Recognize the first graduating class of Weatherford College Veterinary Technicians since the implementation of the partnership between the City of Weatherford and the Weatherford College. Director of Municipal and Community Services Dustin Deel recognized students from the first graduating class of the Weatherford College Veterinary Technology A.A.S. degree program, along with its founding professor, Dr. Garafalo. Recognize Kathryn Lammers, owner of The Swim Lesson People, for their water safety efforts and facilitation and management of the Loaner Life Jacket Program at Sunshine Lake. Assistant Director of Parks, Recreation, and Special Events Jaycob Kirkpatrick introduced Ms. Kathryn Lammers who spoke about the Loaner Life Jacket Program. The Council thanked Ms. Lammers for providing life jackets, regularly ensuring they are in good repair, and for her dedication to water safety in Weatherford and Parker County. Brief presentation regarding the 75th Anniversary of the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events beginning June 4th. Parker County Precinct 3 Commissioner Larry Walden and Parker County Sheriff's Posse Captain Shane Harris spoke about the Frontier Days and invited everyone to join them for family friendly festivities, many of which are free, and which begin June 4.
Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Heidi Wilder): Consider authorizing the City Manager to execute a professional services agreement with YARD & Company for project management, public involvement, planning, and design services for the Downtown Weatherford Master Plan in the amount not to exceed $279,720. items on the Consent Agenda. Motion carried 4 - 0. Approved the minutes of the City Council meeting held May 10, 2022, and the City Council Retreat held May 12, 2022. Approved a request for a final plat for Bar Y Estates, two residential lots being 4.626 acres located at 204 Twilla Trail, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas, SBD2022-0018, on recommendation of the Planning and Zoning Commission (PZC), subject to all requirements of the subdivision ordinance. Approved a request for a final plat for University Hills, Phase 3, 55 single family homesites and one HOA detention area out of a 25-acre tract at the northeast corner of the intersection of Ric Williamson Memorial Highway and Zion Hill Road, said tract being situated in the T. & P. R.R. Co. Survey, Abstract No. 1447, City of Weatherford, Parker County, Texas, SBD2022-0017, on recommendation of the PZC, subject to all requirements of the subdivision ordinance, and specifically the following conditions, which must be met prior to certification and filing: 1. Lot/block description is incorrect in the title block. Lot 6, Block 17 is referenced in title block but is not shown in Phase 3 layout. Lot should be added to Phase 3 or designator removed from the Title Block. 2. Remove zoning and setback information (General Notes 11 and 13) from the final plat. (Reference Weatherford Municipal Code (WMC) §11-5-2). Note 13 is incorrect as shown on the final plat. 3. A reference to any filed deed restrictions for the subdivision shall be shown on the plat by note. (WMC §11-5-2(p)). Note 15 regarding Deed Restrictions has been removed from the General Notes on latest submission. Prior to recording of final plat, note 15 shall be updated to reference instrument of recorded deed restrictions. 4. Show the location of the two required concrete monuments as required by the Engineering Design and Construction Manual (WMC §11-5-2(n) and EDCM §1.11.4). Provide a letter sealed by the surveyor confirming that all required markers and monuments have been set by the surveyor. (WMC §11-5-9(d)). 5. An approved preliminary plat is required prior to approval of the final plat (WMC §11-5- 4(b)). Public improvements are required to be accepted before the final plat is recorded. (WMC §11-5-9(c)(1)). A subdivision improvement agreement and surety are required to record the plat prior to acceptance of public improvements. (WMC §11-5-9(c)(2)). 6. The bearing of the property line on the east side of Lot 9, Block 11 is not consistent between the map and legal description. 7. The distance of L27 is not consistent between the table and the legal description. The following bearings and distances are also not consistent. 8. The right-of-way line along C2 and L26-L29 should be the same line type as the other right- of-way/property lines. 9. Remove the line that goes through the Dartmouth Drive/Vanderbilt Drive intersection. items on the Consent Agenda. Motion carried 4 - 0. Approved Resolution R2022-18 formally supporting the Wise County Judge for a seat on the Regional Transportation Council of the North Central Texas Council of Governments. Appointed Michael Allison to the Building and Standards Commission (BAS) and transferred Phil Vandagriff from a regular member to an alternate member on the BAS.
Hold a PUBLIC HEARING and consider approval of Ordinance O2022-11 concerning a request for a conditional use permit regarding Off-Highway Vehicle (OHV) Sales/Service use on a 2.475- acre tract of land located at 1435 Fort Worth Highway, said tract being a part of Block 10 situated in the Sarah Monk Survey, Abstract No. 906, City of Weatherford, Parker County, Texas. CUP2022-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Insufficient details have been supplied with the submitted application as it pertains to the extent of services provided, site specific layout including dimensions, and details/elevations of improvements for the property. Based upon this criterion, staff recommended disapproval of the CUP. At their May 11, 2022, regular meeting, the PZC voted unanimously (6-0) to recommend denial of the CUP request as proposed. Mayor Paschall opened the public hearing at 6:52 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:52 p.m. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted to deny this ordinance. Hold a PUBLIC HEARING and consider approval of Ordinance O2022-10 concerning a request for a Conditional Use Permit regarding a non-rental Accessory Dwelling/Security Guard Residence on a 10.66-acre tract of land located at 901 Old Garner Road, said tract being situated in the T.& P. RR Survey, Section 165, Abstract No. 1441, City of Weatherford, Parker County, Texas. CUP2022-0002. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the CUP. At their May 11, 2022, regular meeting, the PZC voted unanimously (6-0) to recommend approval of the zone change and CUP request, subject to the following conditions which must be met prior to the issuance of the certificate of occupancy: 1. All permitting, associated review processes, approvals and inspections are required. 2. Minimum Parking regulations as outline in Section 12-4-105 of the Title XII Zoning ordinance shall apply and be reviewed during the permitting process. 3. No variances for development shall be requested or approved. 4. Full compliance must be maintained; if a third violation notice is issued within an 18-month period all operations must cease until compliance is met. 5. Staff recommended approval of the preliminary plat, subject to all requirements of the subdivision ordinance. At their May 11, 2022, regular meeting, the PZC voted unanimously (6-0) to recommend approval of the preliminary plat for the CFA Addition, subject to the following conditions which must be met prior to approval: 1. All horizontal bearings and distances shall have as their basis the State Plane Coordinate System, North American Datum 1983 (NAD83), Texas North Central Zone 4202. Consider a request for a final plat approval for the Kennedy Jade subdivision, four lots on a 0.868- acre tract at the northwest corner of the intersection of North Denton Road and Johnson Street, said tract being a portion of Lot 1, Old Fair Ground Addition, City of Weatherford, Parker County, Texas. SBD2022-0016. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their May 11, 2022 regular meeting, the PZC voted unanimously (6-0) to approve the plat subject to the conditions recommended by staff. Staff recommended approval subject to all requirements of the subdivision ordinance and, specifically, the following conditions, which must be met prior to recording: 1. Remove all physical features of or on the land from the plat, including labels and dimensions for edge of pavement and other linework. Sec. 11-5-2. 2. Add the appropriate approval block for the City Council. Sec. 11-5-2(q)(4). 3.
