Proclamation naming March 30, 2022 as "Buddy Brunson Day" in recognition of his contributions to the Weatherford Little League. Mayor Paul Paschall presented this proclamation to the family of Mr. Brunson.
Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Jeff Robinson): Approved the minutes of the City Council Meeting held April 12, 2022. Reappointed Allen Beadel, Jeff Brazzell, and Debbie Browder to the Weatherford Housing Authority; and reappointed Jamie Bodiford, Ron Chandler, and Lou Ann Rockwell-Huseth to the Historic Preservation Commission. Approved a final plat for Waterford Park, 137 single-family residential lots and five (5) open space tracts, being 44.253 acres out of the Texas and Pacific Railway Company Survey, Abstract No. 1499 and the John McCullough Survey, Abstract No. 911, City of Weatherford, Parker County, Texas. SBD2022-0011, on recommendation of the Planning and Zoning Commission (PZC), subject to all requirements of the subdivision ordinance and specifically the following conditions: 1. Provide a signed letter from the Weatherford Post Office stating that they accept the proposed location and placement of cluster mailboxes. Weatherford Municipal Code (WMC) 11-5-3(e). 2. Public improvements are required to be accepted before the final plat is recorded. A subdivision improvement agreement and surety are required to record the plat prior to acceptance of public improvements. WMC 11-5-9(c)(1-2). 3. The final plat cannot be recorded until the traffic impact analysis is reviewed, approved, and any required improvements are in place. Weatherford Engineering Design and Construction Manual (EDCM) 2.18.2. 4. The final plat cannot be recorded until the civil engineering plans are approved. Upon review of the civil plans, changes to the final plat could be required. Approved a preliminary plat for Rangewood, 35 residential lots being 78.090 acres located at Ranger Highway, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2022-0012, on recommendation of the PZC, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. The existing conditions sheet should show the information for all property and right-of-way within 125' of the subdivision WMC §11-4-5(a). The property information on the south side of Ranger Highway is not shown. 2. Show the right-of-way centerline for Greenwood Cut-Off Road. This is to determine the correct amount of right-of-way dedication is shown. Approved a final plat for Rangewood, 35 residential lots being 78.090 acres located at Ranger Highway, in the ETJ of the City of Weatherford, Parker County, Texas. SBD2022-0013, on recommendation of the PZC, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Include an index sheet showing the entire subdivision on one sheet WMC §11-5-2(f). 2. Show all right-of-way centerlines, including those of adjacent roadways WMC §11-5-2(m). 3. Provide dimensions for all existing and proposed right-of-way WMC §11-5-2(m). 4. Provide a signed letter from the Weatherford Post Office stating that they accept the proposed location and placement of cluster box units WMC §11-5-3(e). Show the proposed location of cluster mailboxes on the plat. 5. Public improvements are required to be accepted before the final plat is recorded WMC §11-5-9(c)(1). A surety as required by Parker County will be required to record the plat prior to acceptance of public improvements WMC §11-5-9(c)(2). Approved a final plat for Ranger's Place, two lots being 7.541 acres located at 1741 Ranger Highway, in the ETJ of the City of Weatherford, Parker County, Texas. SBD2022-0008, on recommendation of the PZC, subject to all requirements of the subdivision ordinance and specifically the following conditions: 1. Provide a 20' City of Weatherford Utility Easement along the Ric Williamson Memorial Highway frontage. 2. Non-Annexation agreement states if an owner files any application for or otherwise commences development, annexation into City of Weatherford City Limits is required. Approved Resolution R2022-14, a Joint Resolution between the City of Weatherford and the City of Willow Park to adjust the boundary between the ETJ of the two cities. Approved Resolution R2022-13 requesting the temporary closure of U.S. Highway 180 for the annual Parker County Peach Festival. Approved the conveyance of a 2011 Ford Crown Victoria police vehicle to the Weatherford ISD Criminal Justice Program.
Consider approval of Resolution R2022-15 authorizing the City Manager to withdraw from and terminate the Texas Department of Transportation Advanced Funding Agreement (AFA), and any other associated agreements with other agencies, related to the Downtown Bypass project. Director of Capital Projects Chad Marbut presented this item. Lynn Norris, 313 West Columbia Street, thanked the Council and staff for their time, efforts, and energy regarding the consideration of this project. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve Resolution R2022-15. Motion carried 5 - 0.
Weatherford Public Safety Building Update Assistant City Manager/Chief of Police Lance Arnold presented this update. Substantial completion is still anticipated for September 2022. This item was for informational purposes only; no action was required or taken.
