Parker County Hospital District Board of Directors, March 26, 2026: 9 items; approve the minutes as presented

Review of and possible vote to approve Budget Amendment for FYE 2025-2026. Mr. Robert Smilie gave a brief presentation on a cost savings opportunity to replace the Hospital District’s three MCC 7500 Motorola consoles located in EMS dispatch. He noted that these consoles will no longer be supported by Motorola after December 31, 2030. The consoles were originally going to be replaced in the 2027-2028 Budget Year, but the Hospital District can achieve cost savings of approximately $103,650 by coordinating their procurement through a group purchase of 17 other Motorola MCC 7500 consoles which will be purchased by three other local government entities. Mr. Smilie noted that the purchase will involve the execution of an Interlocal Agreement with Parker County, the City of Weatherford and Emergency Services District #1. Emergency Services District #1 will act as the sole purchasing entity for the group purchase and the Hospital District will reimburse them for the three consoles the Hospital District is purchasing. Parker County Hospital District Board of Directors, Aug. 28, 2025: 10 items; approve the minutes as presented

Approval of Budget Amendment for FYE 2024-2025 Budget. Ms. Harris reviewed a proposed Budget Amendment for the FYE 2024-2025 Budget year. She noted that the amendment reclassifies certain unanticipated revenues and expenses which occurred during the budget year. She observed that there were unanticipated increases in revenue related to property taxes as well as tobacco and Opioid funds. The Campbell Clinic also received additional revenue in the form of quality incentive payments. The change in the capitalization policy from $5,000 to $10,000 also required reclassification of a number of expenses. Mr. Jackson noted that budget amendments provide documentation which records and reclassifies revenues and expenses which occur during the year which are allocated or spent differently from the initial approved budget. Ms. Harris answered several questions relating to the Tobacco and Opioid fund settlements. Following review and discussion, a motion was made by Director Carter to approve the Budget Amendment as presented. Director Floyd seconded the motion. The motion passed unanimously.

Discussion and possible vote to approve Agreements between Parker County Hospital. District and Ticknor Enterprises Arlington, LLC in order to participate in State’s Quality Incentive Payment Program: Mr. Jackson updated the Board on the success the Hospital District has had by partnering with several nursing homes in the State’s Quality Incentive Payment Program. He noted that an operator has approached the Hospital District about participating in the program with the nursing home they operate in Granbury. Mr. Jackson noted that the partnership would benefit both the nursing home and the Hospital District. Following review and discussion, Director Carter made a motion to approve participation in the State’s Quality Improvement Payment Program with Ticknor Enterprises Arlington, LLC. Director Barnett seconded the motion. The motion passed unanimously.

Living Center in order to participate in State’s Quality Incentive Payment Program: Mr. Jackson updated the Board on the Hospital District’s participation in the State’s Quality Incentive Payment program. He noted that the Hospital District participates in the program with several nursing homes. He observed that one of these nursing homes, Matlock Place Assisted Living Center, has a new landlord and a new sublease agreement needs to be executed with the new landlord under the same terms and conditions. Following review and discussion, Director Floyd made a motion to approve execution of the new documents for Matlock Place Assisted Living Center. Director Lisle seconded the motion. Approved a Chapter 380 Grant for John Sheppard for Shep's/Salt for outdoor seating off of Church Street not to exceed $20,000.00. Authorized the City Manager to purchase and accept the Texas Department of Information Resources (DIR) State Bid Contract for renewal of Microsoft Enterprise Agreement licensing with budgeted dollars in the amount of $129,752.64. Approved a purchase of one 2022 Komatsu GD655-6 Motor Grader from Kirby-Smith Machinery, Inc. under Sourcewell cooperative purchasing contract #032119-KOM.in an amount not to exceed $274,742. Authorized the City Manager to execute a construction contract with Patcon Services, LLC for the construction of Lakeway Estates Erosion Repair Project in the amount not to exceed $93,764.06. Authorized the City Manager to execute a construction contract with Patcon Services, LLC for the construction of Martin Drive Stormdrain Improvements in the amount not to exceed $200,367.17. Approved a preliminary plat for Freeman Ranch, 84 residential lots on approximately 176.46 acres located on West Lambert Road, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas, SBD2022-0069, on recommendation of the Planning and Zoning Commission (PZC), subject to all requirements of the subdivision ordinance and the following conditions: 1. Each sheet of the plat should contain a note referencing the datum used. The plat references Texas North Central Zone 4203 instead of 4202 (WMC) §11-4-3(b). 2. Show the right-of-way limits of West Lambert Road (WMC) §11-4-4(b). 3. Show areas contributing drainage to the proposed subdivision. This should include area, slope, and type of development and can be provided on a separate sheet if needed (WMC) §11-4-4(h). 4. Show the names and locations of all adjacent properties and right-of-way within 125’ of the property on the existing conditions sheet (WMC) §11-4-5(a). Some property information is not shown, such as the property south of the railroad right-of-way and the property north of West Lambert Road. 5. Provide an index sheet showing the entire subdivision (WMC) §11-5-2(f). 3. The legal meets and bound legal description is not consistent with the dimensions shown on the map (WMC) §11-5-2(k). 4. Include a note on the plat stating all pre-existing easements and/or dedications have been vacated or incorporated into the creation of this plat (WMC) §11-5-2(m). 5. Public improvements are required to be accepted before the final plat is recorded (WMC) §11-5-9(c)(1). All information shall be included as a set of sheets. If 2 pages are required for "Proposed" and "Existing" conditions, sheets should be labeled 1 of 4, 2 of 4, etc. (WMC) §11-4-3. 3. Label and dimension all right-of-way limits; this includes Dove Hill Lane and Zion Hill Road (WMC) §11-4-4(b). 4. Assistant City Manager Brad Burnett presented this item. The Weatherford Economic Development Board recommended approval at their meeting on November 10, 2022. Discussion included whether or not neon signs are prohibited in the current design regulations, the granting of a facade improvement agreement for a sign as opposed to a building, and that this sign is historically significant to the identity of Downtown Weatherford. Staff stated that this sign is not “neon” and therefore is not prohibited. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted to approve this item as presented. Receive a report, hold a discussion, and give staff feedback regarding the Weatherford Housing Analysis. Jason Claunch with Catalyst Commercial gave a report on the housing study. He addressed the following items: purpose of the study; the process; national housing trends; regional trends; development trends; existing conditions; SWOT analysis; median household income; multifamily development and five-year outlook; single-family development; Council Retreat feedback; responsible growth; high-quality development target audience; common themes; and developer feedback. Recommendations included: review engineering design standards; create architectural and design standards; consider increased density as part of a planned unit development; continue construction of hike and bike trails; safe routes to school infrastructure; complete and implement Downtown Master Plan; complete and implement Parks Master Plan; consider incentives for infill development; consider Greenfield Residential Development incentives. Staff will schedule a joint work session with the PZC in the fall.

Provide a letter confirming all required monuments have been set by the surveyor (Reference Subdivision Ordinance 11-5-9(c)(4)). 3. Provide a copy of an executed and recorded HOA agreement for the maintenance of private infrastructure and open spaces (Reference Subdivision Ordinance 11-5-3(d)). 4. Approved civil plans including the provided flood study and traffic impact analysis and any required improvements shall be in place (Reference Weatherford Engineering Design and Construction Manual (EDCM) §3.6). Upon review of the civil plans, changes to the final plat could be required. 5. At their April 14th meeting the Planning and Zoning Commission voted (7-0) to approve the final plat subject to the aforementioned conditions which must be met prior to certification and filing of the plat. Mayor Paschall called the following speakers:. Mr. Remington Wheat of Banister Engineering was available for questions. Mark Ward, Sr., 2208 Louis Trail, president of the Bedinger Place HOA, was allowed to speak approximately ten minutes with all of the following residents in his neighborhood concurring that he would be speaking on their behalf: Mark Ward, Jr., Nathan Crowley, Dean Lockett, Bobby Baker, Keith Sanford, Kathy Gilbert, Lisa Edwards, Marilyn Reynolds, and Curren McLane. Mr. Ward gave a presentation regarding the concerns of the neighborhood. Mr. Wheat addressed some of the questions and concerns. After much discussion, on the motion of Heidi Wilder, second by Paul Paschall, the Council voted unanimously to deny this final plat on the basis of the aforementioned conditions. Motion carried 5 - 0. Council recommended that the developer meet with the Bedinger Place HOA. Additionally, if the developer chooses to reapply for the final plat, the fee will be waived. Consider award of BID #2021-012 to MHD Construction for Library's Restroom Renovation in the amount of $136,712.69, with a not to exceed amount of $158,587.69 in the event alternate proposal is needed. This item was removed from the Consent Agenda. Director of Municipal and Community Services Dustin Deel presented this item. He explained the details of the renovation and stated that accessibility requirements are driving the cost of this remodel. Council expressed concern due to only one bid having been submitted for this project and agreed that additional bids would provide a greater level of comfort in price verification. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to reject this bid and readvertise. Motion carried 5 - 0. The Committee was formed to: 1) identify and define issues associated with the need for diverse, affordable housing choices in Weatherford; 2) educate the Housing Committee and Council on these issues; 3) identify specific objectives, goals and strategies to address those issues in a manner consistent with the City’s General Plan; and 4) make recommendations to the City Council on how to meet these objectives. Ms. Byrne addressed the importance of affordable housing, the area median income, Weatherford’s median income, affordable housing and workforce housing. Discuss and consider participation in a 'Sister City' program. Deputy City Manager James Hotopp presented this item. He provided background information on Sister Cities International (SCI). SCI is a nonprofit citizen diplomacy network that creates and strengthens partnerships between the United States and international communities. The City of Weatherford has been approached by the Parker County Economic Development Council (PCEDC) about participating in the SCI program with Toowoomba, Queensland (AU). Allison Baker, Chair of Weatherford SCI, spoke about the similarities between Weatherford and Toowoomba. City Manager Sharon Hayes stated this item was placed on the agenda at the request of Councilmembers Wilder and Fleeger at the last meeting. Ms. Hayes stated that, after further discussion, the Councilmembers’ intent to form a committee that begins discussing needs and whether or not the City can partner in anyway. Ms. Hayes referred to a coalition called Six Stones which helps improve and transform communities and might be used as an example. The committee does not have authority to change policy, or to shape the direction of housing. It would be more of a tool to help the City build relationships and address needs in the City. On the motion of Craig Swancy, second by Kevin Cleveland, the Council voted unanimously to appoint Heidi Wilder and Dale Fleeger to such a committee and bring back some names and suggestions at a later date. Due to the legislature's special session, and staff's presentation of testimony in Austin, it has been difficult for staff to continue work on the General Plan. Approval will be postponed until the end of August after the legislature concludes. Mr. Farmer gave an overview of each of the chapters. Consider and/or act upon approval of Resolution R2017-16 to establish an economic development incentive policy. Deputy City Manager James Hotopp presented this item. The previous policy was adopted in 2015 pursuant to Chapter 312.002 of the Texas Tax Code and expired in March 2017. Since the City Council and Economic Development Board periodically receive requests for economic development incentives from various businesses, staff has worked with a consultant to develop a new incentive policy. The policy lays out several incentive programs staff could use to attract, retain and expand businesses. The policy gives Council final approval for economic incentive programs and may apply broad discretion as to project eligibility, amount of incentive, and qualification parameters. Upon approval and adoption, the Guidelines and Criteria for Economic Development Incentives will be established for the two (2) year period ending June 2019. Approval only gives the City the opportunity to consider such actions as economic development tools. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to approve this item. Update on Tax Increment Reinvestment Zone (TIRZ) Projects. Terry Hughes, Director of Capital Projects, presented this report. He spoke about the following capital projects the TIRZ area:  BB Fielder Drive - anticipated 90 percent plan completion in January and a one year construction duration.  Kirkpatrick Drive - under construction with anticipated completion in March, very aggressive project.  South Bowie Drive - construction plans approximately 90 percent, Quik Trip has asked the city to delay the project start for two to three months.  Katlyn Drive which - near the RIM building on IH-20, in conceptual planning stages.  Interstate access justification for the frontage roads - data is being processed and a design concept conference is to be held on November 14th. Mr. Hughes also mentioned the 'turn back program' where the City is working with the Texas Department of Transportation (TxDOT) for permission to take possession of certain roads and signalized intersections in town. He also stated that another development is needed in order to finish the backage road behind Academy and Hobby Lobby, and that the 380 agreements help to accelerate project timelines.

Discuss and consider approval of Resolution R2016-23 issuing a Notice of Intent to Issue a Certificate of Obligation for repayment of a loan from the Texas Water Development Board (TWDB) for the Reclaimed Water System project. Rick Shaffer, Director of Water Utilities, presented this item. The water utility has a reclaimed water system project that is being developed to supplement water at Lake Weatherford. The City applied and received a financial loan from the TWDB. Incentives for this loan included an interest rate 1.20 percent below the market rate, as well as loan forgiveness of approximately $1.5m. For the approximate $12.8m project, the loan forgiveness reduces the project cost to approximately $11.2m. Both of these incentives result in an overall project savings of approximately $2.5-$3m. The intent is to use utility revenues to pay for the debt service. Hilltop Securities, the City’s advisors, suggested that there are advantages to issuing Certificates of Obligation for the TWDB loan in lieu of issuing Revenue Bonds. Mr. Shaffer introduced Marti Shew, Hilltop Securities, to discuss this further. Ms. Shew stated that the primary difference between a Certificate of Obligation and a Utility Revenue Bond boils down to the security pledge; the structure of the bonds would be the same. Discuss and consider adoption of Ordinance 779-2016-25 amending Title IV Building and Property Maintenance Regulations, Chapter 13. Historic Preservation, to provide for alternative tax incentive for historic preservation and authorize the Council to provide additional tax incentives for historic properties in general and for new and replacement structures in the Central Business District (CBD) that maintain the historic character of the district. Craig Farmer, Director of Planning and Development, presented this item. He stated that the Historic Preservation Commission (HPC) met last Wednesday night and unanimously recommended four amendments to the historic preservation ordinance. Mr. Farmer reviewed the proposed amendments. Specifically, one of the amendments is a new paragraph for tax incentives for new and replacement CC042616 Page 1 of 2 buildings in the CBD. It states that: ‘The Council, upon recommendation of the HPC, may authorize tax incentives for a compatible new or replacement structure in the CBD to preserve the historic character of the district.’ Mr. Farmer reiterated that the Council has the final determination, and that dollars for these incentives have yet to be budgeted. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve Ordinance 779-2016-25. Motion carried 4 - 0.

Mr. Farmer noted that Economic Development, Finance, Capital Transportation and Planning & Development have collaborated on this TIRZ, including Petty & Associates, the City's third party consultant. CC032216 Page 1 of 4 Mr. Farmer recapped the development history and the need for access and roads in order to develop certain property. He stated that the concept was to create a TIRZ and approximately 1,900 acres have been identified that could develop if the roads were built. If these roadways were in place and the construction was taking place over 30 years, it is estimated that approximately $564 million would be developed in today's dollars; however, staff anticipates it might be closer to $699-$700 million in future property values from the commercial businesses. Mr. Farmer stated that does not include sales tax, personal property, or inventory; it is strictly ad valorem amounts. Weatherford City Council, Jan. 12, 2016: 10 items; details regarding the formation of a Tax Increment Reinvestment Zone (tirz) to be called

Discuss and consider details regarding the formation of a Tax Increment Reinvestment Zone (TIRZ) to be called a Transportation Investment Partnership (TRIP). City Manager Sharon Hayes introduced this item. Terry Hughes, Director of Capital Transportation, spoke about key development areas in Weatherford where transportation impediments have prevented or delayed development. Dennis Clayton, Executive Director of Economic Development, spoke about the city's core retail development area along the South Main/IH-20 intersection. He referred to the development areas that Mr. Hughes spoke about with regard to their expansion beyond the core retail development area. A TIRZ will enhance land use and allow for good economic development decisions. New business has increased in the last three to five years. Many sites are undeveloped or underdeveloped. The key development areas will help the city focus on development in those areas, but site access, IH-20 ramps, circulation, and other transportation improvements are needed. These needs have deterred and or delayed development. A TIRZ is an established, accredited process that can help the city target businesses. Mr. Hughes said this is an overall plan. Discuss and consider adoption of Ordinance 720-2015-09 amending Title IV Building and Property Maintenance Regulations, adding Chapter 13. Historic Preservation, to coordinate and remove duplicative language to be found in other titles. MCA2015-0003 Mr. Farmer presented this item as well. These amendments add Historic Preservation to the name of Title IV. Title IV of the Code currently relates to building and property maintenance regulations and this amendment creates a new chapter, number 13, which specifically relates to historic preservation. Mr. Farmer reiterated that these sections were previously codified in Title XII Zoning, but they are more CC032415 Page 3 of 7 procedural in nature and do not require the legal zoning processes. He reviewed amendments proposed by staff via the THC model ordinance, and amendments recommended by the City's HPC. The PZC also reviewed these amendments; they were not required to make a recommendation. Mr. Farmer discussed the tax incentives and other incentives for historic preservation. No dollar amount is listed in the proposed amendments; instead, the proposed amendment includes the words "to a maximum of the amount approved in the fiscal year budget by the City Council." Mr. Clayton explained that Chapter 312 of the Texas Tax Code governs the designation of the reinvestment zones and granting of tax abatements. The City Council approved Resolution R2014-13 on May 13, 2014 pursuant to Chapter 312.002 of the Texas Tax Code, establishing the current City of Weatherford Guidelines and Criteria Governing Tax Abatement Agreement, effective for a period of two years, ending February 2016. The City Council and economic development department periodically receive requests for consideration for a tax abatement from various businesses, and the City Council is asked to consider the revisions to the approved with the following provision added under Section II. Minimum Standards for Tax Abatement. Page 1:  No Tax abatement will be considered for retail businesses, except: o The City Council upon special consideration, circumstances, qualifications and specific approval may make an exception for retail businesses, on a case-by-case basis. o Special consideration, qualification and specific approval may be made for retail businesses located in the designated Historic Downtown Weatherford/Northside Neighborhood Empowerment Zones, and is thus retained in the revised Guidelines [...]

Mr. Clayton reviewed the proposed changes. Discussion included the availability of tax abatement incentives to retail establishments in Weatherford for approximately 10-15 years; our consumer-driven economy; the competitiveness in the retail industry; fairness to our merchants that are here; and that the recommended point calculation helps balance the incentives. Mr. Clayton stated that the minimum qualifications have increased. Businesses have to meet a higher standard to initially qualify. Waymon Hamilton moved to approve. Motion failed for lack of second. Consider and/or act upon approval of the request from Weatherford Little League (WLL) to reduce user fees by $5. Shannon Goodman, Director of Parks, Recreation, and Special Events, introduced Jacob Holt, president of Weatherford Little League. Mr. Holt reviewed the background since the purchase of the lighting in 2011. In 2014, the City reduced the user fee per child by $5 each for City and non-City residents. CC 061014 Page 1 of 3 Sharon Hayes, Assistant City Manager, presented this request to fund a sewer line extension. In February 2014, Mr. Mercer, a local businessman, requested the city's assistance in constructing a ball field designed to serve special needs kids. The Board reviewed this request at their February 27 meeting. During the initial discussion with Mr. Mercer he mentioned that the availability of ADA hotel rooms in Weatherford was one reason he wanted to build the field in this location. His past association with the Miracle League led him to believe that this field would draw from the western side of the metroplex as far away as Abilene. Many of the families choose to stay in hotels because it is easier on the participants. The Board approved the extension but asked that it be constructed as a pro rata line, and to request hotel occupancy tax (HOT) funds for the project. The proposed resolution modifies the guidelines and criteria for tax abatement agreements. These guidelines are to be reviewed every two years. One change amends incentives dependent upon whether the entity elects to use Weatherford Electric for their electric provider. Points can be awarded to or deducted from the entity's application based upon their designation of an electric service provider. Other minor changes were recommended. Staff revised the agreement to include: the joint development partner LLC for the business park and building site land ownership; specific clarification and definition of the project scope and abatement eligibility to each collective entity; employment commitment verbiage clarifications and added part-time allocation; provisions for a selected electric service provider and to provide electric service construction costs; and general verbiage revisions and edits for assignment of performance, reporting, and compliance. Receive a draft copy of proposed amendments to City Code of Ordinances, Title II, Commissions and Boards. City Secretary Malinda Nowell presented this item to the Council. With forthcoming changes to the Weatherford Economic Development Authority, Staff has reviewed Title II of the Code of Ordinances. The Weatherford Economic Development Board has been included, as well as chapters for Animal Shelter Advisory Committee, and Historic Preservation Commission, which were previously recorded in other titles. Additional cleanup measures have been made throughout Title II and are noted in the redline copy that was provided in the agenda documents. Mrs. Nowell noted one additional change regarding the Weatherford Economic Development Board members. In order to keep the board organized as closely as possible to the manner in which the current board functions, it is necessary that we add a statement that the residency requirements found in section 2-1-2 (c) do not apply to the Weatherford Economic Development Board. Discuss and consider approval of a Revised Economic Development Agreement between the City of Weatherford and Cutter's Crossing LLC, Developer to provide for the dedication and CC042313 Page 4 of 6 construction of certain public improvements as described for property located at the intersection of West IH-20 and West Park Avenue. Mr. Farmer presented this item containing a developer agreement and an economic development agreement. The agreement was originally signed in 2010 with a three year time frame dependent upon the development of frontage roads. The current agreement expires this year. The time frame has been readjusted for another three years. Presentation and discussion of Tax Increment Reinvestment Zones (TIRZ) and Tax Increment Financing (TIF). Craig Farmer, Director of Planning & Development, presented this item to the Council. He identified various development incentive tools including Tax Increment Reinvestment Zones (TIRZ), and Tax Increment Financing (TIF). A TIRZ is a Tax Increment financing district. The district exists for a limited period of time. It is a way to fund public improvements to stimulate new private investment without affecting taxpayers. Public projects in a TIRZ are financed by the increase in ad valorem tax revenue from land and buildings caused by new private investment and higher land values. TIRZs are governed by chapter 311 of the Texas Tax Code. Following an independent feasibility analysis and market study, a TIF could be created after a public hearing and adoption of an ordinance. Contracts would be negotiated and then the TIF board would be appointed. It would be created and the boundary would be established by the City. It would be governed by the City Council, and managed by the City Council with the advice of a Board of Directors including representatives from participating taxing jurisdictions (if any). Provide staff direction regarding the contract with the Weatherford Economic Development Corporation. City Manager Jerry Blaisdell presented this item. The contract will be up for renewal in 2013. Mr. Blaisdell identified concerns that need to be addressed. The revision in 2009 leaves the City with a hybrid organization: the Weatherford Economic Development Authority (WEDA) is neither wholly independent, nor is it wholly a department of the City. The contract is not clear on lines of communication and responsibility. The Director answers to two heads. WEDA was previously organized as an independent Board in and of itself and was created as such to provide independence for our executive director and to provide confidentiality for prospective businesses. Neither of these provisions exist the way WEDA is organized today. All personnel of WEDA are under the direction of the Board and they are also employees of the City. Confidentiality of business prospects is an issue for practical reasons and the best legal advice the City has received thus far is that the way WEDA exists may not afford prospects that protection. The City is required to designate by Public Hearing and Resolution a Reinvestment Zone in accordance with Section 312 of the Texas Tax Code, prior to entering into such an agreement. Section 312.002 of the Texas Tax Code states that a taxing unit must designate a Reinvestment Zone in order to enter into a commercial/industrial tax abatement agreement. The City Council adopted the current "City of Weatherford Guidelines and Criteria Governing Tax Abatement Agreements" in February 2012. Hold a PUBLIC HEARING and consider approval of Resolution R2012-25 designating a CC 100912 certain area within the corporate boundaries of the City as a Reinvestment Zone, as authorized by Section 312, Texas Tax Code, for commercial/industrial tax abatement, for property identified as approximately 2.70 acres situated in and being a portion of Lots 2, 3, and 4, Block 20, YEOMAN ADDITION, an addition to the City of Weatherford, Parker County, Texas; commonly known as 703 Eureka St., Weatherford, Texas. Dennis Clayton, Executive Director of Weatherford Economic Development Authority, stated that the property is 2.7 acres and will be located at 703 Eureka Street. The City established guidelines and criteria for tax abatement agreements in February 2012 and those guidelines are still current. Staff anticipates entering into an economic development agreement for tax abatement with a new commercial business in the medical district on the property. Mayor Hooks opened the public hearing at 6:40 p.m. As there were no speakers, he closed the hearing at 6:40 p.m. On the motion of Heidi Wilder, second by Waymon Hamilton, the Council voted unanimously to approve Resolution R2012-25A creating Reinvestment Zone 2012-02. Hold a PUBLIC HEARING and discuss and consider approval of Resolution R2012-22 designating a certain area within the corporate boundaries of the City as a Reinvestment Zone, as authorized by Section 312, Texas Tax Code, for commercial/industrial tax abatement, for property identified as a certain 3.047 acres tract of land out of the J.L. Detiste Survey, Abstract No. 369, Parker County, “Weatherford Town Center”, City of Weatherford, Parker County, Texas; commonly known as 2124-2128-2132 Tin Top Rd., Weatherford, TX. Dennis Clayton, Executive Director of Weatherford Economic Development Authority (WEDA), stated that a taxing unit must designate a Reinvestment Zone before entering into a commercial/industrial tax abatement agreement, and that the City must hold a public hearing to consider a resolution to create the zone. The Council adopted a policy regulating tax abatement agreements in February 2012 and that policy is effective for two years. WEDA recommended approval. Mayor Hooks opened the Public Hearing at 6:39 p.m. As there were no speakers, Mayor Hooks closed the Public Hearing at 6:39 p.m. On the motion of Craig Swancy, second by Waymon Hamilton, the Council voted unanimously to approve Resolution R2012-22.
