5.a: Proclamation recognizing the 75th Anniversary of WFAA. The City Council presented a proclamation to WFAA Channel 8’s Director of Community Impact, Ryan Wood and Reporter, Matt Houston, in recognition of WFAA's 75th Anniversary.
5.b: Presentation from Lyndsie Montgomery regarding Downtown Weatherford, Inc. Lyndsie Montgomery, Executive Director of Downtown Weatherford, Inc. (D-Winc), provided a brief update on the organization's progress. The presentation was for informational purposes only; no action was taken or required
Consent agenda, approved as one vote: 7.a: Authorized the City Manager to enter into an Interlocal Agreement with the Texas Municipal League Intergovernmental Risk Pool for Cyber Liability and Data Breach Response Coverage. 7.b: Approved a final plat for Carters Addition, Lots 5R through 10R, Block 28, being 6 residential lots on 3.13 acres of land, generally located at 208 W. 7th St, City of Weatherford, Parker County, Texas. SBD2024-0022. 7.c: Approved a final plat for Olde Town Shoppe, being two (2) lots out of a 2.597-acre tract, generally located at the northwest corner of Hwy 180 and N. Bankhead Rd, said tract being situated at Lots 2R and 3R, Block 1, Olde Towne Shoppe, City of Weatherford, Parker County, Texas. SBD2024-0013. 7.d: Authorized the City Manager to execute a Memorandum of Agreement for Traffic Signal Improvements with Costco Wholesale Corporation and, thereby, enter into an Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) for signal design and enhancements at the intersection of Center Point Road and Interstate Highway 20.
8.a: Hold a PUBLIC HEARING on the City Manager's Proposed FY25 Budget. CFO Dawn Brooks explained that the Public Hearing on the proposed budget for the upcoming fiscal year was mandated by state law and confirmed that all legal requirements had been met. Mrs. Brooks provided a summary of the Proposed FY25 Budget, which included the following: • A balanced General Fund budget of $53.5 million in revenues and $53.5 million in expenditures, with a surplus of $13 thousand. • A projected fund balance at the end of FY25 of $30.4 million, or 218 working days, in which $13.1 million of that amount will remain available outside of the 120-day reserve policy. • A total revenue amount of $53.5 million; of which $21.8 million is budgeted from Sales Tax Revenue and $12.9 million is budgeted from Property Tax Revenue. • The proposed Property Tax Rate of $0.39842 per $100 valuation equals the No-New- Revenue Rate and represents a $0.006 decrease from the previous year, generating approximately $100,000 in new property additions. Mayor Paul Paschall opened the Public Hearing at 6:32 p.m. • Lynn Baber, 2126 Timber Cove Court, suggested updating the strategic development section, involving the public with improvements to the animal shelter, and defining what comprises contractual services. 8.b: Vote to Propose the City of Weatherford 2024 Property Tax Rate for FY25. CFO Dawn Brooks presented the City of Weatherford 2024 Property Tax Rate for FY25 and reviewed the 2024 No-New Revenue Tax Rate of $0.39842 per $100 of taxable value, and the 2024 Voter-Approval Rate of $0.50478 per $100 of taxable value. She explained that the FY25 Budget was built using the No-New-Revenue Rate of $0.39842. • Richard Heizer, 1001 Thistle Hill Trail, expressed his appreciation to the City Council and City Manager for being fiscally responsible. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to propose a tax rate of 39.842 cents per $100 of valuation for the Fiscal Year 2025 Budget. The motion carried 5 - 0.
8.c: Receive recommendation regarding funding outside agency requests for the City's FY25 Budget. CFO Dawn Brooks presented the following outside agency grant requests for the City's FY25 Budget: Organization General Fund Hotel/Motel Fund CASA Hope for Children $5,000.00 - Chamber of Commerce - $150,000.00 Children’s Advocacy Center $5,000.00 - Doss Heritage - $5,000.00 Freedom House $5,000.00 - Love Weatherford $5,000.00 - Manna Storehouse $5,000.00 - Parker County Committee on Aging $5,000.00 - The City Council held discussion regarding the grant requests and the policy regarding funding outside agency requests. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to approve funding the outside agency requests as presented, excluding Love Weatherford, which did not meet all policy criteria. The motion carried 5 - 0.
8.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-26, regarding a request for a general plan amendment from CC Community Commercial to SL Suburban Living and a zoning map amendment from C1 General Commercial to R1 One-Family Residential on a 0.205 acre tract located at 110 W. Russell Street, City of Weatherford, Parker County, Texas. ZCH2024-0011. Director of Development and Neighborhood Services Kaleb Kentner presented a general plan amendment and zoning map amendment request for 110 West Russell Street, applicant Gary Dorman. Mayor Paul Paschall opened the Public Hearing at 7:00 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 7:00 p.m. On the motion of Luke Williams, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2024-26 approving the general plan amendment and zoning map amendment request. 8.g: Consider approval of a Chapter 380 Economic Development Agreement with Downtown Weatherford Square Initiative ("DWSI") for a four-year term beginning October 1, 2024 and ending September 30, 2028. Assistant City Manager Brad Burnett presented a Chapter 380 Economic Development Agreement with Downtown Weatherford Square Initiative (DWSI). On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the 380 Economic Development Agreement with Downtown Weatherford Square Initiative as presented for a four-year term beginning October 1, 2024, and ending September 30, 2028; in the amounts of $150,000 for FY2025; $125,000 for FY2026; $100,000 for FY2027; and $75,000 for FY2028. The motion carried 5 - 0.
