Recognize Bryant Huggins for academic achievements. Mayor Paul Paschall recognized Bryant Huggins, Weatherford High School's 2015 Valedictorian, for his achievements. Bryant recently graduated from Harvard University with a mechanical engineering degree and a minor in religion. Recognize the Junior Police Academy and Police Explorer programs. Police Chief Lance Arnold spoke about the Junior Police Academy and the 12 students who completed the academy this summer. He also provided information about the local post of the Police Explorer's Program and its 11 members.
Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Heidi Wilder): Authorized the city manager to execute a contract with T3E, LLC for onsite inspection services required during the construction of the extension of BB Fielder Road. Authorized the Mayor to execute an interlocal agreement with Parker County for road maintenance, repairs, and construction.
Consider a preliminary plat, including waivers from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, including Sec. 11-3-1(o): maximum block length of 1,600 feet; Sec. 11-3-1(p): maximum cul-de-sac length of 600 feet; Sec. 11-3-1(u): two points of access from public roads to the subdivision; Sec. 11-3-9(a): connection to city’s water system; Sec. 11-3-9(b): connection to city’s wastewater collection and treatment system; Sec. 11-5-5(a): improvement to substandard arterial street and future collector street; and Sec. 11-5-7(a)(1): side/rear yard screening along existing and future collector-or-above roadways, for the 27-lot Moriah Farms Estates subdivision, described as being 59.224 acres located on Tin Top Road and situated in the J.J. The applicant, Moriah Farms Estates, LLC, is requesting preliminary plat approval for the Moriah Farms Estates subdivision which is 27 lots totaling 59.224 acres. The site lies on Tip Top Road near its intersection with Shanes Lane in the ETJ. Consider a master plat, including waivers from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, including Sec. 11-3-1(l): intersection angle and tangent; and Sec. 11-5-5(a): improvement to substandard arterial streets, for the 93-lot Montclaire subdivision, located at 722 West Park Avenue, and described as being a 23.678 acre tract predominately in the BBB & C RR Company Survey, Abstract 145, City of Weatherford, Parker County, Texas. SBD2019-0027. Mr. Hamrick presented this item as well. The applicant is proposing a subdivision of 87 single-family residential lots and six open-space tracts on an approximate 24-acre site between West Park Avenue and South Bowie Drive. The project will be developed in a single phase. The proposed master plat requests approval of the conceptual lot and street layout as well as the associated waivers necessary for its approval, prior to preparing the preliminary plat and full engineering submittal. The waivers requested are as follows: 1. Sec. 11-3-1(l): intersection angle and tangent 2. Sec. 11-5-5(a): improvement to substandard arterial streets. Discuss and consider proposed changes to and adoption of the 2019 Council Policy Manual. City Secretary Malinda Nowell presented this item. Changes were discussed on pages five and six. The Consensus was to remove "avoid reference to personalities" from the redlined paragraph on page five. The redlined paragraph on page six will be removed completely. The social media participation policy will be included as recommended on the draft that was provided in the agenda packet. Council agreed with citizen comments on non-agenda items being located at the end of all future meeting agendas. Deputy City Manager James Hotopp noted that the nepotism policy is included as an attachment since it is part of the personnel policy and could be changed. Mrs. Nowell stated that these changes complete the review of the Council Policy Manual and that it will be placed on the Consent Agenda for adoption by resolution at the next regular meeting.
Receive financial report for the 3rd quarter of FY19 Finance Director Kyle Lester presented this item. Through June, the General Fund has collected 76% of budgeted revenue and spent 70% of budgeted expenditures, leaving a surplus of $1.2M. Interest earnings have fared significantly better in recent years. Comptroller reports indicate that state and City allocations through May are up 7.9% from last year, most of which is from current collections. On the expenditure side, the City is on target having spent approximately 70% of the annual budget. The Solid Waste Fund has a deficit as of June, with 76% of revenues received and 72% of expenditures spent. Internal restructuring has driven this deficit. Staff will be adjusting the administrative services transfer, which should make this fund whole before year-end. The hotel motel fund has a surplus of $184,000 through the second quarter which is driven by higher Hotel Occupancy Tax (HOT) collections. This marks a large turnaround in hotel tax receipts since 2015. Staff will always be cautious with this revenue since it is completely dependent upon tourism; however, it is clear that this surplus has reach a new level. The City Manager’s Office and budget staff have held meetings with each department to review base budgets and funding requests in detail. The proposal will be presented to the Council on August 13th. Future agenda items: Mayor Pro Tem Wilder requested a discussion regarding density issues in R1 and strengthening the City’s tree ordinance. Since the new director of Development and Neighborhood Services Department begins his employment on Monday, Ms. Wilder agreed to this discussion in a 90-day window.
