8.a: Hold a PUBLIC HEARING on the proposed ad valorem tax rate of $0.39842 per $100 valuation, including $0.29882 per $100 valuation for operations and maintenance and $0.0996 per $100 valuation for interest and sinking (debt service). CFO Dawn Brooks presented this item and explained that the 2024 proposed rate of $0.39842 was equal to the no-new-revenue tax rate and would raise the same amount of property tax revenue from the same properties in both the 2023 and 2024 tax years. She added that the proposed rate of $0.39842 was used to build the FY2025 proposed budget and would provide sufficient revenue to meet the City’s needs for the next fiscal year. Director of Development and Community Services Kaleb Kentner presented this item and explained that HB 1922, passed by the Texas Legislature and effective January 1, 2024, mandated that any city building permit fee would be automatically abolished on the tenth anniversary of its adoption or its most recent reauthorization under Section 214.908 of the Texas Local Government Code. To maintain these fees, the city would need to hold a public hearing and vote to reauthorize them. Senior Planner Monica Johnson explained that part of the proposed development in the zoning map and general plan amendment request is located within the ETJ of Hudson Oaks and must be released from Hudson Oaks before the City Council can take action on this item. She reviewed that Hudson Oaks will consider the ETJ release request on June 27th, and the applicants are requesting that the City Council table this item to the July 16th meeting. 8.c: Consider and/or act upon approval of Resolution R2024-10 formally supporting the Parker County Judge for a seat on the Regional Transportation Council of the North Central Texas Council of Governments. City Manager James Hotopp explained that the Regional Transportation Council (RTC) serves as the policy body for the Metropolitan Planning Organization (MPO), comprised of forty-four elected and appointed officials within the MPO boundaries. He added that the RTC's bylaws stipulate only elected county officials can hold membership seats and that one membership seat is shared between Parker and Wise Counties, allocated based on a weighted percentage of the population. Each selected member serves a two-year term, with RTC mandating seat rotation to ensure fair representation. Mr. Hotopp reported that the Wise County Judge held the primary seat for the 2022-2024 term, and on May 13, 2024, the Parker County Commission's Court voted for Parker County Judge Pat Deen to occupy the primary membership seat. He noted that staff recommended adopting Resolution R2024-10 in support of Parker County Judge Pat Deen as the primary member and Wise County Judge JD Clark as the alternate representative. Assistant City Manager and Police Chief Lance Arnold reviewed current public safety challenges and compared the allocated time of a current patrol officer to that of a fully staffed patrol officer and the ideal patrol officer’s allocated time; and noted previous strategies incorporated to alleviate challenges. Fire Chief Jonathan Peacock reviewed staffing levels, the impact of mandatory hireback to maintain staffing levels according to policy, and mutual aid resources of the Fire Department. Weatherford City Council, Aug. 13, 2019: 13 items; Budget Work Session City Manager Sharon Hayes stated this is the first official budget

Recognize Kent Glenn, DVM, veterinarian for the Weatherford Parker County Animal Shelter, and canine friend Norman. Mayor Paul Paschall introduced Dr. Glenn and Norman. Dr. Glenn shared Norman’s story of survival after being hit by a car. His hip had been dislocated and there was no way to put it back together due to the fracture. Shelter staff treated his symptoms, changed his bandages and evaluated him. Vet techs and staff had become attached to Norman; however, Dr. Glenn knew that if Norman could not get up, then he would need to be euthanized to relieve his pain. On the last day, Dr. Glenn evaluated Norman and told him, “If you don't get up, this is your last chance.” Dr. Glenn left the kennel door open and went to obtain the euthanasia solution that had already been drawn by one of the techs. When Dr. Glenn turned around, Norman had gotten up and followed him! Dr. Glenn stated Norman is getting along fairly well by now. Mayor Paschall stated that this is just another example of how Weatherford is working together to build a strong community.

Assistant City Manager Brad Burnett stated that this presentation would cover major capital projects for fiscal years 2020 through 2023. Police Chief Lance Arnold spoke about the issues with the current police facility, which include limited parking for visitors, employees and the police fleet; distance from the from the visitor parking to the front door; lack of adequate meeting space and training room; security issues from the lobby to the records and property offices; the dispatch center is in the middle of the lobby and is not meant to receive public; no inside kennel for the K9; the armory and property sections are located in unconditioned areas; the police supply closet space is limited; there is no private space for interviews, conversation or investigations for sensitive matters such as sexual assault; and administration and officers are segregated. Receive Certification of Unopposed Candidate Declared Elected and consider adoption of Resolution R2019-07 cancelling the May 4, 2019 General Election for the City of Weatherford. City Secretary Malinda Nowell presented this item. She stated that the filing period to run for office for the May 4th, 2019 General Election was January 16th to February 15th and that Paul Paschall was the only person who filed to run for office. Per Texas Election Code, Mrs. Nowell delivered the certificate of unopposed candidate to the Council via this meeting’s agenda packet. Mrs. Nowell stated that the certificate of election must be issued to the candidate in the same manner and at the same time as for a candidate that would have been elected at the election; therefore, Mr. Paschall cannot take office until after the date the canvass would have occurred, which was scheduled for the regular council meeting on Tuesday, May 14th. If approved, the resolution cancelling the election must be posted on Election Day at each polling place that would have been used in the election. Discuss and consider the City Council meeting schedules for November and December 2015. City Secretary Malinda Nowell presented this item. Council consensus was to meet only once in November on the 17th and only once in December on the 15th. Discuss and consider approval of Resolution R2015-28 nominating candidates for the Parker County Appraisal District Board of Directors. City Manager Sharon Hayes presented this item. She stated that the city does not have enough votes to elect a candidate on our own. Normally, the city only casts votes later in the year based upon candidates nominated by WISD. Warner Killough has served 22 years and does not wish to continue another term. WISD will be nominating John Hinton and Paul Paschall. Council can adopt this resolution to nominate candidates, or may choose to wait and cast the city's votes later this year. On the motion of Dennis Hooks, second by Heidi Wilder, the Council voted unanimously to adopt resolution R2015-28 nominating Paul Paschall and John Hinton. Motion carried 5 - 0.

Discuss and consider renaming a section of South Dubellette Street in honor of Raymond George. Mr. George joined the meeting. The Council thanked him for his work and presented him with a street sign named "Raymond George Way." Discuss and consider appointments and/or reappointments to the Parks & Recreation Board, the Zoning Board of Adjustments, the Planning and Zoning Commission, and the Library Board. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to appoint Cathrine Redenbaugh to Parks and Recreation Board; to reappoint Kathy Lee to the Library Board; and to appoint Paul Paschall to the Planning and Zoning Commission. Motion carried 5 - 0.

Weatherford City Council, Feb. 11, 2014: 7 items; Presentation of Recognized Yard Awards for October through December 2013

Consider appointment of 16 individuals to the 2014 Citizen Capital Advisory Committee (CCAC). Terry Hughes, Director of Capital Transportation Projects, presented this item. In the fall of 2013, Council discussed the appointment of a CCAC. During the first week of January, letters were mailed to 20 citizens that had been suggested by Council. The following 16 are interested in serving: Jan Barton, Dave Deison, Bob Glenn, Pat Hamilton, John Hinton, Peggy Hutton, Bill Jordan, Howard McClurkin, Leo Neely, Tom Novak, George Odom, Paul Paschall, Eva Earl Rutledge, Janis Saunders, Chris Thomas, and Kathy Wylie. Staff would like to meet during the first week of March. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to make these appointments. Motion carried 4 - 0.

Discuss and consider authorizing the City Manager to execute a contract with Freese and Nichols, Inc. to perform the Holland Lake Creek watershed study. Terry Hughes also presented this item. Mr. Hughes spoke regarding Holland Lake and the two tributaries that feed into Holland Lake. He spoke about hydraulics, hydrology, geomorphology, and sedimentation. Five engineering firms were interviewed on January 21, 2013. The interview panel included James Hotopp, Danielle Felts, Howard McClurkin, Paul Paschall, and Terry Hughes. Sharon Hayes, Bill Smith, and Manny Palacios also attended the interviews. Each team member used weighted matrix to score each firm. In the end, all scores were tallied to finalize the rating. Freese and Nichols, Inc. received the highest rating. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to authorize the City Manager to execute a contract with Freese and Nichols, Inc. to perform the Holland Lake Creek watershed study. Motion carried 5 - 0.
