Recognize the first graduating class of Weatherford College Veterinary Technicians since the implementation of the partnership between the City of Weatherford and the Weatherford College. Director of Municipal and Community Services Dustin Deel recognized students from the first graduating class of the Weatherford College Veterinary Technology A.A.S. degree program, along with its founding professor, Dr. Garafalo. Recognize Kathryn Lammers, owner of The Swim Lesson People, for their water safety efforts and facilitation and management of the Loaner Life Jacket Program at Sunshine Lake. Assistant Director of Parks, Recreation, and Special Events Jaycob Kirkpatrick introduced Ms. Kathryn Lammers who spoke about the Loaner Life Jacket Program. The Council thanked Ms. Lammers for providing life jackets, regularly ensuring they are in good repair, and for her dedication to water safety in Weatherford and Parker County. Brief presentation regarding the 75th Anniversary of the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events beginning June 4th. Parker County Precinct 3 Commissioner Larry Walden and Parker County Sheriff's Posse Captain Shane Harris spoke about the Frontier Days and invited everyone to join them for family friendly festivities, many of which are free, and which begin June 4.

Mayor Paschall issued a proclamation to the Grizzard Family recognizing July 18th as “Live Like Roger Day.” Mayor Paschall emphasized Roger Grizzard’s dedication to serve his community and challenged others to honor Roger by committing to serve in the community as well. Presentation of Airport Feasibility Study Assistant City Manager/CFO Brad Burnett stated that the City of Weatherford contracted with R. A. Wiedemann & Associates, Inc. to perform an airport feasibility study. The study took approximately one year to complete, and the firm was here to present those results. Randal Wiedemann explained the data collection process and discussed how the potential market was defined. Mr. Wiedemann reviewed the potential airport strengths and weaknesses. Consider and/or act upon approval of Resolution R2019-06 nominating Town Creek Hike and Bike Trail Phase III for funding through the Transportation Alternatives Set-Aside Program call for projects from the North Central Texas Council of Governments (NCTCOG). Director of Capital Transportation Projects Terry Hughes presented this item. The NCTCOG issued a call for projects known as the Transportation Alternatives Set-Aside Program in December 2018. The program is an 80/20 funding initiative for the design and construction of an active transportation (pedestrian/bicycle) system. NCTCOG announced that $7,944,000 of Federal funds had become available to the region for FY20. The funds will be allocated by equity split between the Dallas area ($5,243,040) and the Fort Worth area ($2,700,960). Because the funds are unusually limited, NCTCOG has established evaluation and scoring criteria. Staff feels that Phase III of the trail system meets several of the high scoring criteria. Weatherford College is partnering with the city via donation of an easement for the trail through their property, which will connect the college to the main trail system and commercial activities. Phase III of the trail will start at the end of Phase II at the intersection of Texas Drive and Washington Drive. Discuss and consider the award of Bid #2019-12 and authorize the City Manager to enter into a contract agreement with Reytech Services, LLC for the construction of the College Park and Martin Drive roundabout. Mr. Palacios presented this item as well. This request is for the construction of a modern roundabout at the intersection of College Park and Martin Drive. The intersection has a high traffic flow during peak hours causing traffic congestion. A modern roundabout at this location will help improve traffic flow, pedestrian safety, and aesthetically improve the area. The existing underground storm water system will be reconstructed to city standards. The city and Weatherford College mutually agreed on a memorandum of understanding in which the college will provide water and maintenance to the landscaping improvements plus construct landscaping improvements in the center of the roundabout. The city will construct the modern roundabout infrastructure. This project was initially intended to be constructed in- house by department crews but due to unforeseen circumstances, city staff had to bid out this project. This project was advertised December 29, 2018 and January 5, 2019. Bids were opened January 14, 2019 at 2:00 PM. A total of six bids were submitted. Consider and/or accept a grant from the Rees-Jones Foundation to be used in the Giving Second Chances capital campaign toward the design and construction of the new Medical Surgical Center and Classroom building located at the Weatherford Parker County Animal Shelter. Director of Municipal and Community Services Dustin Deel presented this item. He stated that through the shelter’s ‘Giving Second Chances’ funding campaign to improve facilities, the shelter had the opportunity to apply for a grant from the Rees-Jones Foundation of Dallas. Between 2006 and 2016, the Rees-Jones Foundation has given away more than $300 million to non-profit organizations. Their grants are paid for child protection, child youth services, international causes, mental health coaching/treatment, education, chronic health conditions, and approximately three percent their giving goes to animal welfare. Mr. Deel explained that the representatives of the Rees-Jones Foundation thought the shelter’s partnering with Weatherford College to offer a new associates degree in vet technology was such an innovative idea that it should be offered everywhere. Mr. Deel stated that he received a phone call from one of the family members on November 15th stating that they were very impressed with the shelter’s operation, that they had no idea of the animal needs west of the DFW metroplex, and that the board members voted [...]

Discuss and consider authorizing the City Manager to execute a Memorandum of Understanding (MOU) to establish area of responsibility between the City of Weatherford and Weatherford College for the construction of a roundabout at the intersection of College Park Drive and Martin Drive. Transportation and Public Works Director Manny Palacios presented this item. He provided background information about roundabouts and their advantages. Mr. Palacios stated that the City's first true roundabout was completed in the summer of 2016 at the intersection of Charles Street and Mockingbird Lane. The roundabout replaced a three-way intersection that caused traffic to queue at the stop signs. The roundabout has addressed this queuing problem and traffic now moves freely. The City received an award for the roundabout in 2017. Staff is working to identify additional intersections that would benefit from the installation of a roundabout. The intersection of College Park Drive and Martin Drive is at the main entrance of Weatherford College. Staff has been in discussion with Weatherford College for several months. On August 13, 2018, the Weatherford College Board was briefed on the proposal and agreed to a Memorandum of Understanding (MOU). The MOU delineates the responsibilities of each party. Discuss and consider participation in a 'Sister City' program. Deputy City Manager James Hotopp presented this item. He provided background information on Sister Cities International (SCI). SCI is a nonprofit citizen diplomacy network that creates and strengthens partnerships between the United States and international communities. The City of Weatherford has been approached by the Parker County Economic Development Council (PCEDC) about participating in the SCI program with Toowoomba, Queensland (AU). Allison Baker, Chair of Weatherford SCI, spoke about the similarities between Weatherford and Toowoomba. Discussion included digital agriculture and using technology to improve agriculture yield and reduce costs. SCI is designed to be an international global exchange between cities. Ms. Baker spoke about plans to expand the current board of three to include Weatherford College, Weatherford ISD, City leadership, and others. She mentioned business, education and cultural benefits. May Ferguson, President and CEO of Fort Worth SCI spoke about the economic benefits, the tourism opportunities, citizen diplomats, global relationships, and educational opportunities. Ms. Baker stated the idea of digital exchanges for younger students is exciting.
