Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Curtis Tucker): Approved a cooperative purchase agreement with Intermountain Slurry Seal Inc. for Micro- surfacing various City streets. Appointed Eric Lee and Rick Mutina from alternate members to regular members on the Zoning Board of Adjustments.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-13 for a zoning district change from C1 Commercial to R2 Two-Family Residential and a conditional use permit for a proposed single-family attached development for property located on the north side of West Oak Street between Lamar Street and Jackson Street, City of Weatherford, Parker County, Texas. ZCH2020-0001. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their February 12, 2020 regular meeting, the Planning & Zoning Commission voted 4-0 to approve the zoning change from C1 Commercial to R2 Two-Family Residential and conditional use permit (CUP) with conditions as recommended by staff. Conditions of approval are as follows: 1. Application for site plan review must be submitted within 12 months; and 2. Each lot must be a minimum of 35 feet wide per Zoning Regulations section 12-3-6(e)(3)(d)(2). Mayor Paschall opened the public hearing at 6:35 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:35 p.m. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to approve this item with the aforementioned conditions. Motion carried 5 - 0.
Consider and/or act upon acceptance of the annual audit report for the fiscal year ended September 30, 2019, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Assistant Finance Director Dawn Brooks presented this item. This annual audit is presented approximately one month earlier than in previous years and will be submitted for an award which, if received, will be the 31st consecutive year. Ms. Brooks introduced Paula Lowe with the City's auditing firm Pattillo, Brown & Hill, L.L.P., Certified Public Accountants, which has been the City’s accounting firm for 10 years. Ms. Lowe stated that the firm has rendered an unmodified opinion, also referred to as a clean opinion, which is the highest opinion possible. Ms. Lowe stated that no deficiencies were reported. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to accept the annual audit report for the fiscal year ended September 30, 2019. Motion carried 5 - 0.
Consider a PRELIMINARY PLAT for the 68-lot Hidden Lake Estates, Phase 1 on East B.B. Fielder Road, described as being 17.696 acres out of the R. Inman Survey, Abstract 726, City of Weatherford, Parker County, Texas. SBD2020-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their February 12, 2020 regular meeting, the Planning & Zoning Commission voted 4-0 to approve the plat with conditions as recommended by staff. Subsequent to that meeting, the applicant provided an updated plat which satisfied several of the outstanding requirements on which the approval was conditioned. The remaining conditions of approval are as follows: 1. The storm water detention pond easement (V. 1726 P. 990) is shown to include several residential lots. Prior to approval of final plat, all such lots will need to be located outside of the easement or the easement limits will need to be revised. 2. The plat is showing the storm water detention pond easement to be abandoned by plat. The easement can only be abandoned in the manner it was created. A copy of the recorded abandonment instrument shall be provided prior to approval of final plat. 3. Prior to approval of site development permit, the preliminary plat included in the plan set shall show bearings and distances for the storm water detention pond easement created by this plat. Receive Certification of Unopposed Candidates for Weatherford City Council Places No. 1 and 2 and consider adoption of Resolution R2020-07 cancelling the May 2, 2020 General Election and declaring unopposed candidates Heidi Wilder (Place 1) and Jeff Robinson (Place 2) elected. City Secretary Malinda Nowell presented this item stating that, if the Council votes to cancel the General Election, that would have no bearing on the Special Election to fill a vacancy in Place 3 which is also scheduled for the May 2, 2020 Uniform Election Day. The filing period for the Place 3 vacancy concludes March 3, 2020. On the motion of Mayor Paul Paschall, second by Curtis Tucker, the Council voted unanimously to adopt Resolution R2020-07 declaring Heidi Wilder unopposed and elected for Place 1 and Jeff Robinson unopposed and elected for Place 2 on the May 2, 2020 General Election; and canceling the May 2, 2020 General Election. Motion carried 5 - 0.
Downtown Work Session regarding progress of the downtown bypass project including a project timeline with deadline-based deliverables and dates, regular updates for City Council, with a focus on the start and completion of the project. Director of Capital Projects Terry Hughes presented this Work Session. Mr. Hughes stated that this project is set in three phases: Phase 1 is the Northern bypass; Phase 2 is the Southern bypass; and Phase 3 is Heritage Square. Mr. Hughes provided a map of the overall area, the timeline for phases 1 thru 3 beginning 2020 thru 2026 and discussed funding mechanisms and partners. Mr. Hughes will provide quarterly updates to the Council.
