5.a: Proclamation naming April 2024 as Sexual Assault Awareness Month in Weatherford. Mayor Pro Tem Heidi Wilder presented this proclamation to representatives of Freedom House.
Consent agenda, approved as one vote: 7.a: Approved a final plat for Chisolm Park Addition Phase 2, being 49 residential lots on a 23.661-acre tract generally located along FM 920 and being situated in the John C. Chapman Survey, Abstract No. 249, City of Weatherford, Parker County, Texas. SBD2024-0007. 7.b: Approved a contract with Fifth Assets, Inc. for a three-year period for the DebtBook subscription-based software platform utilizing BuyBoard Contract 692-23 in an amount not to exceed $60,900.00. 7.c: Reappointed Jamie Bodiford to the Historic Preservation Committee. 7.d: Approved the purchase of Fire Department and Police Department personnel uniforms and protective equipment from GT Distributors, Inc. for an estimated combined amount of $75,000.00 through Texas BuyBoard purchasing agreement #698-23.
8.a: Consider approval to donate one complete set of hydraulic powered extrication equipment to the Weatherford College Fire Academy for training purposes. Fire Chief Jonathan Peacock presented this item. The following representatives from Weatherford College Fire Academy were present for questions or comments: Director Sharon Johnson, Chief Tom Blair, and Chief David Chilcutt. On the motion of Matt Ticzkus, second by Kevin Cleveland, the City Council voted unanimously to approve the donation of one complete set of hydraulic powered extrication equipment to the Weatherford College Fire Academy for training purposes. The motion carried 5 - 0.
8.b: Consider approval of the revised Downtown Restaurant Incentive Policy to help promote economic development within the Downtown Central Business District. Assistant Director of Economic Development Ashley Seitz presented this item. The City Council held a discussion regarding the Policy and the competitive process involved in bringing more entertainment to the downtown corridor. • Lynn Baber, 2126 Timber Cove Court, expressed her concerns and questions regarding the incentive policy. City Manager James Hotopp addressed Ms. Baber’s questions and explained the intent of the Policy. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted to approve the revised Downtown Restaurant Incentive Policy. The motion carried 4 - 1. Council Member Matt Ticzkus voted in opposition.
8.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-07 regarding a request for a conditional use permit for a Tool and Machinery Rental with outdoor storage use on a 2.368 acre tract located at 1506 and 1430 Fort Worth Highway, said tracts being situated in Sarah Monk Survey Abstract No. 906, City of Weatherford, Parker County, Texas. CUP2024-0001. Item 8.c. was taken out of agenda order and moved to the end of the regular agenda items. Council Member Zack Smith left the dais at 6:50 p.m. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paul Paschall opened the Public Hearing at 6:52 p.m. As there were no speakers, Mayor Paschall closed the Public Hearing at 6:52 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted to adopt Ordinance O2024-07 approving a conditional use permit at 1506 and 1430 Fort Worth Highway, subject to the following conditions: 1. Repair of equipment not owned by Buffalo Rental is prohibited. 2. Hours of operation shall be from 7:00 a.m. to 6:00 p.m., Monday through Sunday. The motion carried 4 – 0. Council Member Zack Smith recused himself from the vote. 8.e: Consider approval regarding the 2023 Weatherford Housing Market Analysis. Director of Development and Neighborhood Services Kaleb Kentner presented this item and reported that all recommendations and adjustments arising from the joint meeting held between the Planning and Zoning Commission and the City Council had been made to the proposed analysis. He reviewed the major change in multifamily units being limited to 150 units per year, in which staff would apply a cumulative approach on a case-by-case basis. Mr. Kentner explained that the current quantity of available units would be deducted from the five-year cumulative number of 900 units, leaving approximately 578 units for approval through 2030. He added that multifamily development projects would be reviewed based on quality and alignment with the city’s goals and expectations. Mr. Kentner noted that the Planning and Zoning Commission voted unanimously to recommend approval of the 2023 Weatherford Housing Market Analysis at their meeting held March 13, 2024. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the 2023 Weatherford Housing Market Analysis. The motion carried 5 - 0.
8.f: Hold a PUBLIC HEARING and consider a request for a conditional use permit for an Electric Vehicle Charger use on a 16.119 acre tract located at 1201 I-20 West (Pilot Travel Center), City of Weatherford, Parker County, Texas. CUP2024-0002. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paul Paschall opened the Public Hearing at 6:48 p.m. As there were no speakers, Mayor Paschall closed the Public Hearing at 6:48 p.m. Mayor Paschall noted that the ordinance number, O2024-08, had been inadvertently omitted from the item’s caption and should be included in the motion. On the motion of Heidi Wilder, second by Kevin Cleveland, the City Council voted unanimously to adopt Ordinance O2024-08 approving a conditional use permit at 1201 I-20 West (Pilot Travel Center) with the following condition: 1. Canopy and EV chargers must be behind or parallel to existing canopy and pumps. The motion carried 5 - 0. Future agenda items: Mayor Paschall requested staff to review and compare the City’s current multifamily unit standards to other Texas communities with multifamily units comprised of a high level of quality and sustainability to ensure that Weatherford’s development standards will meet or exceed those standards as the number of multifamily units increase in the city.
