Consent agenda, approved as one vote: 6.a: Reappointed Brenda McClurkin and Teri Hubbard to the Historic Preservation Commission. 6.b: Consider approval of Amendment #1 with Tryba Architects for additional professional services in an amount not to exceed $15,000, for a total contract amount of $402,310. Zack Smith made a motion to deny this item. The motion failed for a lack of a second. On the motion of Luke Williams, second by Heidi Wilder, the City Council voted unanimously to table this item to the City Council meeting scheduled April 8, 2025. The motion carried 5 - 0. 6.c: Authorized the City Manager to enter into an Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) for traffic signal enhancements at the intersections of the Interstate Highway 20 Frontage Roads at East Bankhead Highway, FM 51/SH 171 (South Main Street) at B.B. Fielder Road, and FM 730 (Azle Highway) at Ric Williamson Memorial Highway. 6.d: Approved Amendment #1 regarding 380 Agreement for Weatherford Point Development.
7.a: Consider and/or act upon acceptance of the annual audit report and the single audit report for the fiscal year ended September 30, 2024, as presented by Pattillo, Brown & Hill, L.L.P., Certified Public Accountants. Chief Finance Officer Dawn Brooks presented the annual audit report and the single audit report for the fiscal year ended September 30, 2024, and introduced Ms. Paula Lowe, CPA, audit partner with Pattillo, Brown & Hill, L.L.P. Ms. Lowe reported that the audits resulted in clean opinions, with no issues or findings. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to accept the annual audit report and the single audit report as presented for the fiscal year ended September 30, 2024. The motion carried 5 - 0.
7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-08, amending the Title XII Zoning Ordinance, section 12-6-100 "Definitions" and sections 12-3-300 through 12-3-305 to add Electric Vehicle Charging Stations as a permitted use in all commercial zoning districts and the industrial district. MCA-25- 0002. Director of Development Services Kaleb Kentner presented proposed amendments to the City’s Zoning Ordinance to allow Electric Vehicle Charging Stations as a permitted use in all commercial and industrial zoning districts. Mayor Paul Paschall opened the Public Hearing at 6:17 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:17 p.m. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2025-08, approving the proposed amendments to Title XII - Zoning Ordinance as presented. The motion carried 5 – 0, and the ordinance is captioned as follows: ORDINANCE NO. O2025-08 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE XII “ZONING ORDINANCE” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD BY AMENDING SECTION 12-6-100 “DEFINITIONS” BY ADDING A DEFINITION FOR “ELECTRIC VEHICLE CHARGING STATION” AND BY AMENDING THE DEFINITION FOR “KIOSK”; AND AMENDING SECTIONS 12-3- 300 THROUGH 12-3-305 TO ADD ELECTRIC VEHICLE CHARGING STATIONS AS A PERMITTED USE IN ALL COMMERCIAL ZONING [...]
7.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-09, amending the Title XII Zoning Ordinance, section 12-1-102 "Zoning Officials" to revise the provisions of subsection (a) regarding responsibilities of the "Planning Director", MCA-25-0003. Director of Development Services Kaleb Kentner presented proposed amendments to the City’s Zoning Ordinance clarifying the responsibilities of the Planning Director. Mayor Paul Paschall opened the Public Hearing at 6:20 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:21 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-09, approving the proposed amendments to Title XII - Zoning Ordinance as presented. The motion carried 5 – 0, and the ordinance is captioned as follows: ORDINANCE NO. O2025-09 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE XII “ZONING ORDINANCE” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD BY AMENDING SECTION 12-1-102 “ZONING OFFICIALS” TO REVISE THE PROVISIONS OF SUBSECTION (a) REGARDING THE RESPONSIBILITIES OF THE “PLANNING DIRECTOR”; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
7.d: Consider authorizing the City Manager to execute a Job Order with Harendt Construction Group, LLC under the Job Order Contracting Program for construction services related to Weatherford Parker County Animal Shelter Phase 1 improvements in an amount not to exceed $825,000. Director of Municipal and Community Services Eric Shumar presented a proposed scope of work for Phase 1 improvements to the Weatherford Parker County Animal Shelter. He stated that the improvements were expected to be completed by August 21, 2025, and that the shelter would remain open and operational throughout construction. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute a Job Order with Harendt Construction Group, LLC under the Job Order Contracting Program for construction services related to the Weatherford Parker County Animal Shelter Phase 1 improvements in an amount not to exceed $825,000. The motion carried 5 - 0.
