Hold a PUBLIC HEARING and consider approval of Ordinance 727-2015-16 for a Zoning Change for property zoned AG Agricultural and C1 Commercial to C1 Commercial with a Conditional Use Permit for Office/Warehouse use, located east of 2105 Clear Lake Road, more generally described as being Lot 3, Block 1, Collins Park Place Addition, an addition to the City of Weatherford, Parker County, Texas. ZCH2015-0002. Craig Farmer, Director of Planning and Development, presented this item. This is a request to rezone the entire tract to C1 commercial with a conditional use permit. The Planning and Zoning Commission considered this request at their meeting on May 13th and they unanimously recommended approval. Discussion included entrances, paved roads, sound and visual barriers. Mayor Hooks opened the public hearing at 6:41 p.m. David Chism, applicant, stated that the drive is approximately 45 feet in and out. He stated that as they build, the drive will always be wide enough for a fire truck to drive in, drive around the building and drive out. The vegetation to the south and the east of the property will remain as is for the foreseeable future. As there were no other speakers, Mayor Hooks closed the hearing at 6:43 p.m. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve this zoning change and conditional use permit. Motion carried 5 - 0.

Consider a waiver from roadway improvement requirements for the Roger Williams Automall project, on property located at 1102 Washington Drive, City of Weatherford, Parker County, Texas. SBD2014-0026 Craig Farmer, Director of Planning and Development, presented this item. This request is related to the right turn from the IH-20 frontage road onto Texas Drive. Mr. Farmer stated that when the entertainment complex plats their property, they will provide the additional right-of-way for the deceleration lane. In the long-term, either the City or TxDOT will probably have to make the roadway improvements. Patrick Filson was in attendance on behalf of the applicant. The Council had no questions. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to approve this waiver from roadway improvements. Motion carried 5 - 0.

Consider a waiver from public improvement requirements for the Miracle League project, on property located at the southwest corner of Tin Top Road and Candleridge Court, City of Weatherford, Parker County, Texas. SBD2015-0005 Craig Farmer, Director of Planning and Development, presented this item. He stated that this is a solid surface ball field for persons in wheelchairs and otherwise physically impaired. Normally, the City requires the extension of water and sewer. The applicant requested waivers for all requirements. Staff recommended deferral of the requirements until the applicant begins to develop lot two. The requirements would be reconsidered at that time. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to approve deferring the public improvement requirements. Motion carried 5 - 0.

Consider a Master Plat for Lockwood Acres Addition, for property located east of B.B. Fielder Road and Causbie Road, Parker County, Texas. SBD2015-0013 Craig Farmer, Director of Planning and Development, presented this item. This request is for approval of a Master Plat for 53 acres. It shows the location of a second way in and out. The applicant anticipates 116 residential lots and they will meet the City's standards. On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted unanimously to approve the Master Plat. Motion carried 5 - 0.

Discuss and consider renaming a section of South Dubellette Street in honor of Raymond George. Sharon Hayes, City Manager, presented this item. Raymond George has been very active in renovating the Mount Pleasant School House to its restored condition. This school was operational during segregation and up until the 1960s. The Council was recently approached by a citizen regarding naming a portion of Dubellette in honor of Mr. George and his efforts. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve this request. Motion carried 5 - 0.

Railroad Company Survey No. 165, Abstract 1441, the T. & P. Railroad Company Survey Abstract 1453, the William Spracklin Survey, Abtract 1260, the A. J. Ball Survey, Abstract 2288, the George Staggs Survey, Abstract 1196, the T. Brown Survey, Abstract 133, the Ferdinand Emma Survey, Abstract 421, the Benjamin Thomas Survey, Abstract 1563, the J. Staff recommends adoption of this resolution which sets the public hearings for the annexation. This annexation will allow the City to regulate the development around the loop. Discuss and consider renaming a section of South Dubellette Street in honor of Raymond George. Mr. George joined the meeting. The Council thanked him for his work and presented him with a street sign named "Raymond George Way." Discuss and consider appointments and/or reappointments to the Parks & Recreation Board, the Zoning Board of Adjustments, the Planning and Zoning Commission, and the Library Board. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to appoint Cathrine Redenbaugh to Parks and Recreation Board; to reappoint Kathy Lee to the Library Board; and to appoint Paul Paschall to the Planning and Zoning Commission. Motion carried 5 - 0.

Future agenda items: Mayor Pro Tem Craig Swancy asked that the mountain bike trail issue be placed on the agenda for Council to vote upon. Mayor Hooks stated that staff is in the beginning stages of a Park Master Plan, and asked that this item be held until after the Plan is adopted. Michael Anderson, 115 Thrush Avenue, asked the Council to look into the research that Laura Anderson compiled.
