5.a: Presentation of awards by the Department of War Employer Support for the Guard and Reserve to the City of Weatherford. Assistant City Manager Chad Marbut introduced Department of War Employer Support of the Guard and Reserve (ESGR) Texas State Chair Richard Noriega and Texas ESGR North Region Director Wyvette McLendon. Mr. Noriega provided an overview of ESGR's mission and recognized the City of Weatherford with the Pro Patria Award for its support of employees who serve in the National Guard and Reserve. Ms. McLendon presented Patriotic Employer Awards to Fire Chief Jonathan Peacock, nominated by Fire Department Finance Specialist/Staff Sergeant Sarah Allen, and City Manager James Hotopp, nominated by Assistant City Manager/Major Chad Marbut. She also presented the Above and Beyond Award and Pro Patria Award to the City of Weatherford and announced the City's nomination for the Freedom Award, representing the only municipality in Texas nominated in the government category. Mayor Paschall recessed the meeting at 6:31 p.m. for a short break. The meeting was reconvened at 6:38 p.m.
Consent agenda, approved as one vote (5-0, on the motion of Zack Smith, second by Luke Williams): 7.a: Approved awarding the contract for audit services to Pattillo, Brown & Hill, L.L.P., a qualified firm of certified public accountants, to audit the City's financial statements for the fiscal years ending September 30, 2026, 2027 and 2028, with the option of auditing its financial statements for each of the two subsequent fiscal years. 7.b: Approved increasing the annual spend with Sargent's R&B1 LP to an amount not to exceed $150,000. 7.c: Approved increasing the combined annual spend with Black Fox Services and 2033 Automotive, collectively, to an amount not to exceed $175,000.
8.a: Consider authorizing the City Manager to execute a construction contract with DRI Construction for the Development Services and Parks Administrative Office Renovation Project, via The Interlocal Purchasing System (TIPS) Contract Number 23010402, in the amount of $503,986 for a total aggregate fiscal year expenditure of $1,724,803. Director of Parks, Recreation, Special Events, and Facilities Jaycob Kirkpatrick presented a proposed contract with DRI Construction and noted that, if approved, construction would begin in August 2026 and be completed in January 2027. On the motion of Matt Ticzkus, second by Rod White, the City Council voted 5 – 0 to authorize the City Manager to execute a construction contract with DRI Construction for the Development Services and Parks Administrative Office Renovation Project, via The Interlocal Purchasing System (TIPS) Contract No. 23010402, in the amount of $503,986, for a total aggregate fiscal year expenditure of $1,724,803.
8.b: Consider adoption of Ordinance O2026-24 adding Chapter 16, "Precious Metal and Gem Dealers," to Title V, Business Regulations, of the Official City Code of the City of Weatherford, establishing permitting, registration, reporting, recordkeeping, and operational requirements for precious metal and gem dealers operating within the City of Weatherford. Chief of Police Jason Hayes presented a proposed ordinance establishing Chapter 16, "Precious Metal and Gem Dealers," to the Official City Code of the City of Weatherford, that would create a local permitting and regulatory program for businesses engaged in the purchase of precious metals, gemstones, bullion, coins, and secondhand jewelry. He explained the ordinance would establish operational standards intended to support legitimate commerce, enhance consumer protection, and assist law enforcement in the recovery of stolen property. • Annalee Crum Still, 190 Granny B Road, Millsap, inquired about permitting requirements and fees for brick-and-mortar businesses. • Bobby Whitehead, 1415 South Main, spoke in support of the ordinance. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted 5 – 0 to adopt Ordinance No. O2026-24 adding Chapter 16, "Precious Metal and Gem Dealers," to Title V, Business Regulations, of the Official City Code of the City of Weatherford.
8.c: Discuss and consider nominees for the Texas Municipal League Intergovernmental Risk Pool Board of Trustees. City Manager James Hotopp reviewed the background and purpose of the Texas Municipal League Intergovernmental Risk Pool (TMLIRP) and advised that trustee Places 1 through 4 were open for nomination. On the motion of Paul Paschall, second by Matt Ticzkus, the City Council voted 5 – 0 to nominate City Manager James Hotopp for Place 4 on the Texas Municipal League Intergovernmental Risk Pool Board of Trustees.
Future agenda items: There were no future agenda items requested. City Manager James Hotopp advised that the budget process would officially begin in August.
