Consent agenda, approved as one vote: 6.a: Appointed Assistant City Manager Dawn Brooks to the Animal Shelter Advisory Committee as the Municipal Official Representative. 6.b: Authorized the City Manager to renew the support contract with Tyler Technologies for municipal software systems, services, and related licenses in an amount not to exceed $450,000. 6.c: Approved Resolution R2025-11 authorizing City of Weatherford representatives to perform activities associated with the City's bank accounts and investment pool accounts at PlainsCapital Bank, Texas Bank, Texas Class Investment Pool, TexStar Investment Pool, TexPool Investment Pool, and all brokerage firms authorized for use as described in the investment policy. 6.d: Approved Ordinance O2025-28 amending Title IX, Chapter 11, section 9-11-1 park general regulations. The ordinance is captioned as follows: ORDINANCE O2025-28 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING SECTION 9-11-1, “GENERAL REGULATIONS,” OF CHAPTER 11, “PUBLIC PARKS,” OF TITLE IX, “PUBLIC WAYS AND PROPERTY,” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD, BY REVISING THE REGULATIONS FOR PUBLIC PARKS; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR VIOLATIONS; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL CITY NEWSPAPER; AND ESTABLISHING AN EFFECTIVE DATE. 6.e: Approved the award of contracts for Financial Advisory and Bond Counsel services related to Texas Water Development Board financing programs. 6.f: Adopted Resolution R2025-12 to deny a proposed rate change by Texas Gas Service Company, a Division of ONE Gas, Inc.
7.a: Presentation of the City Manager's FY26 Proposed Budget. CFO Dawn Brooks presented the City Manager's FY26 Proposed Budget and reported that it positioned Weatherford for continued fiscal stability. She reviewed that reserves maintained more than 120 days of operational funding, combined revenues across all funds totaled $77.5 million, projected expenditures were $75.6 million, and the General Fund was balanced with a slight surplus. Mrs. Brooks highlighted key initiatives, including the addition of three firefighters and repurposing positions to add animal services and IT staff with no net FTE increase. 7.b: Receive Notice of Publication of the Tax Year 2025 Property Tax Rates. CFO Dawn Brooks presented the Notice of Publication of the Tax Year 2025 Property Tax Rates as follows: • No-New Revenue Rate: $0.392246 per $100 of taxable value • Voter Approval Rate: $0.501813 per $100 of taxable value • Proposed Rate: $0.392246 On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to accept the "Notice of Tax Rates" as presented. The motion carried 5 - 0.
7.c: Discussion and consideration of all matters incident and related to approving and authorizing publication of notice of intention to issue certificates of obligation, including the adoption of a resolution pertaining thereto. CFO Dawn Brooks presented an overview of the priority projects identified through the community survey and City Council retreat held earlier in the year, highlighting that transportation, public safety, and park improvements were recognized as top needs. She reported that the proposed $30 million in Certificates of Obligation would fund key projects including Lamar Street and Clairemont Boulevard improvements, the construction of Fire Station 5, renovations at Holland Lake, Love Street, and McGratton Parks, and a new Public Works equipment storage facility. She added that the FY26 budget included design funding to begin moving these projects forward and reviewed the financial structure of the proposed issuance, noting it would have no impact to taxpayers due to available debt capacity from maturing obligations. On the motion of Luke Williams, second by Zack Smith, the City Council voted unanimously to adopt Resolution R2025-13 authorizing the publication of notice of intention to issue the City of Weatherford, Texas Certificates of Obligation, Series 2025 in an amount not to exceed $30,000,000 for municipal infrastructure and capital projects. 7.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-36 closing, vacating, and abandoning a portion of an alley being situated in Block 5 of the Mutual Realty Company Subdivision of Carter's Addition, in the City of Weatherford, Texas. Assistant City Manager Chad Marbut presented a proposed ordinance to close, vacate, and abandon a portion of an alley located at Block 5 of the Mutual Realty Company Subdivision of Carter’s Addition. Mayor Paul Paschall opened the Public Hearing at 6:29 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:29 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2025-36, approving the closure, vacation, and abandonment of a portion of an alley being situated in Block 5 of the Mutual Realty Company Subdivision of Carter’s Addition. The motion carried 5 – 0, and the ordinance is captioned as follows: ORDINANCE NO. O2025-36 AN ORDINANCE VACATING AND ABANDONING A PORTION OF AN ALLEY BEING LOCATED IN BLOCK 5 OF THE MUTUAL REALTY COMPANY SUBDIVISION OF CARTER’S ADDITION IN THE CITY OF WEATHERFORD, TEXAS; DECLARING THAT SUCH PROPERTY IS UNNECESSARY FOR USE BY THE PUBLIC; AUTHORIZING THE MAYOR TO EXECUTE A QUITCLAIM DEED TO THE ABUTTING PROPERTY OWNER; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
