Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Approved Resolution R2019-14 accepting the TIRZ No. 1 Annual Report. Reappointed the following: Mary Lou Curry, Richard Simmons, and Kathy Smith to the Weatherford Housing Authority; Joseph Hartnett and Andy Hough to the Parks and Recreation Board; and Randy Bacus, Ken Davis, Dr. Tod Allen Farmer, Tammy Gazzola, Dr. Jeffery Hanks, and Sharon Hayes to the Weatherford Economic Development Board. Approved an Interlocal Agreement between the City of Weatherford Fire Department and the City of Willow Park Fire Department for the purpose of providing automatic aid in times of need. Authorized the City Manager to execute an interlocal agreement with Millsap Independent School District to provide integrated library system hosting services. Consider approval of the minutes of the City Council meeting held April 23, 2019. This item was removed from the Consent Agenda. On the motion of Curtis Tucker, second by Heidi Wilder, the Council voted to approve the minutes. Motion carried 4 - 0. Mayor Paschall recused himself. Consider appointments of the following: Kathy Wylie to the Parks and Recreation Board; and Teri Hubbard to the Planning and Zoning Commission. This item was removed from the Consent Agenda for separate consideration. On the motion of Heidi Wilder, second by Curtis Tucker, the Council voted to appoint Kathy Wylie to the Parks and Recreation Board; and Teri Hubbard to the Historic Preservation Commission. Hold a PUBLIC HEARING and consider approval of Ordinance #O2019-23 for a zoning district change from C1 Commercial to R1 One-Family Residential at 312 East Columbia Street, being a part of Lot 1, Block 50 of the Original Town of Weatherford and a part of Block 1, Shannons Addition, City of Weatherford, Parker County, Texas. ZCH2019-0012. City Planner Stan Hamrick presented this item. This is a request for a zoning change from C1 Commercial to R1 One-Family Residential. The applicant is the current owner and seller of the property and the existing single-family home. Purchaser financing requires that residential uses be permitted by zoning. No development is proposed. The site is within a long-established neighborhood in the Original Town of Weatherford plat. In the past, commercial zoning was applied to certain areas surrounding the historic downtown area. Existing residences became legal non-conforming uses when the zoning ordinance was updated; this prohibited residential uses in commercial zones. While the City has taken steps to ensure that an owner-occupied home can be rebuilt if destroyed, many lenders still require the zoning change to attain conforming status. The block and surrounding areas are developed with single-family residences. Consider a request for WAIVERS ONLY from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance (including requirement to connect to City water and wastewater systems, dedication of right-of-way for a future collector, requirements for road improvements, and requirements pertaining to flood plain management) for a 3-lot Minor Plat on 24 acres at Zion Hill Loop, situated in and being a portion of the J.M. Jones Survey, Abstract No. 744, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2019-0014. City Planner Stan Hamrick presented this item. The applicant, Helen Lawrence Hearnsberger Biggs, has requested administrative approval of a Minor Plat of three lots totaling 24 acres. The site lies within the City's ETJ and has frontage on Zion Hill Loop. There are no existing structures onsite. The applicant intends to construct a single-family dwelling on the four-acre Lot 2, to be served by a new water well and a new septic system. The applicant then intends to sell the remaining two lots. Consider a FINAL PLAT for Pleasant Valley Phase III, a 47-lot subdivision on Pleasant View Drive, south of Ranger Hwy. at the western edge of the City, described as being a 12.875 acre tract of land situated within the J.F. Bandy Survey, Abstract 182, Ferdinand Emma Survey, Abstract 421, and the Noah Staggs Survey, Abstract 1199, City of Weatherford, Parker County, Texas. SBD2019-0015. City Planner Stan Hamrick presented this item. The applicant, Double Rock Homes, has requested Final Plat approval for Pleasant Valley Phase III, a 47-lot subdivision totaling 12.875 acres. The Master Plat for this project was approved on October 27, 2015 and the Preliminary Plat was approved December 13, 2016. The General Plan identifies the site and its vicinity as the Suburban Living place type. This and all phases of the Pleasant Valley subdivision are consistent with the anticipated density and housing types. Phase III extends the existing Pleasant View Drive from the north. The Thoroughfare Plan identifies this route as a future collector. The proposed plat meets applicable standards for the R1 One-Family Residential zoning district and Title XI, Subdivision Ordinance with the exception of a correction within the approval block. Discuss and consider authorizing the City Manager to execute a contract with Pacheco Koch Engineers, Inc. for the design of a traffic signal located on US Highway 180 at the entrance to The Oaks of Weatherford Apartments. Director of Capital Projects Terry Hughes presented this item. The Oaks in Weatherford Apartment Addition is located on US-180 and the development requires that the developer construct a public roadway that connects to US-180. As part of the development and platting process the developer was required to complete a traffic impact analysis (TIA) and correct any deficiencies indicated by the analysis. The study concluded that the level of service for traffic exiting the apartments on the new roadway would be below community standards and corrective actions would be required. The action required is the installation of a traffic signal at the newly formed intersection. The developer worked with staff to formulate a plan to complete the new roadway with a temporary stop sign as Weatherford works with TxDOT to design and install the required signal. The developer has escrowed with the City, $330,000 for the signal design and installation. Design costs are $29,120. Discuss and consider authorizing the City Manager to execute a Local Project Advance Funding Agreement with the Texas Department of Transportation for landscaping improvements along State Highway 171 (South Main Street). Director of Capital Projects Terry Hughes presented this item. City Council approved Resolution R2018- 19 authorizing the City Manager to execute a Local Transportation Project Advance Funding Agreement with TxDOT on October 23, 2018. Staff presented the Green Ribbon program proposal to Council which included landscaping improvements to the medians along South Main Street from IH-20 to the Cleburne Road traffic signal. The original agreement obligated Weatherford to the cost of design and signage with all other costs being the responsibility of the TxDOT. The State has revised the agreement to limit their cost exposure to the design cost estimate of $352,000. The revised agreement obligates the City to any overages. While the project meets the community desire for gateway enhancements and funding partnerships, the change in the agreement as presented to Council in October must be considered before further action commences. Cost breakdown is as follows: Federal and State $356,000; local design cost $52,300; local monument sign cost $16,000. Receive a draft copy of the proposed Council Policy Manual, which includes amendments to the Rules of Procedure for the City Council, Municipal Utility Board, and the Boards, Commissions, and Committees of the City of Weatherford. City Manager Sharon Hayes presented this item. City Secretary Malinda Nowell provided the first draft of the Council Policy Manual. Council agreed to provide their comments, individually, to Mrs. Nowell by May 24th. Staff will present a revised draft at the meeting on June 11th.
Presentation regarding Strong Communities. City Manager Sharon Hayes presented this report. She stated that, while all departments strive to do their best and provide services or opportunities for the community, not all departments were moving forward in the same direction. Staff worked with a consultant to help determine our organizational DNA and our “Moon Shot”, that is, something extremely meaningful yet not easily obtained. It is something that would require effort from every department to achieve the goal. Ms. Hayes stated that this process has taken approximately two years and is something that staff will continue to develop. During the process, one aspect kept resurfacing: everyone reaches their full potential when we have a strong community. The City’s previous mission statement was so wordy that no one could tell you what it was and it was so generic that it could have belonged to any city. Management staff worked together to determine what we stand for and what message we wanted to convey. The answer was simple and easy to remember.
