5.a: Presentation of the Weatherford Police Department's Chief's Commendation Bar to Officer Cody Adkins and Citizenship Awards to Andrew, Mallory, and Ayla Pritchett for their exceptional courage and selfless actions that contributed to the successful rescue of three individuals from Lake Weatherford on March 2, 2026. Chief of Police Jason Hayes presented the Weatherford Police Department's Chief's Commendation Bar to Officer Cody Adkins and Citizenship Awards to Andrew, Mallory, and Ayla Pritchett.
Consent agenda, approved as one vote (4-0, on the motion of Luke Williams, second by Rod White): 7.a: Reappointed Betty Richardson, Sarah Davis, and Martha Hungate to the Weatherford Public Library Board. 7.b: Adopted Ordinance O2026-19, approving a franchise agreement with Tri-County Electric Cooperative, Inc. for use of the City's public rights-of-way to install, operate, and maintain infrastructure. 8.a: Hold a PUBLIC HEARING to consider adoption of Ordinance O2026-20 concerning a request for a conditional use permit regarding Hotel/Motel use on a 0.517-acre tract of land located at 117 College Avenue, City of Weatherford, Parker County, Texas. CUP-26-0004. Director of Development Services Scott McDonald presented a request for a conditional use permit for the Cotten Bratton Hotel located at 117 College Avenue, submitted by applicant Matt Hughes. • Applicant Matt Hughes presented a brief video outlining the scope of work completed to date, provided an update on the plans for the next phase of the project, and responded to questions from Council. Mayor Paul Paschall opened the Public Hearing at 6:27 p.m. With no comments received, Mayor Paschall closed the Public Hearing at 6:28 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted 3 - 1 to adopt Ordinance O2026-20 approving the conditional use permit as presented, subject to the following conditions: 1. 8.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-23 concerning a request by Shane Kuehler for a General Plan and Zoning Map Amendment from (AG) Agriculture to (C1) General Commercial with a Conditional Use Permit for a Contractor Office/Facility w/outside storage including vehicles use on an approximate 4.569-acre tract being located at 1798 NW Ric Williamson, City of Weatherford, Parker County, Texas. ZCH-26-0008 & CUP-26-0005. Director of Development Services Scott McDonald explained that the Planning and Zoning Commission had tabled this request to its July 8, 2026, meeting and recommended that the City Council table consideration of the item to its July 28, 2026, meeting. 8.e: Consider Resolution R2026-13 supporting the appointment of the Parker County Judge as the primary representative for the Parker/Wise County cluster on the Regional Transportation Council of the North Central Texas Council of Governments. City Manager James Hotopp presented a resolution supporting the appointment of representatives to the Regional Transportation Council (RTC) of the North Central Texas Council of Governments (NCTCOG). He explained that the resolution supports appointing Parker County Judge Pat Deen as the Parker/Wise County cluster's primary representative and Wise County Judge J.D. Clark as the cluster's secondary representative. On the motion of Luke Williams, second by Rod White, the City Council voted 4 – 0 to approve Resolution R2026-13 as presented.
