5.a: Presentation of a certificate to the Weatherford Police Department for Re- Accreditation from the Texas Law Enforcement Accreditation Program. Police Chief Steve Stanford from the City of Bridgeport presented Weatherford Police Chief and Assistant City Manager Lance Arnold with a certificate recognizing the Weatherford Police Department’s re-accreditation status from the Texas Law Enforcement Accreditation Program.
Consent agenda, approved as one vote: 7.a: Approved an Interlocal Agreement for cooperative purchasing between the City of Weatherford and Parker County. 7.b: Authorized the City Manager to enter into an Interlocal Agreement with TML Multistate Intergovernmental Employee Benefits Pool for continued post 65 retiree Medicare supplemental insurance coverage. 7.c: Awarded the contract for administrative services only of the city's medical and prescription drug benefits to Blue Cross and Blue Shield of Texas pursuant to RFP 2024-021. 7.d: Authorized the City Manager to renew the support contract with Tyler Technologies for municipal software systems, services, and related licenses in an amount not to exceed $225,000. 7.e: Authorized the purchase hardware and software from SHI Government Solutions using applicable cooperative agreements and state bid contracts in an amount not to exceed $350,000. 7.f: Authorized the City Manager to purchase computer workstations, laptops, and technology products from CDW-G, LLC. with budgeted dollars in an amount not to exceed $210,000. 7.g: Approved the purchase of a new 2024 Hamm HD+70IVV Double Drum Roller from Kirby Smith Machinery, Inc., through BuyBoard Contract#685-22 in an amount not to exceed $160,500. 7.h: Authorized the City Manager to execute a Landscape Maintenance Agreement with the Texas Department of Transportation for the FM 2552 at Black Warrior Branch Bridge Replacement project. 7.i: Authorized the City Manager to execute a professional services contract with Kimley-Horn & Associates, Inc. for the Center Point Road Median Improvements Project in an amount not to exceed $45,000 for a total aggregate fiscal year expenditure amount of $1,328,000. 7.j: Approved the preliminary plat for Britton's Addition, being 7 residential lots on approximately 2.376 acres of land, generally located at 407 Edna Street, City of Weatherford, Parker County, Texas. 8.a: Hold a PUBLIC HEARING and consider approval of Resolution R2024-26 authorizing and establishing the La Salle Ranch Public Improvement District, City of Weatherford, Parker County, Texas. Director of Development and Neighborhood Services Kaleb Kentner presented a proposed resolution authorizing and establishing the LaSalle Ranch Public Improvement District. Mayor Paul Paschall opened the Public Hearing at 6:16 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:17 p.m. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to approve Resolution R2024-26 authorizing and establishing the LaSalle Ranch Public Improvement District. Director of Development and Neighborhood Services Kaleb Kentner presented a proposed ordinance closing, vacating, and abandoning a portion of West Center Street right-of-way and a portion of an alley within Block 40, being in the Original Town of Weatherford plat. Mayor Paul Paschall opened the Public Hearing at 6:18 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:18 p.m. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2024-43. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve Resolution R2024-25 designating 213 Raymond George Way as a local historic landmark. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to approve a façade improvement grant for Barcelona Homes at 118 Houston Avenue in an amount not to exceed $8,460. 8.l: Consider approval of Child's Play Inc. to construct a new playground at Cherry Park, through an interlocal agreement with Texas Local Government Purchasing Cooperative (BuyBoard) in the amount of $439,030. Director of Parks, Recreation, and Special Events Jaycob Kirkpatrick presented plans for new playground equipment to be installed at Cherry Park. He noted that construction was projected to begin January 16, 2025, and completed the week of February 17, 2025. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve Child’s Play Inc. to construct a new playground at Cherry Park, through an interlocal agreement with Texas Local Government Purchasing Cooperative (BuyBoard) in the amount of $439,030. The motion carried 5 - 0.
8.m: Consider approval of Resolution R2024-24 casting the City's votes for the Parker County Appraisal District Board of Directors (PCAD). City Manager James Hotopp explained that the City of Weatherford had been allocated 255 votes in the Parker County Appraisal District's (PCAD) Board of Directors election. He noted that, because the City did not have enough votes to independently elect a member, it traditionally aligned its votes with Weatherford ISD. Mr. Hotopp added that Weatherford ISD had cast its votes for Jerry Durant and John Hinton this year, and, based on that alignment, staff recommended casting 128 votes for Jerry Durant and 127 votes for John Hinton. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to approve Resolution R2024-24 casting 128 votes for Jerry Durant and 127 votes for John Hinton to serve on the Parker County Appraisal District Board of Directors. The motion carried 5-0.
