Consent agenda, approved as one vote: 6.b: Authorized the City Manager to purchase server hardware with budgeted dollars in the amount of $72,348.67 using the Texas Department of Information Resources (DIR) Contract (DIR-TSO-3763). 6.c: Authorized the City Manager additional funding for HVAC services with Enviromatic Systems, through an interlocal agreement with Texas Local Government Purchasing Cooperative (Buyboard) in the amount of $50,000, for a new total not to exceed amount of $250,000. 6.d: Authorized the procurement and installation of interior lighting at the Service Center from Fort Worth Electric, through The Interlocal Purchasing System (TIPS) in the amount of $73,653. 6.e: Reappointed Martha Hungate to the Weatherford Public Library. 6.f: Approved Resolution R2024-15 designating the Weatherford Democrat as the official newspaper for the City of Weatherford's legal publications. 6.a: Consider approval for the purchase of library books, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, LLC for a total amount not to exceed $130,000 during FY24 under Texas State Comptroller of Public Accounts contract #715-M2. This item was removed from the Consent Agenda and considered separately. City Manager James Hotopp explained that the city has the opportunity to review all library material prior to its delivery to ensure that it is appropriate for Weatherford’s Public Library. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the purchase of library books, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, LLC for a total amount not to exceed $130,000 during FY24 under Texas State Comptroller of Public Accounts contract #715-M2. The motion carried 5 - 0.
7.a: Take from the table and hold a PUBLIC HEARING and consider adoption of Ordinance O2024-21, regarding a voluntary annexation of a tract of land owned by Leverage Mockingbird L.P. Tract 1 being approximately 27.856 acres of land situated in the Will. C Kearby Survey, Abstract No. 2637, Parker County, Texas and being a portion of that certain called 44.2144-acre tract as described in Special Warranty Deed with Vendors Lein to Leverage Mockingbird, L.P., as recorded in Instrument No. 202308562, Public Records, Parker County, Texas. Senior Planner Monica Johnson presented a voluntary annexation request for 27.856 acres of land located along Ric Williamson Memorial Highway, owned by Leverage Mockingbird, L.P. She noted this was the only Public Hearing for the request and that AG Agriculture was the default zoning district assigned to the land. Mrs. Johnson added that the Service Plan for the tract was included in the Ordinance. Mayor Paul Paschall announced that the Public Hearing remained open from the June 25th, 2024, City Council meeting for anyone wanting to speak on this item. • Sam Knight, representing Pape-Dawson Engineers at 201 Main Street, Fort Worth, spoke regarding the request and proposed project. 7.b: Take from the table and hold a PUBLIC HEARING and consider adoption of Ordinance O2024-19, concerning a request for a zoning map and general plan amendment from Agricultural to Single Family 7.5, being 241 residential lots on approximately 114.70 acres, generally located North of the intersection of State Highway 180 and Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. ZCH2024-0008. Senior Planner Monica Johnson presented a zoning map and general plan amendment request for Selby Hill; applicant Leverage Mockingbird, L.P. Mayor Paul Paschall announced that the Public Hearing remained open from the June 25th, 2024, City Council meeting. There being no speakers, Mayor Paschall closed the Public Hearing at 6:20 p.m. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2024-19, approving the zoning map and general plan amendment. The motion carried 5 - 0. 7.c: Take from the table and consider a request for preliminary plat approval for Selby Hill, being 241 residential lots on approximately 145.20 acres, generally located North of the intersection of State Highway 180 and Ric Williamson Memorial Highway, said tract being situated in the J.E. Bridgeman Survey, Abstract No. 142625; Will C. Kearby Survey, Abstract No. 2637, City of Weatherford, Parker County, Texas. SBD2024-0016. Senior Planner Monica Johnson presented a preliminary plat approval request for Selby Hill; applicant, Leverage Mockingbird, L.P. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to approve the preliminary plat subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Show areas contributing drainage to the proposed subdivision. The information shall include the area, slope, and type of development in the contributing drainage (WMC §11-4-4(h)). 2. Show right-of-way dedication of Meadowview Road on the proposed conditions sheet (WMC §11-4-5(a)). Dedicated right-of-way should be based on half the difference on each side of the roadway. For example, 2.5 feet is required along block 13 and block 12. Right-of-way dedication is required along the length of Meadowview Road. 3. Rentz Street, City of Weatherford, Parker County, Texas. ZCH2024-0009. Director of Development and Neighborhood Services Kaleb Kentner presented a zoning map amendment request for 114 E. Rentz Street; applicants Randall and Caleb Samson. Mayor Paul Paschall opened the Public Hearing at 6:28 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:28 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O20204-23, approving the zoning map amendment for 114 E Rentz Street. The motion carried 5 – 0.
