5.a: Consider Resolution R2026-07, canvassing the results of the May 2, 2026 General Election. City Secretary Andrea McDonald read the official results of the May 2, 2026 General Election into the record as follows: City of Weatherford Council Member Place No. 1 Heidi Wilder 299 votes 43.65% Rodney V. White 386 votes 56.35% City of Weatherford Council Member Place No. 2 Zack Smith 588 votes 100.00% On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve Resolution R2026-07, canvassing the results of the May 2, 2026, General Election, as presented. The motion carried 5 - 0.
5.b: Administration of Oaths of Office and Presentation of Certificates of Election to the newly elected Council Members for Place No. 1 and Place No. 2. • The Oath of Office was administered to Zack Smith by his wife, Brittany Smith. • The Oath of Office was administered to Rod White by his father, Morris White. Mayor Paul Paschall recessed the meeting at 6:32 p.m. for a short break. Mayor Paschall called the meeting back to order at 6:43 p.m. Council Member Rod White took his seat on the dais and participated in the remainder of the meeting.
6.a: Proclamation recognizing the 250th anniversary of the signing of the Declaration of Independence. Mayor Pro Tem Zack Smith introduced Director of Municipal and Community Services Eric Shumar, who presented a proclamation in recognition of the 250th anniversary of the signing of the Declaration of Independence.
8.a: Consider the appointment of Terry Hughes to the Planning and Zoning Commission. On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to approve the appointment of Terry Hughes to the Planning and Zoning Commission. The motion carried 5 - 0.
8.b: Consider authorizing the City Manager to execute an amendment of a professional services contract with Elements of Architecture, Inc. for design of the Administrative Office renovation project in the amount of $29,950, for a total aggregate fiscal year expenditure amount of $225,950. Director of Parks, Recreation, Special Events and Facilities Jaycob Kirkpatrick presented a proposed contract amendment with Elements of Architecture, Inc. for design of the Development Services and Parks Department Administrative Office. He provided a project timeline and noted an estimated move-in date of January 2027. On the motion of Luke Williams, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute the amended professional services contract with Elements of Architecture, Inc., as presented, in the amount of $29,950, for a total aggregate fiscal year expenditure amount of $225,950. The motion carried 5 - 0.
8.c: Consider authorizing the City Manager to execute a construction contract with DRI Construction for the Development Services and Parks Administrative Office Renovation Project, via The Interlocal Purchasing System (TIPS) Contract Number 23010402, in the amount of $98,515, for a total aggregate fiscal year expenditure of $953,627. Director of Parks, Recreation, Special Events and Facilities Jaycob Kirkpatrick presented a proposed construction contract with DRI Construction for the Development Services and Parks Department Administrative Office Renovation Project. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted unanimously to approve the contract to DRI Construction, as presented, in the amount not to exceed $98,515, for a total aggregate fiscal year expenditure of $953,627. The motion carried 5 - 0.
