, a sole source vendor, increasing the total amount authorized to not exceed $159,000.
8.a: Presentation of the City Manager's FY27 Proposed Budget. Assistant City Manager/CFO Dawn Brooks reviewed budget shortfall headlines from across the metroplex, noting that the City of Weatherford remains financially sound. She highlighted the proposed budget was balanced, with a tax rate below the No-New-Revenue Rate, while maintaining service and staffing levels despite rising costs. She also reviewed the strategies, policies, and challenges shaping the FY27 budget. Budget Manager Ashley Esquivel presented an overview of the City Manager’s FY27 Proposed Budget, noting that the proposed budget included 26 funds and 17 City departments, supported 333 employees, and provided for all municipal programs and services, excluding the electric and water utilities. She explained that the total city-wide budget of $120,783,427 maintained more than 120 days of operational reserves and provided a balanced General Fund with a marginal surplus. 8.b: Receive Notice of Publication of the Tax Year 2026 Property Tax Rates. Director of Finance Linzy Blain reviewed the Truth in Taxation process and presented the Notice of Publication of the Tax Year 2026 Property Tax Rates as follows: • No-New Revenue Rate: $0.403187 per $100 of taxable value • Voter Approval Rate: $0.527534 per $100 of taxable value • Proposed Rate: $0.392246 On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted 5 - 0 to accept the "Notice of Tax Rates” as presented.
8.c: Consider authorizing the City Manager to execute Amendment 1 to the LaSalle Ranch Development Agreement. Assistant City Manager Chad Marbut provided an overview of the LaSalle Ranch Development project and accomplishments to date, and reviewed the changes proposed within Amendment 1 of the Development Agreement. On the motion of Luke Williams, second by Zack Smith, the City Council voted 5 - 0 to authorize the City Manager to execute Amendment 1 to the LaSalle Ranch Development Agreement.
Future agenda items: • Mayor Pro Tem Zack Smith requested an annual report from the City's restaurant incentive program, similar to the one requested by the Weatherford Economic Development Board at its August 7 meeting, that would include ROI data per square foot for restaurants that have received benefits under the program. • City Manager James Hotopp reminded Council that the proposed tax rate would be voted on at the August 25 City Council meeting, with the tax rate and budget to be adopted
