Consent agenda, approved as one vote: 6.a: Authorized the City Manager to purchase network infrastructure, phone system hardware, and related services with budgeted dollars in an amount not to exceed $200,000 using the Texas Department of Information Resources (DIR) Contract (DIR- TSO-4288). 6.b: Awarded Bid No. 2024-025 Miscellaneous Trucking Services, items 1-5 to Lions Gate Logistics as primary vendor for Tandem and End Dump trucking services and Bear Down Logistics as the primary vendor for Flow Boy trucking services in an amount not to exceed $120,000. 6.c: Approved the purchase of radio system maintenance services from Motorola Solutions for an amount not to exceed $174,000. 6.d: Authorized the procurement of holiday and event lighting & decorative services and supplies from The Decor Group (DFW Holiday Kings), through The Interlocal Purchasing System (TIPS) program, in the amount not to exceed $200,000. 6.e: Awarded contract renewal of Christian Cleaning for Janitorial Services for Municipal Buildings in the amount of $300,084. 6.f: Approved HVAC Services from Enviromatic Systems, through an interlocal agreement with Texas Local Government Purchasing Cooperative (Buyboard) in an amount not to exceed $185,000. 6.g: Approved the purchase of Fire Department and Police Department personnel uniforms and protective equipment from Galls, LLC for an estimated amount of $85,000 through the North Texas Share Master Service Agreement #2021-073. 6.h: Approved the combined purchases of vehicle repair services from the sole source vendor Siddons-Martin, in an amount not to exceed $80,000. 6.i: Approved the final plat for Weatherford Martin Addition, being 2 lots on approximately 13.2798 acres of land, generally located at 1719 and 1801 Martin Drive, City of Weatherford, Parker County, Texas. SBD-24-0011. 6.j: Appointed Dustin Deel to the Animal Shelter Advisory Committee. 6.k: Accepted the FY24 4th Quarter Investment Report for quarter ended September 30, 2024.

7.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-35 concerning a request for a zoning map amendment from (AG) Agricultural to C1 General Commercial and general plan amendment from Urban Living to Community Commercial, being 1 lot on approximately 5.001 acres, generally located along Holland Lake Drive, City of Weatherford, Parker County, Texas. ZCH-24-0002. Director of Development and Neighborhood Services Kaleb Kentner presented a zoning map amendment and general plan amendment request for approximately 5.001 acres generally located along Holland Lake Drive for the Weatherford Chamber of Commerce, applicant Justin Summarell. Mayor Paul Paschall opened the Public Hearing at 6:08 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:09 p.m. On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2024-35 approving the zoning amendment and general plan amendment requests as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2024-35 AN ORDINANCE AMENDING THE ZONING DISTRICT BOUNDARIES OF THE ZONING DISTRICT MAP OF THE CITY OF WEATHERFORD, TEXAS, CONCERNING CERTAIN PARCELS OR TRACTS OF LAND GENERALLY LOCATED ALONG HOLLAND LAKE DRIVE, BEING IDENTIFIED AS 5.001 ACRES OF LAND WITHIN THE CORPORATE LIMITS OF THE CITY OF WEATHERFORD, TEXAS; HERETOFORE ZONED [...]

7.b: Consider a request for final plat approval for Weatherford Chamber Addition, being 1 lot on approximately 5.001 acres of land, generally located along Holland Lake Drive, City of Weatherford, Parker County, Texas. SBD-24-0010. Director of Development and Neighborhood Services Kaleb Kentner presented a final plat approval request for Lot 1, Block 1, Weatherford Chamber Addition, applicant Justin Summarell. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the final plat subject to the following condition which must be met prior to filing: 1. Utility easements will be required for any electric distribution facilities installed on the property. Coordinate with the City of Weatherford Electric Department for the required locations of these easements. The motion carried 5 - 0.

7.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-37, regarding a voluntary annexation of a 8.285 tract of land owned by Trish Meaders; Rebecca Sue Perry, Vicky Lynn Richards, Linda Duncan, and Brenda Jean Trammell; Beall Parker Properties, LP; Commercial Realty Fund, INC.; Mitchell J. Floyd; and H.E. Mullins, and an approximately 0.239 acre abutting portion of Dean Street right-of-way into the City of Weatherford, Texas. Director of Development and Neighborhood Services Kaleb Kentner presented a request for the voluntary annexation of an 8.285-acre tract and an abutting 0.239-acre right-of-way into the City of Weatherford for Weatherford Point. He added that this was the first and only Public Hearing for the request, with AG Agriculture as the default zoning district applied to the subject tracts, and that service plans for both tracts were included in the proposed annexation ordinance. Mayor Paul Paschall opened the Public Hearing at 6:13 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:13 p.m. Mayor Paul Paschall recessed the City Council meeting at 6:13 p.m. so that the City Council could convene in Executive Session under Section 551.071 of the Open Meetings Act to consult with the City Attorney. PIPKIN SURVEY, Abstract No. 247, City of Weatherford, Parker County, Texas. ZCH-24-0004. Director of Development and Neighborhood Services Kaleb Kentner presented a request for a zoning map amendment regarding a 9.174-acre tract of land generally located at the northeast intersection of Center Point Road and Interstate 20 Frontage Road for Centerpoint Addition, applicant Retail Partners, LLC. Mayor Paul Paschall opened the Public Hearing at 6:21 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:21 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the zoning map amendment request as presented. 7.e: Consider a request for preliminary plat approval for CenterPoint Addition, being 7 commercial lots on approximately 9.174 acres of land, generally located at the Northeast corner of CenterPoint Road and Interstate 20 Frontage Road, City of Weatherford, Parker County, Texas. SBD-24-0002. Director of Development and Neighborhood Services Kaleb Kentner presented a preliminary plat approval request for Centerpoint Addition, applicant Retail Partners, LLC. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat for Centerpoint Addition subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Fire Lane and access easement appears to create a reserve strip removing access for the adjacent properties. Reference 11-6-1(d) Subdivision Design Standards - Reserve strips controlling access to streets are prohibited except where required by the City Engineer and Planning Director. 2. 11-4-4(e) Preliminary Plat Proposed Subdivision - Provide the location, width, beneficiary, and purpose of any easements. 3. 11-4-5(b) Preliminary Plat - Show all proposed and existing easements located on the subject tract. 4.
