Recognize Weatherford College's diagnostic medical sonography program for being named "Best Ultrasound Technologist School in Texas." Mayor Paschall and the Council recognized Interim Director of Imaging Ms. Kelly Staub and representatives of Weatherford College's sonography program for this outstanding achievement.

Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held July 27, 2021. Approved the minutes of the City Council Special Session held July 29, 2021. Approved Resolution R2021-15 declaring the intention to issue certificates of obligation, Series 2021, for the purpose of providing for payment of contractual obligations to be incurred in connection with designing, planning, acquisition, construction, equipping, expansion, repair, and/or renovation of City-owned convention center facilities; and declaring the official intent of the City to reimburse itself for capital expenditures paid or incurred prior to the issuance of Certificates to be issued to fund the cost of the project. This resolution is subject to the confirmation of eligibility of tax rebates and other facts to the satisfaction of Council. Named the shade structure and patio at the Weatherford Public Library the “Dale G. Fleeger Reading Pavilion” in honor of Mr. Fleeger on recommendation of the Weatherford Public Library Board. Approved Ordinance O2021-44 amending Title II "Boards and Commissions," Chapter 9 "Historic Preservation Commission" of the City Code of the City of Weatherford.

Receive Notice of Publication of the Tax Year 2021 Property Tax Rates. Finance Director Dawn Brooks presented this item. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted to accept the "Notice of Tax Rates". Motion carried 4 - 0.

Presentation of the Quarterly Financial Report for Q3 of FY21 and the City Manager's FY22 Proposed Budget Ms. Brooks presented the quarterly financial report. Council had no questions regarding this report. Ms. Brooks presented the City Manager's Proposed Budget for FY22. The proposal includes: • 23 separate funds • 17 departments • 315 employees • All city programs with the exception of utilities • A balanced budget • Expands current service levels • Exceeds 120-day reserve • Total Revenues - $60.9M • Total Expenditures - $59.3M Ms. Brooks provided the following budget schedule: • August 24 • September 14 o Vote to propose a tax rate o Public Hearing on tax rate o Public Hearing on the FY22 Budget o Adoption of FY22 Budget o Discuss grant funding requests o Adoption of tax rate These items were for informational purposes only and no action was required at this time.
