Consent agenda, approved as one vote: 6.a: Authorized the City Manager to execute a professional services contract with Dunaway Associates for the design of the 2026 Water and Wastewater Rehabilitation project in an amount not to exceed $191,100. 6.b: Authorized the expenditure of funds, up to $155,000, with Off Duty Excavation, LLC. 6.c: Approved Resolution R2025-09 amending the FY25 Adopted Utility Budget. 6.d: Awarded RFP 2025-011 for substation battery inspection, testing, and MUB07242025 Page 1 of 3 maintenance services to RMS Energy Company, LLC for the amount of $16,841 with a not to exceed amount of $126,548.
7.a: Hold a public hearing on the 2024 Annual Water Quality Report. Director of Water Utilities Rick Shaffer presented this item. Mr. Shaffer explained that the 1996 Safe Drinking Water Act requires public water suppliers to provide specific water-related information to all customers on an annual basis. This information is provided to water utility customers in the form of a Water Quality Report, also referred to as a Consumer Confidence Report (CCR). The intent of this report is to inform and educate the public about the quality of our drinking water, compliance with regulations, our sources of water supply and other educational information. The Water Quality Report, and this public hearing, also serve to promote a dialog between customers and the water provider. Mayor/Chair Paul Paschall opened the public hearing at 12:15 p.m. As there were no speakers, Mayor/Chair Paschall closed the public hearing at 12:15 p.m. No additional action was required on this item.
8.a: Consider adoption of the Water and Wastewater Master Plan Update. Assistant Director of Public Works Bill Smith introduced Jessica Brown of Freese and Nichols. Ms. Brown provided an overview of the Water and Wastewater Master Plan Update. After discussion, no action was taken. This item will be considered for adoption at the August meeting once the board has had sufficient time to review the document.
8.b: Discus and/or consider an amendment to the agreement with Webber Waterworks, LLC to authorize Guaranteed Maximum Price #3, in the amount of $23,597,528.80 for the Dr. Paul Phillips Water Purification Plant Expansion to 18 MGD project, thereby increasing the total contract value to an amount not to exceed $52,973,109.05; and discuss and consider providing direction to City Staff regarding the future construction of GAC Contactors #7 and #8. Director of Water Utilities Rick Shaffer presented this item. After discussion, on the motion of Dr. Tom Novak, second by Ken Davis, the board voted unanimously to authorize the City Manager to execute an amendment to the agreement with Webber Waterworks, LLC, for the Dr. Paul Phillips Water Purification Plant Expansion to 18 MGD. Motion carried 7 - 0. After additional discussion, the board provided direction to staff regarding future construction of GAC Contractors #7 and #8. MUB07242025 Page 2 of 3
