5.a: Presentation regarding the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events. Rodeo Captain Larry Walden and Rodeo Chairman Tom Saunders provided a summary of the events scheduled for the 2024 Parker County Sheriff's Posse Frontier Days PRCA Rodeo. Mr. Waldon shared that the Parker County Sheriff’s Posse had recently been inducted into the Texas Rodeo Cowboy’s Hall of Fame in Fort Worth.
5.b: Receive a presentation by Weatherford Housing Authority. Weatherford Housing Authority Chairman Terry Hughes introduced the current slate of Commissioners and explained that the Weatherford Housing Authority (WHA) operates as a Section 8 housing choice rental assistance program serving citizen households earning 30% or less of the area median income. He reported that the WHA received funds totaling $3,806,733 from HUD in 2023-24, averaging 461 vouchers per month with an average assistance of $687 per voucher. Commissioner April Leppla reviewed the Housing Authority’s accomplishments over the past year, including the adoption of a new vision and mission statement and the launch of a new and improved website.
Consent agenda, approved as one vote: 7.a: Consider the reappointment of Doreen Dromgoole, Kindra Lucia, Kathe McDonald, and Rich Zimmer to the Parks and Recreation Advisory Board. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to reappoint Doreen Dromgoole, Kindra Lucia, Kathe McDonald, and Rich Zimmer to the Parks and Recreation Advisory Board. The motion carried 5 - 0.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2024-14 concerning a request for a conditional use permit regarding an Auto Wash use for Cowboy Car Wash, on a 0.322 acre tract generally located at 911 S. Main Street, City of Weatherford, Parker County, Texas. CUP2024-0004. Development and Neighborhood Services Director Kaleb Kentner presented this item regarding a request for a conditional use permit for Cowboy Car Wash at 911 S. Main Street. Mayor Paul Paschall opened the Public Hearing at 6:33 p.m. As there were no speakers, Mayor Paschall closed the Public Hearing at 6:33 p.m. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2024-17 approving a conditional use permit request subject to conditions: 1. No temporary signs shall be permitted, and all pole signs will be removed. 2. No additional monument signs will be permitted besides the joint use sign at 907 S. Main. 3. The approval of this use is only permitted as an extension of the primary use at 907 S. Main. Any separation of 907 S. Main with 911 S. Main will void the conditional use permit of 911 S. Main. 4. The building shall be limited to auto detail with the conditional use permit request. Leasing or subleasing of the building is not permitted. 5. 8.b: Discuss and consider the following appointments: City Council representative on the Weatherford Economic Development Board; City Council liaisons to City Boards, Commissions, and Committees; and City Council representative on the Utility Service Committee; and Mayor Pro Tem. City Manager James Hotopp explained that each year following the general election, the City Council reviews and appoints representatives and liaisons to various City Boards, Commissions, and Committees. 8.c: Consider and/or act upon approval of Resolution R2024-10 formally supporting the Parker County Judge for a seat on the Regional Transportation Council of the North Central Texas Council of Governments. City Manager James Hotopp explained that the Regional Transportation Council (RTC) serves as the policy body for the Metropolitan Planning Organization (MPO), comprised of forty-four elected and appointed officials within the MPO boundaries. He added that the RTC's bylaws stipulate only elected county officials can hold membership seats and that one membership seat is shared between Parker and Wise Counties, allocated based on a weighted percentage of the population. Each selected member serves a two-year term, with RTC mandating seat rotation to ensure fair representation. Mr. Hotopp reported that the Wise County Judge held the primary seat for the 2022-2024 term, and on May 13, 2024, the Parker County Commission's Court voted for Parker County Judge Pat Deen to occupy the primary membership seat. He noted that staff recommended adopting Resolution R2024-10 in support of Parker County Judge Pat Deen as the primary member and Wise County Judge JD Clark as the alternate representative. On the motion of Luke Williams, second by Paul Paschall, the City Council voted unanimously to approve Resolution R2024-10. The motion carried 5 - 0.
