Proclaim October 2015 as Domestic Violence Awareness Month in the City of Weatherford. Mayor Dennis Hooks issued the proclamation to Freedom House representatives. Accept donation of a birdhouse replica of the Wright House from members of the New Haven Baptist Church. Weatherford City Council accepted the donation from New Haven Baptist Church. Presentation of 30 year service award to City Manager Sharon Hayes. Mayor Hooks presented Ms. Hayes with a 30-year award and thanked her for her service. Recap of Fire Prevention Week held October 4-10, 2015. Fire Chief Paul Rust presented this recap. He spoke about this year's theme of "hear the beep where you sleep" to encourage every household to have a smoke detector in every bedroom. Recap of National Night Out held October 6, 2015. Deputy Police Chief Wayne Slimp presented this recap. Texas' National Night Out is held on the first Tuesday in October. Around the city, 13 neighborhoods held block parties with approximately 500 people in attendance. Police officers, firefighters and McGruff the Crime Dog ®, and representatives of Target (a national sponsor) attended the local block parties.
Hold a PUBLIC HEARING and consider approval of Ordinance 742-2015-31 requesting a Zoning Change for property zoned AG Agricultural to R1 One-Family Residential use, located at 3306 Stage Coach Trail, more generally described as being Lots 20 and 21, Block 10, Lakeshore Hills Estate, an addition to the City of Weatherford, Parker County, Texas. ZCH2015-0003 Craig Farmer, Director of Planning and Development, presented this item. This property is currently zoned AG agriculture and has been since the time it was annexed into the city. The applicant intends to add onto the house but the rear setback for AG zoning is too large to allow the addition. Rezoning to R1 reduces the rear setback which is more appropriate for this property. The Planning & Zoning Commission recommended approval. Mr. Farmer stated that several other lots in the vicinity are zoned AG and should be changed to R1. The city will initiate those cases and bring them forward for future consideration. Mayor Hooks opened the Public Hearing at 6:43 p.m. As there were no speakers, Mayor Hooks closed the hearing at 6:43 p.m. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 742-2015-31. Discuss and consider approval of a contract with Strategic Community Solutions, LLC for an update of the city General Plan. Craig Farmer, Director of Planning and Development, presented this item. The city's current Comprehensive Plan was adopted in 2002 and it is a guide to the growth of the city. It is normal for comp plans to be updated every five years. Since 2002, the city has updated various elements of the plan such as the Thoroughfare Plan which was adopted in 2013. The contract to complete a new Parks and Open Space Master Plan is on the agenda for consideration to approve later in this meeting. The Water/Wastewater and Storm Water plans have been or will be amended. Because portions of the comp plan have been updated already, this request is for completion of a General Plan in which these other plans will be referenced. One item that has changed since the last comp plan is the location of the Ric Williamson Memorial Highway. The General Plan will update the city's future land use maps, and other documents. It will refer to the current Thoroughfare Plan and other current master plans. During the process, sector meetings will be held for each of six defined areas of the city, which include the four sectors if the city were divided in four at the courthouse, as well as one for IH-20 and one for the lake area. Consider and/or act upon approval of hiring the Consultant firm of Dunkin Sims Stoffels Inc. to develop a Parks and Open Space Master Plan for the City of Weatherford. Shannon Goodman, Director of Parks, Recreation, and Special Events, presented this item. He stated the city has had no updates to the Parks and Open Space Master Plan since 2002. Over the last several months a request for qualifications was developed and issued. After review the submitted proposals, staff recommends approval of a contract with Dunkin Sims Stoffels Inc. This firm is qualified and also has experience in applying for Texas Department of Parks and Wildlife grants. An updated master plan will help staff plan for the future. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a Preliminary Plat for the First Baptist Church Addition, for property located at 411 West Park Avenue, City of Weatherford, Parker County, Texas. SBD2013-0020 Craig Farmer, Director of Planning and Development, presented this Preliminary Plat for the new location of the proposed First Baptist Church. West Park Avenue is on the northern side of the subject property. Council did approve the Master Plat previously. This Preliminary Plat is for the first phase which is the large multiuse building and temporary sanctuary. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a Master Plat for Pleasant Valley Phase III Addition, for property located at end of Pleasant View Drive, City of Weatherford, Parker County, Texas. SBD2013-0029 Craig Farmer, Director of Planning and Development, presented this item. Ranger Highway is on the northern edge of this property where 42 lots are proposed. Pleasant Valley Phases I and II already exist. Utilities were buried previously for this phase, but development stopped. The property has new owners now. Planning & Zoning Commission recommended approval. A temporary cul-de-sac exists and will tie into development on the south in the future. Staff recommends approval because this plat was approved previously and because a second way in/out is planned for in the future. Discussion occurred regarding the number of lots and the threshold for requiring another way in/out of the subdivision. Certain constraints exist for this property, for which the developer cannot do anything. Mr. Farmer restated that the plat had been approved in the past, and that utilities were already buried previously. He also stated that an escarpment prevents a road on one side of the subject property. Mr. Farmer stated that the developer will have to do a traffic impact analysis and if a signal is needed, the city can ask the developer to participate. CC101315 Page 3 of 5 Consider a Final Plat for East Pointe Plaza Addition, for property located at 1910 Fort Worth Highway, City of Weatherford, Parker County, Texas. SBD2015-0033 Craig Farmer, Director of Planning and Development, presented this item. This final plat includes three lots. The MCMC car dealership is located on one of those lots. Mr. Farmer recalled issues with trees in this development area. Staff is working with the developer; they have been given a permit and are working under a temporary certificate of occupancy (CO). The dealership has been opened. The plat must be filed in order to issue the final CO. Some improvements have not been completed. The developer has provided surety and has filed a subdivision improvement agreement to finish the remaining items. Ultimately, development will occur on the other two lots. The developer agreed to retain a 30-foot barrier of trees and undergrowth near the detention pond; this had been a point of contention with the adjacent neighborhood during earlier stages of development. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Discuss and consider the City Council meeting schedules for November and December 2015. City Secretary Malinda Nowell presented this item. Council consensus was to meet only once in November on the 17th and only once in December on the 15th. Discuss and consider approval of Resolution R2015-28 nominating candidates for the Parker County Appraisal District Board of Directors. City Manager Sharon Hayes presented this item. She stated that the city does not have enough votes to elect a candidate on our own. Normally, the city only casts votes later in the year based upon candidates nominated by WISD. Warner Killough has served 22 years and does not wish to continue another term. WISD will be nominating John Hinton and Paul Paschall. Council can adopt this resolution to nominate candidates, or may choose to wait and cast the city's votes later this year. On the motion of Dennis Hooks, second by Heidi Wilder, the Council voted unanimously to adopt resolution R2015-28 nominating Paul Paschall and John Hinton. Motion carried 5 - 0.
Discuss and consider appointing Randall Young to the Animal Shelter Advisory Committee to fill an unexpired term. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to appoint Randall Young to the ASAC. Motion carried 5 - 0.

Report regarding possible implementation of a payday lenders ordinance for the City of Weatherford. City Manager Sharon Hayes presented this report. She provided a draft copy of the ordinance and stated that none of the bills proposed during the recent legislative session moved forward. Ms. Hayes suggested that staff would only respond to complaints. Staff will put this item on work session for October 27.
