Presentation of award for Comprehensive Annual Financial Report. Sidney Kirk presented the Certificate of Achievement for Excellence in Financial Reporting to the City of Weatherford from the Government Finance Officers Association stating this was the City's 27th consecutive year to receive this award. Acceptance of $25,000 check from the Library Foundation. Chris Accardo, Director of Library Services, presented the check to Mayor Hooks.

** This item was tabled at the October 27, 2015 Council Meeting ** Consider a Master Plat for Pleasant Valley Phase III Addition, for property located at the end of Pleasant View Drive, City of Weatherford, Parker County, Texas. SBD2013-0029 On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted to remove this item from the table. Motion carried 4 - 0.

Craig Farmer, Director of Planning and Development, presented this item. This request is for Phase III of Pleasant Valley. The request meets all requirements except an all-weather emergency access. The developer is working with the property owner to the west to secure that access. They are also working on possible access to the east. Mr. Farmer recommended approval of this Master Plat subject to the developer gaining access to the east or the west before Council's approval of the Preliminary Plat. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this Master Plat with the condition that the developer has written documentation showing access to the east or the west that meets Fire Department requirements before approval of the Preliminary Plat. Motion carried 4 - 0.

Discuss and consider approval of Resolution R2015-35 setting two public hearings on the voluntary annexation of Garrison, a 10.388 acre tract of land situated in and being a portion of the T&P R.R. Co. Survey, Abstract No. 1453, and the George Staggs Survey, Abstract No. 1196, Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this item. This tract is located at the northeast corner of Greenwood Road and the Ric Williamson Memorial Highway (RWMH). Ms. Garrison is the owner and this is the northern piece of her property, which she anticipates selling. The property was part of the recent West Loop Annexation and was subject to a non-annexation agreement. Ms. Garrison now finds that annexation into the City may be advantageous for this tract. This resolution calls two public hearings on December 15th at 6:30 p.m. and December 17th at 11:45 a.m. The first reading of the ordinance will be on January 12, 2016, and the second and final reading will be on January 26, 2016. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve R2015-35. Motion carried 4 - 0.

Discuss and consider approval of Resolution R2015-36 setting two public hearings on the voluntary annexation of University Hills, a 69.20 acre tract of land situated in and being a portion of the T&P R.R. Co. Survey, Abstract No. 1447, Parker County, Texas and being those certain tracts conveyed to Lumar Development, Inc. by deeds recorded in Volume 1852, Page 356 and Volume 1852, Page 359 of the Real Records of Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this item. This voluntary annexation requests encompasses almost 70 acres located at the intersection of Zion Hill Road and RWMH. Council has already approved the Master Plat for this development proposed by Ray French. This resolution calls two public hearings on December 15th at 6:30 p.m. and December 17th at 11:45 a.m. The first reading of the ordinance will be on January 12, 2016, and the second and final reading will be on January 26, 2016. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve R2015-36. Motion carried 4 - 0.

Consider a Final Plat for Lockwood Estates, Phase III, located at the end of Ethan and Zachary Drives, more generally described as being an approximately ±11.3 acre tract in the John Rucker Survey, A-1144, City of Weatherford, Parker County, Texas. SBD2015-0038. Craig Farmer, Director of Planning and Development, presented this Final Plat which contains 46 lots. Existing roadways coming into this phase are Ethan Drive and Zachary Drive. This phase connects the Trace Ridge and Lockwood developments. The development will have access to the frontage road and Causbie Road. Assistant City Manager James Hotopp commented that the requirement for an offsite Enter Name of Meeting Body and Date Page 2 of 4 easement has been remedied. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve the Final Plat. Motion carried 4 - 0.

Discuss and consider approval of Resolution R2015-34 casting votes for candidates for the Parker County Appraisal District Board of Directors (PCAD). City Manager Sharon Hayes presented this item. The City does not have enough votes to elect a representative; therefore, the City has historically cast its votes for the same representatives as Weatherford ISD. This year, the WISD split its votes with 642.5 each for Paul Paschall and John Hinton. The City can vote for any candidate on the ballot. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve R2015-34 casting 120 votes each for Paul Paschall and John Hinton. Motion carried 4 - 0.

Update regarding progress and events at Heritage Park. Shannon Goodman, Director of Parks, Recreation, and Special Events, presented this item. He gave an overview of recently completed projects, works-in-progress, and upcoming events. He stated that this will be a monthly report. No action was required or taken.

Future agenda items: Ms. Wilder requested the quarterly financial investment report during the month of January.
