5.a: Proclamation designating September 17-23, 2025 as Constitution Week in the City of Weatherford. The City Council presented a proclamation to the Weatherford Daughters of the American Revolution declaring September 17-23, 2025, as Constitution Week in the City of Weatherford.
Consent agenda, approved as one vote: 7.a: Authorized the City Manager to execute a professional services contract with SMEZ84 Consulting, LLC for inspection services in an amount not to exceed $130,000 for FY26. 7.d: Authorized the City Manager to execute a professional service agreement and utilize funds not to exceed $400,000 for FY25-26 contractual legal services with Taylor, Olson, Adkins, Sralla & Elam, LLP (TOASE). 7.e: Adopted Ordinance O2025-47 amending the FY25 Adopted Budget. The ordinance is captioned as follows: ORDINANCE O2025-47 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING AN AMENDED BUDGET FOR THE FISCAL YEAR OCTOBER 1, 2024 THROUGH SEPTEMBER 30, 2025; MAKING APPROPRIATIONS FOR SEVERAL DEPARTMENTS FOR SAID YEAR IN ACCORDANCE WITH THE CHARTER AND ORDINANCES OF THE CITY OF WEATHERFORD, TEXAS AND THE LAWS OF THE STATE OF TEXAS; PROVIDING FOR FILING OF THE BUDGET; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 7.f: Approved Ordinance O2025-46, adopting a municipal fee schedule for FY26. The ordinance is captioned as follows: ORDINANCE O2025-46 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING A FEE SCHEDULE FOR THE CITY OF WEATHERFORD AND REPEALING AND REPLACING ALL OTHER FEE SCHEDULES IN CONFLICT WITH THIS ORDINANCE. 7.g: Authorized the City Manager to renew the support contract with Azteca Systems, LLC for the City Works system in the amount of $64,512. 7.b: Consider approval of the purchase of a vehicle from Doggett Freightliner of Austin, through the interlocal purchase system TIPS in the amount of $288,042. The 2026 M2 106 Plus Freightliner truck will include a Heil Powertrack Commercial 25-yard trash body installed. Director of Community Services Eric Shumar presented this item and responded to questions from the Council. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted unanimously to approve the purchase as presented. The motion carried 5 - 0. 7.c: Consider awarding RFP No. 2025-024 for fleet maintenance and repair services to multiple vendors, 2033 Automotive and Black Fox Services, in an annual amount not to exceed $125,000. Assistant City Manager Dawn Brooks presented this item and responded to questions from the Council. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to award RFP No. 2025-024 as presented. The motion carried 5 - 0. 7.h: Consider approval to purchase one 2025 International CV515 Crew Cab 4x4 Type 3 Brush Truck for Fire Station No. 4 in an amount not to exceed $334,334 from Southwest International, through the Texas BuyBoard Cooperative bid contract #724- 23. Fire Chief Jonathan Peacock presented this item and responded to questions from the Council. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to approve the purchase contingent upon confirmation of the purchase of a 4x4 chassis. The motion carried 5 - 0. 7.i: Consider approval to purchase one 2026 Ford F550 Super Cab 4x4 Type 6 Brush Truck for Fire Station No. 5 in an amount not to exceed $258,290 from Rockdale Country Ford, through the Texas BuyBoard Cooperative bid contract #724-23. Fire Chief Jonathan Peacock presented this item and responded to questions from the Council. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the purchase as presented. The motion carried 5 - 0. 7.j: Consider authorizing the purchase and upfitting of four Police Pursuit Vehicles (PPVs), three 2026 Chevrolet Silverado units, and one 2026 Chevrolet Tahoe, through Sames Auto Group, utilizing The Interlocal Purchasing System (TIPS) Contract #240901, not to exceed an amount of $483,660. Assistant Chief of Police Stewart Chalmers presented this item and responded to questions from the Council. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to approve the purchase as presented, with further clarification on the items included in the upfitting portion of the purchase to be provided at the next Council meeting. The motion carried 5 - 0.
8.a: Consider adopting a fiscal year meeting schedule. City Manager James Hotopp presented a proposed fiscal year 2025-26 meeting schedule. On the motion of Luke Williams, second by Zack Smith, the City Council voted to schedule: • one meeting in November 2025, on November 18; • two meetings in December 2025, on December 2 and December 16; and • two meetings in July 2026, on July 14 and July 28. The motion carried on a 3–2 vote, with Council Members Wilder, Smith, and Williams voting Yea, and Mayor Paschall and Council Member Ticzkus voting Nay.
8.b: Discuss and Consider Resolution R2025-16, Nominating Candidates to the Parker County Appraisal District Board of Directors. City Manager James Hotopp explained that the appraisal district is governed by a nine- member board, with five directors appointed by the taxing units. He noted that the terms of two appointed directors would expire on December 31, 2025, and submitted Richard Barret and Joe Wilkinson as candidates for Council consideration. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve Resolution R2025-16 nominating candidates Richard Barret and Joe Wilkinson to the Parker County Appraisal District Board of Directors. The motion carried 5 - 0.
8.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-44 concerning a request to amend the Title XII Zoning Ordinance Section 12-2-101 "Zoning Amendment", to update zoning change notices and sign requirements in accordance with state law. MCA-25-0008. Assistant City Manager Chad Marbut presented proposed amendments to the Zoning Ordinance pertaining to notices and sign requirements to comply with State law. Mayor Paul Paschall opened the Public Hearing at 7:07 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 7:07 p.m. On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2025-44 amending the Zoning Ordinance as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2025-44 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING PORTIONS OF SECTION 12-2-101 OF THE ZONING ORDINANCE TO UPDATE ZONING CHANGE NOTICES AND SIGN REQUIREMENTS IN ACCORDANCE WITH STATE LAW; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR VIOLATIONS HEREOF; PROVIDING FOR PUBLICATION IN THE OFFICIAL NEWSPAPER; PROVIDING AN EFFECTIVE DATE.
8.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-45 concerning a request by Robert Stuckey for a Zoning Map Amendment from AG Agriculture to C1 General Commercial with a Conditional Use Permit for a Contractor Office / Facility with Outdoor Storage Including Vehicles use on an approximate 1.632-acre tract being generally located at 200 Otto Drive, in the City of Weatherford, Parker County, Texas. ZCH-25-0011 & CUP-25-0013. Assistant City Manager Chad Marbut explained that the Planning and Zoning Commission had tabled this item at the request of the applicant to their next meeting on October 8, 2025. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted unanimously to table this item to the October 14, 2025, City Council meeting. The motion carried 5 - 0.
8.e: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-43 concerning a request to amend the Title XII Zoning Ordinance Section 12-3-301, "CN" Central Neighborhood District to add single family detached dwellings as a permitted use and to clarify "Household Living - 2nd Story and Above" as a permitted use in mixed use buildings and "Household Living - 1st Story" as a conditional use in mixe d use buildings and to amend Section 12-6-100 "Definitions" of the Zoning Ordinance to add a definition for "Mixed Use Building." MCA-25- 0007. Assistant City Manager Chad Marbut presented proposed amendments to the Zoning Ordinance to support the intended mix of residential and complementary commercial uses in the Central Neighborhood District by clarifying language and defining “Mixed-Use Building” to ensure consistent interpretation of the zoning code. Mayor Paul Paschall opened the Public Hearing at 7:12 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 7:13 p.m. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-43 amending the Zoning Ordinance as presented. Action on executive session items: On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to authorize the city attorney’s office to file Chapter 54, Local Government Code, code enforcement litigation against the property owner and the property located at 1419 E. Bankhead Highway, Weatherford, Texas 76086. The motion carried 5 - 0.
