Presentation of City's Chandor Gardens promotional video. Director of Communications and Marketing Blake Rexroat presented this video. No action was required or taken. Recognize the City of Weatherford for receiving the 2019 Lone Star Legacy Award for Holland Lake Park. Director of Parks, Recreation and Special Events Shannon Goodman presented this award that the City recently received. The log cabins and the fact that the Works Progress Administration built some of the buildings at Holland Lake Park is what moved Weatherford to the forefront for this award. No action was required or taken.
Consent agenda, approved as one vote (5-0, on the motion of Mayor Pro Tem Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held February 12, 2019. Authorized the City Manager to utilize funds not to exceed $110,000 with Strategic Government Resources (SGR) for recruitment, marketing and retention of executive services. Awarded purchase to Gilchrist Automotive through the competitively bid Buy Board contract for purchase of two 2019 Ford F-150’s for an amount not to exceed $64,000. Appointed Kathy Mosby to the Transportation Advisory Board; appointed Gayle Hall to the Library Board; appointed Matt Ticzkus to the Planning and Zoning Commission; appointed Patrick McGhee from an alternate member seat to a regular member seat on the Building and Standards Commission; appointed Ricky Mutina to the alternate member seat on the Building and Standards Commission; and reappointed Liza Walters to the Building and Standards Commission.
Hold a PUBLIC HEARING and consider a request for a Zoning District Change from C-1 Commercial to C-1 Commercial with a Conditional Use Permit for Mini-Warehouse/Self Storage, for property located at 106 West Park Avenue, and described as being a 0.39 acre tract and a portion of Lots 12 and 13, and a portion of a closed alley, Block 1, Owens and Wilbanks Addition, City of Weatherford, Parker County, Texas. ZCH2019-0003 City Planner Stan Hamrick stated that the applicant withdrew this item and that the City Council has no recommendation from the Planning and Zoning Commission; therefore, the City Council cannot take action. Mayor Swancy opened the public hearing at 6:40 p.m. As there were no speakers, Mayor Swancy closed the public hearing at 6:40 p.m. Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-06 for a zoning district change from C-1 Commercial to C-1 Commercial with a Conditional Use Permit for Auto Repair at 200 W 4th Street, described as being a 0.579 acre tract of land and Lots 9 and 10, and a portion of Lot 11, Block 31, Carters Addition, City of Weatherford, Parker County, Texas. ZCH2019- 0004. City Planner Stan Hamrick stated that this item was tabled by the Planning and Zoning Commission at their previous meeting. Consider and/or act upon approval of Resolution R2019-06 nominating Town Creek Hike and Bike Trail Phase III for funding through the Transportation Alternatives Set-Aside Program call for projects from the North Central Texas Council of Governments (NCTCOG). Director of Capital Transportation Projects Terry Hughes presented this item. The NCTCOG issued a call for projects known as the Transportation Alternatives Set-Aside Program in December 2018. The program is an 80/20 funding initiative for the design and construction of an active transportation (pedestrian/bicycle) system. NCTCOG announced that $7,944,000 of Federal funds had become available to the region for FY20. The funds will be allocated by equity split between the Dallas area ($5,243,040) and the Fort Worth area ($2,700,960). Because the funds are unusually limited, NCTCOG has established evaluation and scoring criteria. Staff feels that Phase III of the trail system meets several of the high scoring criteria. Weatherford College is partnering with the city via donation of an easement for the trail through their property, which will connect the college to the main trail system and commercial activities. Phase III of the trail will start at the end of Phase II at the intersection of Texas Drive and Washington Drive. Receive Certification of Unopposed Candidate Declared Elected and consider adoption of Resolution R2019-07 cancelling the May 4, 2019 General Election for the City of Weatherford. City Secretary Malinda Nowell presented this item. She stated that the filing period to run for office for the May 4th, 2019 General Election was January 16th to February 15th and that Paul Paschall was the only person who filed to run for office. Per Texas Election Code, Mrs. Nowell delivered the certificate of unopposed candidate to the Council via this meeting’s agenda packet. Mrs. Nowell stated that the certificate of election must be issued to the candidate in the same manner and at the same time as for a candidate that would have been elected at the election; therefore, Mr. Paschall cannot take office until after the date the canvass would have occurred, which was scheduled for the regular council meeting on Tuesday, May 14th. If approved, the resolution cancelling the election must be posted on Election Day at each polling place that would have been used in the election. On the motion of Heidi Wilder, second by Mayor Pro Tem Jeff Robinson, the Council voted unanimously to approve Resolution R2019-07 cancelling the May 4, 2019 General Election for Mayor. Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in 551.087 Economic Development Negotiations: Legacy Project. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to enter into an agreement with Focused Advocacy and to approve Resolution R2019-08. Motion carried 5 - 0.
