5.a: Recognition of Weatherford Municipal Court Administrator. Ms. Jennifer Bozorgnia, City of Irving Municipal Court Services Director and member of the Education Committee for the Texas Court Clerks Association, in conjunction with the Texas Municipal Courts Association, the Texas Municipal Courts Education Center and Texas State University, presented a plaque to Weatherford’s Municipal Court Administrator, Tiffany Bagwell, in recognition of her achievement in the designation of a Level III / Certified Municipal Court Clerk (CMCC).
5.b: Presentation from Lyndsie Montgomery regarding Downtown Weatherford, Inc. Downtown Weatherford, Inc. (D-Winc) Executive Director Lyndsie Montgomery introduced D-Winc Board Member Johnny Campbell, who gave a brief update on the progress of D-Winc. Ms. Montgomery presented D-Winc’s First Quarter Report. This presentation was for informational purposes only; no action was required or taken.
Consent agenda, approved as one vote: 7.a: Adopted Ordinance O2024-10 amending Title VIII, Chapter 16 "Water Conservation and Drought Contingency Plan" of the Official City Code to adopt the 2024 Water Conservation and Drought Contingency Plan. The ordinance is captioned as follows: ORDINANCE NO. O2024-10 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING CHAPTER 16 “WATER CONSERVATION AND DROUGHT CONTINGENCY PLAN” OF TITLE VIII “HEALTH AND SANITATION” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD TO ADOPT THE 2024 WATER CONSERVATION AND DROUGHT CONTINGENCY PLAN; REPEALING AND REPLACING ORDINANCE NO. O2019-12; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. 7.b: Approved the purchase of dry cement for various street rehabilitation projects from Ash Grove Cement Company, through an interlocal agreement with Tarrant County, for an amount not to exceed $150,000.00. 7.c: Approved the purchase of Personal Protective Equipment (PPE) from Delta Fire & Safety through HGAC Cooperative Purchasing Contract EP11-20, in an amount not to exceed $70,805.00.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-06 regarding the voluntary annexation of Center Point Road, being 8.781 acres of right-of-way from Highway 180 south approximately 2,146.14 feet to the point where Center Point Road is currently within the City limits, located in the P.B. Pipkin Survey, A-1073 and the Addison Hawkins Survey, A-665 in the City of Weatherford, Parker County, Texas. City Attorney Rob Allibon advised that two separate Public Hearings required for this item were previously held in accordance with state law during the month of March. Mayor Paul Paschall opened the Public Hearing at 6:31 p.m. As there were no speakers, Mayor Paschall closed the Public Hearing at 6:32 p.m. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2024-06. The motion carried 4 – 0. The ordinance is captioned as follows: ORDINANCE O2024-06 AN ORDINANCE ANNEXING AN APPROXIMATE 8.781-ACRE TRACT OF CENTER POINT ROAD RIGHT-OF-WAY INTO THE CITY OF WEATHERFORD, TEXAS, FOR ALL MUNICIPAL PURPOSES; APPROVING THE SERVICE PLAN FOR SUCH RIGHT-OF-WAY AREA; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
9.a: FY24 Thoroughfare Resurfacing Program. Director of Public Works Chad Marbut presented a FY24 Pavement Resurfacing project overview and noted that 1.32 miles of resurfacing was planned at a cost of $1,100,000 and 2.2 miles were delivered at a cost of $1,092,012 for approximately $8,000 in savings.
