5.a: Proclamation declaring April 25, 2026, as Lemonade Day in the City of Weatherford. Mayor Pro Tem Zack Smith presented a proclamation declaring April 25, 2026, as “Lemonade Day” in the City of Weatherford.
Consent agenda, approved as one vote: 7.a: Adopted Resolution R2026-04 approving the release of an approximate 1.15-acre ingress and egress easement granted to the City on property described as part. of Lot 1, Block A, Huggins Addition, out of the P.B. Pipkin Survey, Abstract No. 1073, recorded in Book 1660, Pages 323–328 of the Public Records of Parker County, Texas. 7.b: Approved a General Services contract (Bid #2026-009) with Reeder Industries Inc. (Reeder Landscapes) for mowing and landscaping City properties in the amount of $191,568. 7.c: Authorized the City Manager to enter into Interlocal Cooperation Contracts between the City of Weatherford and Weatherford Independent School District for the School Resource Officer Program and Guardian Program.
8.a: Consider and/or act upon acceptance of the annual audit report and the single audit report for the fiscal year ended September 30, 2025, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Assistant City Manager/CFO Dawn Brooks presented the annual audit report and the single audit report for the fiscal year ended September 30, 2025, and introduced Clayton Rogers with Pattillo, Brown & Hill LLP. Mr. Rogers reported the audit results presented an unmodified/clean opinion with no findings. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to accept the annual audit report and the single audit report as presented for the fiscal year ended September 30, 2025. The motion carried 5 - 0.
8.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-08, concerning a conditional use permit for a Liquor Store greater than 5,000 sq. ft. use on an approximate 0.309-acre tract being generally located at 1015 North Main St., City of Weatherford, Parker County, Texas. CUP-26-0002. Director of Development Services Scott McDonald presented a conditional use permit request at 1015 N. Main Street, submitted by applicant KC Prabin. • Applicant KC Prabin, 1300 White Squall Trail, Arlington, spoke about the proposed plans for the project. Mayor Paul Paschall opened the Public Hearing at 6:26 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:27 p.m. After discussion, on the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted to deny the request for a conditional use permit. The motion carried 4 - 1. Mayor Pro Tem Zack Smith voted in opposition.
