Recognize Bret Watson for being selected as the 2021-2022 State Commander for The American Legion, Department of Texas. Mayor Paul Paschall recognized Bret Watson for receiving this statewide honor. Proclamation naming September 17-23, 2021 as Constitution Week. Mayor Paschall presented this proclamation to representatives of the local chapter of the Daughters of the American Revolution. Presentation of the Cityworks Excellence in Enterprise Practice Award Assistant Director of Information Technology Kiason Turner and Business Analyst Austin Nichols presented this award to fellow staff members.
Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held August 24, 2021. Appointed Liza Walters to the vacant alternate seat on the Building and Standards Commission. Reappointed the following: Paul Paschall and Jeff Robinson to the TIRZ #1 Board; and Paul Paschall and Jeff Robinson to the TIRZ #2 Board; and Susan Cochran and Gayle Hall to the Weatherford Public Library Board; and Jenni Day, Dr. Kathryn Garofalo, and Montanna McMasters to the Animal Shelter Advisory Committee; and Kathy Mosby, Chase Rutledge, and Mary Ann Williamson to the Transportation Advisory Board. Approved Resolution R2021-16 designating the Weatherford Democrat as the official newspaper for the City of Weatherford's legal publications for fiscal year 2021-2022. Approved Ordinance O2021-50, adopting a municipal fee schedule for FY22. Adopted Resolution R2021-18 setting a public hearing on proposed amendments to the 2016 Water and Wastewater Impact Fee Program. Approved a preliminary plat for Bobcat Pass, 16 residential lots being 37.956 acres and called to be portions of the S Barber Survey, Abstract No. 204; the L. Lee Survey, Abstract No. 825; the T. Moore Survey, Abstract No. 994 in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas, SBD2021-0065, subject to all requirements of the subdivision ordinance as well as the following conditions, which must be met prior to approval: 1. Typical pavement example for streets only shows some dimensions. Dimension radius of knuckles or provide additional examples to clarify. WMC 11-4-4 (b). 2. Existing Conditions sheet should be labeled sheet 3 of 3. All pages in the set should have the same title block and be labeled sequentially with page numbers. 3. Planning and Zoning Approval block not required. 4. Proposed ROW should not be shown on Existing Conditions sheet. Approved a preliminary plat for University Hills Phases 3 & 4, 100 residential lots plus 1 HOA Detention area being 39.61 acres in the Texas and Pacific Railway Company Survey, Abstract No. 1447, City of Weatherford, Parker County, Texas, SBD2021-0067, subject to the following conditions which must be met prior to approval, specifically noting that lots on conditions 3-6 are brought into conformance with Title XII minimum zoning requirements for SF8.5: 1. Sheets as part of a set should be numbered sequentially. 2. General note 13 is inaccurate to Zoning Setback regulations for Side Yard. Only includes interior lots. 3. BLK 13, Lot 2 is non-conforming to SF8.5 Zoning. Alter lot width to meet or exceed minimum 85' width of the lot. 4. BLK 12, Lot 2 is non-conforming to SF8.5 Zoning. Alter lot width to meet or exceed minimum 100' width for corner lot. 5. BLK 12, Lot 2 is non-conforming to SF8.5 Zoning. Alter lot depth to meet or exceed minimum 100' depth the lot. 6. BLK 11, Lot 15 is non-conforming to SF8.5 Zoning. Alter lot width to meet or exceed minimum 85' width of the lot.
Hold a PUBLIC HEARING on the proposed ad valorem tax rate of $0.4581 per $100 valuation, including $0.3245 per $100 valuation for operations and maintenance and $0.1336 per $100 valuation for interest and sinking (debt service). Finance Director Dawn Brooks presented this item. No action was required or taken. Mayor Paschall opened the public hearing at 6:52 p.m. Mr. Richard Heizer, 1001 Thistle Hill Trail, thanked the Council for taking into consideration the 'no new revenue' rate and proposing a rate less than the ‘no new revenue’ rate. As there were no other speakers, Mayor Paschall closed the hearing at 6:55 p.m. No action was required or taken.
Consider and/or act upon approval of Ordinance O2021-51 adopting the City Manager's Proposed Budget for the fiscal year beginning October 1, 2021 and ending September 30, 2022. Finance Director Dawn Brooks presented this item stating that no changes have been made since this budget was originally proposed on August 10th. The FY22 City Manager’s Proposed Budget includes: • 23 separate funds • Expanded service levels • 17 departments • Excess of 120-day reserve • 315 employees • Total Revenues - $60.9M • All city programs (except utilities) • Total Expenditures - $59.3M • Balanced budget On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve Ordinance O2021-51 adopting the City Manager's Proposed Budget for the fiscal year beginning October 1, 2021 and ending September 30, 2022. Motion carried 4 - 0.
Consider and/or act upon approval of Ordinance O2021-52 adopting the ad valorem tax rate of 45.81 cents per $100 of valuation for the 2021 tax year (2022 fiscal year). Finance Director Dawn Brooks presented this item as well. Heidi Wilder moved that the property tax rate be decreased by the adoption of a tax rate of 45.81 cents per $100 valuation which is effectively a 5% decrease in the tax rate and includes a rate of 32.45 cents for the operations and maintenance of the General Fund and 13.36 cents in order to service the city's debt. Second by Jeff Robinson. Motion carried 4 - 0.
Consider authorizing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents during the current fiscal year and consider next fiscal year's interlocal agreement for same. Director of Library Services Chris Accardo presented this item. Mr. Accardo presented information regarding the 2021 Interlocal Agreement as well as the FY22 Proposed Interlocal Agreement. After much discussion, on the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to authorize the City Manager to execute the interlocal agreement for the current fiscal year 2021, as presented, and also to execute the FY22 proposed contract for an amount of $250k with $50k increase per year until the rate paid totals $500k at which time the contract will be reconsidered. Motion carried 4 - 0.

L.P./Weatherford Ridge Shopping Center. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve an amended agreement with the Weatherford Ridge Shopping Center.
