Consent agenda, approved as one vote: 6.a: Ratified the Mayor's appointment of Luke Haynes and the reappointment of Steve Martin to the Weatherford Housing Authority. 6.b: Reappointed Jenni Day, Kathryn Garofalo, and Montanna McMasters to the Animal Shelter Advisory Committee. 6.c: Adopted Ordinance O2025-30 amending Section 2-1-5 "Posting of Meeting Agendas" of Chapter 1, "General Standards for Boards, Commissions, and Committees," of Title II, "Commissions and Boards," of the Official City Code of the City of Weatherford. The ordinance is captioned as follows: ORDINANCE O2025-30 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING SECTION 2-1-5, “POSTING OF MEETING AGENDAS,” OF CHAPTER 1, “GENERAL STANDARDS FOR BOARDS, COMMISSIONS, AND COMMITTEES,” OF TITLE II, “COMMISSIONS AND BOARDS,” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD, BY REVISING THE AGENDA POSTING REQUIREMENTS; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; AND ESTABLISHING AN EFFECTIVE DATE. 6.d: Authorized the replacement of the Weatherford Fire Station 1 roof by C&G Roofing through The Interlocal Purchasing System (TIPS), Contract No. 241001- 3132, for an amount not to exceed $165,200. 6.e: Consider a request for final plat approval for Couts Addition, Lot 3R, Block 51, being 1 commercial lot on approximately 0.473 acres of land, generally located at 710 South Main Street, City of Weatherford, Parker County, Texas. SBD-25-0008. Assistant City Manager Chad Marbut presented a request for final plat approval for 710 S. Main Street, submitted by Teresa McGee, and addressed Council questions regarding the floodplain. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the final plat subject to all requirements of the Subdivision Ordinance. The motion carried 5 - 0. 6.f: Approved a final plat for Park Hill West, being 2 lots on approximately 44.327 acres of land, generally located at 411 West Park Avenue, City of Weatherford, Parker County, Texas. SBD-25-0009. 6.g: Authorized the City Manager to execute a professional engineering services contract with Kimley-Horn & Associates, Inc. for design of the Lamar Street Extension Project in an amount not to exceed $870,500. 6.h: Approved the purchase of asphalt pavement rejuvenator services from Pavement Restoration Inc., through the sole source method, in an amount not to exceed $96,535.89. 6.i: Approved Resolution R2025-15 authorizing the City Manager to enter into an agreement with the Texas Department of Transportation for advance funding for local government maintenance of railroad pavement makings and signs (off- system). 6.j: Approved Resolution R2025-14 adopting the City of Weatherford Investment Policy and Strategy. 6.k: Authorized the City Manager to execute a professional services contract with Halff Associates for design of the Clairemont Boulevard Extension project in an amount not to exceed $1,622,000. 6.l: Authorized an increase in previously approved funds for the procurement of asphalt materials from Texas Materials, raising the amount from $450,000 to an amount not to exceed $500,000.
7.a: Hold a PUBLIC HEARING on the City Manager's Proposed FY26 Budget. Budget Manager Ashley Esquivel presented the City Manager's Proposed FY26 Budget, noting that all legal requirements under state law had been met and highlighted the following: • A balanced General Fund with $55.8 million in revenues and $55.7 million in expenditures, resulting in a surplus of approximately $47,000. • A projected Fund Balance at the end of FY26 of $32.6 million, or 229 working days; of that amount, $15 million will remain available beyond the 120-day reserve requirement. • Sales tax projected at $22.3 million, with $13.7 million anticipated in Property Tax Revenue. • A proposed Property Tax Rate of $0.392246 per $100 valuation, equal to the No-New Revenue Rate, representing a 0.15% decrease from the previous year and generating approximately $615,000 in additional revenue though new property growth. Mayor Paul Paschall opened the Public Hearing at 6:16 p.m. • Lynn Baber, 2126 Timber Cove Court, provided feedback related to the proposed budget. With no further speakers, Mayor Paschall closed the Public Hearing at 6:19 p.m. The City Council held a discussion regarding the budget; however, no action was taken or required at this time.
7.b: Receive recommendation regarding funding outside agency requests for the City's FY26 Budget. Budget Manager Ashley Esquivel presented the following outside agency grant requests for the City’s FY26 budget: Organization General Fund Hotel/Motel Fund CASA Hope for Children $5,000.00 - Chamber of Commerce - $150,000.00 Children’s Advocacy Center $5,000.00 - Doss Heritage - $5,000.00 Freedom House $5,000.00 - Manna Storehouse $5,000.00 - Parker County Committee on Aging $5,000.00 - City Manager proposed allocating an additional $250k from the Hote/Motel Fund to the Chamber of Commerce, to assist in the construction of the Chamber’s new building. The City Council recommended funding the outside agency requests as presented with allocating an additional $500 thousand to the Chamber of Commerce.
7.c: Vote to Propose the City of Weatherford 2025 Property Tax Rate for FY26. Assistant City Manager Dawn Brooks presented the City of Weatherford 2025 Property Tax Rates for FY26, reviewing the No-New Revenue Tax Rate of $0.392246 and the Voter-Approval Rate of $0.501813, both per $100 of taxable value. She explained that the proposed FY26 budget was built using the No-New Revenue rate of $0.392246. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to propose a tax rate of 39.2246 cents per $100 of valuation for the fiscal year 2026 budget. The motion carried 5 - 0.
7.d: Consider authorizing the City Manager to enter into an Interlocal Agreement for Animal Shelter Services with Parker County. Director of Municipal and Community Services Eric Shumar presented a proposed Interlocal Agreement for Animal Shelter Services with Parker County, noting that the fees were based on the prior year’s animal intake. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to approve the Interlocal Agreement for Animal Shelter Services with Parker County as presented. The motion carried 5 - 0.
7.e: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-38 regarding a request by HWH Real Estate Holdings for a Conditional Use Permit for a Recreational Vehicle (RV) Display or Sales - new or used, or repair use on an approximate 26.31-acre tract, being generally located at 2328 East Interstate 20, in the City of Weatherford, Parker County, Texas. CUP-25-0009. Assistant City Manager Chad Marbut presented a conditional use permit request submitted by HWH Real Estate Holdings for Recreational Vehicle Display or Sales – new or used, or repair at 2328 E. I-20. Mayor Paul Paschall opened the Public Hearing at 6:51 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:51 p.m. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-38, approving the conditional use permit request subject to the following conditions: 1. No pole sign shall be allowed, but instead a monument sign shall be permitted. Temporary signs, banners, and other advertisements shall not be permitted on the property. 2. No used RV’s shall be parked near adjacent roads. Service RV’s shall be located in designated areas only, as shown on the site plan. 3. 7.f: Consider a request for preliminary plat approval for Holiday World, being 1 lot on approximately 26.31 acres of land being generally located at 2328 East Interstate 20, City of Weatherford, Parker County, Texas. SBDP-25-0008. Assistant City Manager Chad Marbut presented a request for preliminary plat approval for Holiday World at 2328 E. I-20, submitted by applicant HWH Real Estate Holdings Co, LLC. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat subject to all requirements of the Subdivision Ordinance and the following conditions: 1. T-Plan identifies 80' Collector in this area. ROW dedication should match. 2. All public improvements will be reviewed and approved through the Site Development process. Additional easements may be necessary. 3. The phone number shall be provided for the property owner/developer. Reference Subdivision Regulations Section (11-4-3)(f)). 4. Preliminary plat shall consist of two (2) separate pages. The proposed conditions and existing conditions. It appears that the existing conditions sheet is missing from the submittal. 7.i: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-34 regarding a request by James McDonald for a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a Conditional Use Permit for a Recreational Vehicle Park/Campground Use on an approximate 10.97-acre tract being generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. Assistant City Manager Chad Marbut presented a request for a zoning map amendment with a conditional use permit for a proposed RaceTrac Fueling Station at 1825 Old Brock Road, submitted by applicant Jon Olson, Foresite Group LLC. Assistant City Manager Chad Marbut presented a request for preliminary plat approval for RaceTrac Weatherford at the northeast corner of Ric Williamson Memorial Highway and I- 20, submitted by Jon Olson, Foresite Group LLC. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat, subject to all requirements of the subdivision ordinance and the following conditions: 1. Show existing and proposed Right of Way, including dedication as required. 2. Final ROW dedication and all public improvements, subject to review and approval of the civil plans during the site development permit process. 3. Please add the words "Preliminary Plat" to both sheets. 4. Please add the name, address, and phone number of the person who produced the plat. 5. Please re-order sheets.
