Presentation of award from the Weatherford Horseshoe Club to the Weatherford Parks Recreation and Special Events Department. John Allison presented this award to Assistant Director Jaycob Kirkpatrick and staff of the Parks, Recreation, and Special Events Department. Presentation from Weatherford Christian School in gratitude for the "Pray Weatherford Day" proclamation issued in August 2020. Head of School Dr. Beth Riley, Director of Missions and Advancement Courtney McKeown and Director of Marketing Kasey Petzold thanked the Council and staff for their service and commitment to the Weatherford community. Proclamation naming November 6, 2020 as Arbor Day in the City of Weatherford. Mayor Paul Paschall presented this proclamation for the Parks, Recreation and Special Events Department. Strong Community Employee Highlight Video Director of Communications and Marketing Blake Rexroat presented this employee video highlighting Special Events Coordinator Rachel Hamilton.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held October 13, 2020. Reappointed Dr. Tom Novak to the Municipal Utility Board. Authorized the mayor to execute a Special Warranty Deed to SFX Designs, Inc. for a 2.93 acre tract land in Lot 1, Block A, Huggins Addition and a 1.15 acre egress/ingress easement in the P. B. Pipkin Survey, Abstract 1073, Parker County, Texas. Authorized the Transportation and Public Works Department to utilize the Water Utility Department Bid #2020-011 for annual concrete and asphalt repairs from Reytech Services, LLC.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2020-60 for a conditional use permit for a Feed & Grain Store/Farm Supply Store at the lot located at the northwest quadrant of FM 730 (Azle HWY) and FM 180 (Fort Worth HWY); being a 18.45 acre tract of land situated in the HANNIBAL GOODE SURVEY, ABSTRACT No. 535, City of Weatherford, Parker County, Texas. CUP2020-0011. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their October 14, 2020 meeting, the Planning and Zoning Commission voted 6 - 0 to approve the conditional use permit with the following recommendations as proposed by staff: 1. Outdoor display items shall be limited to the areas as shown on the site plan or as permitted per City code. The outdoor display area will be corralled with a decorative split-rail fence. 2. Signage shall be limited to approved wall signs and one monument sign not to exceed 12 feet in height and 15 feet in width. 3. Any outside propane storage shall be screened with a wall or fence and protected from accidental vehicle collisions with the use of bollards or other similar devices. 4. Hay bales will not be displayed in the front yard setback of the site. 5. Hold a PUBLIC HEARING and consider adoption of Ordinance O2020-59 amending Title XI – Subdivision Regulations for the City of Weatherford and its extraterritorial jurisdiction (ETJ). MCA 2020-0008. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the updated subdivision regulations including any grammatical, formatting, or minor adjustments required from Legal and/or Planning staff. At their October 14, 2020 meeting, the Planning and Zoning Commission voted 6 - 0 to approve and recommend approval of this municipal code amendment to the City Council. Mayor Paschall opened the public hearing at 6:52 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:52 p.m. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to approve the updated subdivision regulations including any grammatical, formatting, or minor adjustments required from Legal and/or Planning staff. Consider acceptance of the FY20 4th Quarter Investment Report for quarter ended September 30, 2020. Assistant Finance Director Dawn Brooks presented this item. Mrs. Brooks stated that the City earned $308,744, across all funds, in the fourth quarter and a total of $1,834,080 for the fiscal year ending September 30, 2020. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to accept this item. Motion carried 5 - 0.
Consider a request for final plat approval for Crown Valley Estates Phase 1 Section 3. 53 lots on 12.92 acres situated in the C.C. McCarver Survey, Abstract 1665, City of Weatherford, Parker County, Texas. SBD2020-0045. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval subject to the following conditions, all of which must be met prior to certification and recording of the plat: 1. Provide an executed and recorded HOA agreement for the maintenance of private infrastructure and the screening wall (Reference Subdivision Ordinance§11-5-3(d)). 2. Public improvements are required to be accepted before the final plat is recorded (Reference Subdivision Ordinance 11-5-9(c)(1)). A subdivision improvement agreement and surety is required to record the plat prior to acceptance of public improvements (Reference Subdivision Ordinance) §11-5-9(c)(2)). 3. Provide bearings for the 8'x32' US Postal Easement (Reference Subdivision Ordinance §11-5- 2(m)). 4. The 10' sanitary sewer easement along the back of lots 32 and 33, Block E does not appear to be necessary. 5. Once an easement is abandoned, it should be removed from the plat. Easements shall be abandoned by this plat and not by separate instrument. Remove the section of the 30' permanent easement Vol. 1559 pg. 864 from the plat that will be abandoned as part of this plat. Consider a request for final plat approval for Woodland Lakes, Phase One, 19 lots and a total of 48.11 acres located between Farm to Market Road 920 and Zion Hill Road within the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2020-0044. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended disapproval of the proposed final plat for Woodland Lakes, Phase One for the following reasons: 1. Preliminary plat contained 167.257 acres, while phase 1 final plat accounts for only 48.111 acres. Future phases are not delineated in approved preliminary plat. Revised preliminary plat required in order to approve final plats in phases according to an approved development schedule. Weatherford Municipal Code 11-4-6(d). 2. Remove the minimum finished floor elevations from the plat. WMC 11-5-2. 3. Provide a scale for the entire subdivision shown on Sheet 1. WMC 11-5-2(f). 4. Include the number of lots within the phase in the title block. WMC 11-5-2(h)(1)(c). 5. Include a lot number and area for the proposed HOA lot (Woodland Way). WMC 11-5-2(l). Update regarding the global recycling market and review of the city's recycling program. Director of Municipal and Community Services Dustin Deel introduced Mr. Dave Yanke with NewGen Strategies and Solutions, LLC. Mr. Yanke gave this update. Recommendations were as follows: 1. Continue the status quo of subscription for curbside recycling. 2. Determine the level of interest in a recycling drop off center and the level of services to offer at the facility, if pursued. 3. Continue the current household waste program. Potentially consider one or two household waste collection events in the City per year. 4. Explore NCTCOG finding assistance for household waste collection events, if pursued. This update was for informational purposes and no action was required or taken on this item.
