Consent agenda, approved as one vote: 6.a: Reappointed Lindsey Hester to the Municipal Utility Board; John Hinton and Sharon Hayes to the Planning and Zoning Commission; and Paul Paschall and Zack Smith to the TIRZ No. 1 and TIRZ No. 2 Boards. 6.b: Authorized the City Manager to execute a contract with Kimley Horn and Associates, Inc. for professional engineering services for the Roadway, Water and Wastewater Impact Fee Program update in an amount not to exceed $166,500 for a total aggregate fiscal year expenditure amount of $241,500. 6.c: Adopted a Policy on Impact Fee Credits for water and wastewater impact fees, and adopted Ordinance O2025-50 to implement said policy. The ordinance is captioned as follows: ORDINANCE O2025-50 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE IX “PUBLIC WAYS AND PROPERTY”, CHAPTER 8 “UTILITY RATES”, SEC. 9-8-7 “IMPACT FEES” OF THE OFFICIAL CITY CODE OF THE CITY OF WEATHERFORD TO ADOPT A POLICY FOR CALCULATING AND APPLYING CREDITS AGAINST WATER AND WASTEWATER IMPACT FEES IN COMPLIANCE WITH SECTION 395.0231, TEXAS LOCAL GOVERNMENT CODE; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 6.d: Approved a Final Plat for RaceTrac Weatherford, being 1 lot on approximately 7.341 acres of land, generally located at the northeast corner of Ric Williamson Memorial Highway and Interstate 20, City of Weatherford, Parker County, Texas. Action on executive session items: This item was taken out of order and held before Item 7. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve the Interlocal Agreement for Emergency Services with Parker County Emergency Services District #3 and authorize the City Manager to execute the same. The motion carried 4 - 0.
7.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-51 amending the boundaries of Reinvestment Zone Number One, City of Weatherford, amending the project costs of Reinvestment Zone Number One, City of Weatherford, Texas, and approving an amended and restated final project and finance plan for Reinvestment Zone Number One, City of Weatherford. Director of Public Works Matt Leppla introduced consultant Jordan Sawyer with P3 Works, who reviewed and presented the proposed boundary amendments, project costs, and the amended and restated final project and finance plan for TIRZ No. 1. Mayor Paul Paschall opened the Public Hearing at 6:30 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:30 p.m. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2025-51 amending the TIRZ No. 1 boundaries and approving the amended and restated final project and finance plan as presented.
