5.a: Proclamation declaring October 2025 as Domestic Violence Awareness Month in the City of Weatherford. The City Council presented a proclamation to Freedom House of Parker County in recognition of Domestic Violence Awareness Month.
5.b: Weatherford College presentation regarding recent updates and developments. Weatherford College President Dr. Tod Allen Farmer gave a brief presentation highlighting collaborative projects with the City and recent College developments, and presented City Manager James Hotopp with a Presidential Core Value Coin.
5.c: Parker County presentation regarding Justice Bond proposals. 415th District Judge Graham Quisenberry presented details on the proposed 2025 Parker County public safety bonds.
7.a: Discussion and consideration of all matters incident and related to the issuance and sale of "City of Weatherford, Texas, Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025A", including the adoption of Ordinance O2025-48 authorizing the issuance of such certificates of obligation. Assistant City Manager/CFO Dawn Brooks gave a brief overview and timeline of the critical infrastructure projects to be funded through the issuance of $30 million in Certificates of Obligation, Series 2025A. She emphasized that the issuance would have no impact on taxpayers and noted that the bond proceeds would be available in approximately 30 days. • Nick Bulaich with Hilltop Securities reviewed that 13 bids were received for the purchase and sale of the bonds, with the winning bid submitted at a 3.93% interest rate. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to adopt Ordinance O2025-48 authorizing the issuance and sale of "City of Weatherford, Texas Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025A". 7.b: Consider authorizing the City Manager to execute a contract with DRI under the TIPS Program for construction services related to Weatherford Parker County Animal Shelter Phase 1 improvements in an amount not to exceed $600,000 for a total aggregate fiscal year expenditure of $625,910. Assistant City Manager Chad Marbut reviewed the scope of the Weatherford Parker County Animal Shelter Phase 1 Renovation project and staff’s recommendation to award continuation of the project to Davidson Reconstruction, Inc. (DRI). He noted that completion is expected in 150 days, by April 2026. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute a contract with DRI under the TIPS Program for construction services related to Weatherford Parker County Animal Shelter Phase 1 improvements in an amount not to exceed $600,000 for a total aggregate fiscal year expenditure of $625,910. 7.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-45 concerning a request by Robert Stuckey for a Zoning Map Amendment from AG Agriculture to C1 General Commercial with a Conditional Use Permit for a Contractor Office / Facility with Outdoor Storage Including Vehicles use on an approximate 1.632-acre tract being generally located at 200 Otto Drive, in the City of Weatherford, Parker County, Texas. ZCH-25-0011 & CUP-25-0013. Director of Development Services Scott McDonald presented a Zoning Map Amendment and Conditional Use Permit request for Everything Outdoors, LLC at 200 Otto Dr., submitted by applicant Robert Stuckey. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to remove this item from the table. The motion carried 5 – 0. Mayor Paul Paschall opened the Public Hearing at 6:53 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:53 p.m. • Robert Stuckey, 208 N. Main, spoke about the project's plans and timeframe. 8.a: Police Department staff update on the purchase and upfitting of replacement marked patrol units for FY2026 through The Interlocal Purchasing System (TIPS) Contract #240901. Chief of Police Jason Hayes provided an update on the upfitting and purchase amounts for replacement marked patrol units, as requested by the City Council at the meeting held September 23, 2025. On a motion by Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to approve the purchase and upfitting of replacement marked patrol units for FY2026. The motion carried 5 – 0.
