Hold a Work Session on the City Manager's FY24 Proposed Budget. City Manager James Hotopp explained that the Work Session would cover the FY24 Proposed Budget, which was built on the strategic priorities discussed with City Council at the Council Retreat held May 24, 2023. Director of Finance Dawn Brooks presented a recap of the FY24 Proposed Budget as presented at the City Council meeting on August 8, 2023. Assistant City Manager and Police Chief Lance Arnold reviewed current public safety challenges and compared the allocated time of a current patrol officer to that of a fully staffed patrol officer and the ideal patrol officer’s allocated time; and noted previous strategies incorporated to alleviate challenges. Fire Chief Jonathan Peacock reviewed staffing levels, the impact of mandatory hireback to maintain staffing levels according to policy, and mutual aid resources of the Fire Department. Mayor Paul Paschall temporarily recessed the meeting at 5:31p.m. to allow Council Member Kevin Cleveland time to restore internet connection. Mayor Paul Paschall reconvened the meeting at 5:34 p.m. The City Council held discussion regarding the staffing levels of the Police Department and the Fire Department.
