Presentation of proclamation naming July 18, 2019 as "Live Like Roger Day" to the Grizzard Family and presentation of proclamation on behalf of Mayor Steve Dixon of the Town of Flower Mound to the Grizzard Family. Mayor Paschall issued a proclamation to the Grizzard Family recognizing July 18th as “Live Like Roger Day.” Mayor Paschall emphasized Roger Grizzard’s dedication to serve his community and challenged others to honor Roger by committing to serve in the community as well. Presentation of Airport Feasibility Study Assistant City Manager/CFO Brad Burnett stated that the City of Weatherford contracted with R. A. Wiedemann & Associates, Inc. to perform an airport feasibility study. The study took approximately one year to complete, and the firm was here to present those results. Randal Wiedemann explained the data collection process and discussed how the potential market was defined. Mr. Wiedemann reviewed the potential airport strengths and weaknesses. Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Appointed Justin Nelson and Chase Rutledge to the Transportation Advisory Board filling the unexpired terms of Chris Daniels and Hayden Harbold; and appointed Angela Parr-Morgan from alternate to regular member on the Zoning Board of Adjustment; and Eric Lee to the alternate member on the Zoning Board of Adjustments; and Doreen Dromgoole to the Parks and Recreation Board. Reappointed Dr. Kathryn Garafalo and Jenni Day to the Animal Shelter Advisory Committee; Susan Cochran, Debbie Browder, Crystal Brown-Woerly, Terri Freer, and Courtney Butler to the Weatherford Public Library Board; and Teri Hubbard to the Zoning Board of Adjustments.
Discuss and consider approval of Ordinance O2019-38 adopting the Texas Gas Cost of Service Adjustment (COSA). Assistant City Manager/CFO Brad Burnett presented this item. Mr. Burnett stated that in April 2019 Texas Gas filed its COSA which is based on financial results for January 1 through December 31, 2018. The calculations are based on operating expenses, return on investment and federal income taxes. As part of the City of Weatherford’s agreement with Texas Gas one-half of the COSA is applied to the monthly charge and one-half is applied to the volumetric rate. This year the COSA resulted in a decrease in the average monthly residential bill of $1.70, a decrease in commercial of $9.11 and the average monthly industrial bill decreased by $62.78. The new rates will go into effect the first billing cycle of August. Mr. Burnett explained that the Council has the option to accept the COSA, deny it and appeal to the Texas Railroad Commission or the Council may do nothing, in which case the COSA will be automatically approved on July 29, 2019. Darwin Yeary, 110 Harmon Street, spoke in opposition of the COSA rate and requested the Council consider opposing the current rate for a lower rate. On the motion of Heidi Wilder, second by Curtis Tucker, the Council voted unanimously to approve Ordinance O2019-38 adopting the Texas Gas COSA. Motion carried 5 - 0.
