4.b: Presentation on the Parker County Public Utility Agency Formation and Timeline. Director of Water Utilities Rick Shaffer introduced Parker County Commissioner Larry Walden and Jessica Brown of Freese and Nichols. Commissioner Walden provided a brief overview of the Public Utility Agency (PUA). Consent agenda, approved as one vote: 6.a: Authorized the City Manager to execute a contract with Garver, LLC for professional engineering services for the Lead and Copper Rule Compliance Program, in the amount of $998,910. 6.b: Authorized the City Manager to execute a construction contract with Ace Pipe Cleaning for the 2025 Trenchless Wastewater Rehabilitation project in the amount not to exceed $150,149.71.
7.a: Hold a public hearing on the 2025 Annual Water Quality Report. Director of Water Utilities Rick Shaffer presented this item. Mr. Shaffer explained that the 1996 Safe Drinking Water Act requires public water suppliers to provide specific water-related information to all customers on an annual basis. This information is provided to water utility customers in the form of a Water Quality Report, also referred to as a Consumer Confidence Report (CCR). The intent of this report is to inform and educate the public about the quality of our drinking water, compliance with regulations, our sources of water supply and other educational information. The Water Quality Report, and this public hearing, also serve to promote a dialog between customers and the water provider. Chair Paul Paschall opened the public hearing at 12:39 p.m. As there were no speakers, Chair Paul Paschall closed the public hearing at 12:39 p.m. No additional action was required on this item.
8.a: Consider authorizing the Water Utility to apply for grant funding, in an amount not to exceed $21,000,000 offered by the Texas Water Development Board under the Water Supply and Infrastructure Grant Program; and adopt Resolution No. R2026-14. Director of Water Utilities Rick Shaffer presented this item. After discussion, on the motion of Lindsey Hester, second by Dr. Tom Novak, the board voted unanimously to approve this item. 9.a: Quarterly Performance Dashboard Directors of Utilities Joe Farley and Rick Shaffer presented this item. This report was for informational purposes, and no action was required or taken. Following discussion, the board directed that this report be included in the quarterly report, with staff providing an end-of-year update going forward.
