Recognize Ed and Cathy Zellers for over 37 years of service as City Attorneys. Mayor Paul Paschall recognized Mr. and Mrs. Zellers for their dedicated service. Presentation of the Life Saving Bar to Officer John Welborn, Echo White, RN, Armando Galaviz, Peggy Vance, and Trisha Stueart for their efforts in saving a human life on April 19, 2022. Chief Lance Arnold presented awards to Officer John Welborn, Echo White, RN, Armando Galaviz (not present), Peggy Vance, and Trisha Stueart.
Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Jeff Robinson): Approved a final plat for Hawkins Addition, two residential lots on approximately 4.144 acres located at 2412 Hawkins Lilly Road, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2022-0025. Approved a final plat approval for AAFR Subdivision, one lot being 4.802 acres located at 3045 Ranger Hwy, in the ETJ of the City of Weatherford, Parker County, Texas. SBD2022-0024. Approved the purchase of asphalt pavement rejuvenator application on various city streets via a cooperative purchase agreement with the Town of Highland Park from Pavement Doctor Corp in the amount not to exceed $69,740. Approved Amendment No. 2 to the Development Agreement with Castlemont Homes for dedication of land to the City of Weatherford. Consider approval of the minutes of the Joint Work Session of the City Council and the Parks & Recreation Advisory Board, and the minutes of the City Council Regular Session both held June 14, 2022. This item was removed from the Consent Agenda. On the motion of Matt Ticzkus, second by Kevin Cleveland, the Council voted to approve this item. Motion carried 3 - 0. Mayor Pro Tem Heidi Wilder and Council Member Jeff Robinson recused themselves.
Hold a PUBLIC HEARING to consider a request for zoning map amendment from AG Agriculture to C1 General Commercial on a 0.759 acre tract of land located at 1501 Clear Lake Road. City of Weatherford, Parker County, Texas. ZCH2022-0006 Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the zone change. The Planning and Zoning Commission (PZC) voted (6-0) to recommend approval at their June 8, 2022 meeting. Mr. Kentner stated that the prior conditional use permit (CUP) has been withdrawn; this request is only to rezone the property. Mayor Paschall opened the public hearing at 6:55 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:55 p.m. Applicant Kimberly Smith stated that this business will be a grooming facility with a small retail portion for the sale of pet supplies. Ms. Smith stated she is aware of signage requirements as well as improvements, and that there would be no day-time or night-time boarding. Tentative business hours are 9:00 a.m. to 5:00 p.m. Monday through Saturday. The hours are tentative not because they may increase, but because Ms. Smith may close more than one day per week. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this zone change request. Motion carried 5 - 0.
Discuss and consider the following appointments: City Council representatives on the Weatherford Economic Development Board and Municipal Utility Board; City Council liaisons to City Boards, Commissions, and Committees; City Council representatives on the Audit Committee, the Risk Management Committee, and the Utility Service Committee; and Mayor Pro Tem. Mayor Paschall noted the current appointments: • Heidi Wilder (Pl. 1) - Mayor Pro Tem; Municipal Utility Board Member; Audit Committee; Risk Management Committee; Liaison to Animal Shelter Advisory Committee; Liaison to Library Board • Jeff Robinson (Pl. 2) - Municipal Utility Board Member; Economic Development Board Member; Liaison to Building & Standards Commission; Liaison to Zoning Board of Adjustment • Matt Ticzkus (Pl. 3) - Liaison to Transportation Advisory Board; Liaison to Parks and Recreation Advisory Board; Utility Service Committee • Kevin Cleveland (Pl. 4) - Economic Development Board Member; Liaison to Historic Preservation Commission; Liaison to Planning and Zoning Commission On the motion of Paul Paschall, second by Matt Ticzkus, the Council voted unanimously to approve the aforementioned appointments including Kevin Cleveland replacing Jeff Robinson on the Municipal Utility Board, and one correction as Mr. Cleveland has also been serving on and will continue serving on the Utility Service Committee. Receive a report, hold a discussion, and give staff feedback regarding the Weatherford Housing Analysis. Jason Claunch with Catalyst Commercial gave a report on the housing study. He addressed the following items: purpose of the study; the process; national housing trends; regional trends; development trends; existing conditions; SWOT analysis; median household income; multifamily development and five-year outlook; single-family development; Council Retreat feedback; responsible growth; high-quality development target audience; common themes; and developer feedback. Recommendations included: review engineering design standards; create architectural and design standards; consider increased density as part of a planned unit development; continue construction of hike and bike trails; safe routes to school infrastructure; complete and implement Downtown Master Plan; complete and implement Parks Master Plan; consider incentives for infill development; consider Greenfield Residential Development incentives. Staff will schedule a joint work session with the PZC in the fall.
Action on executive session items: a. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to decline to accept delivery of the deed to that tract of land being Block 7, Millsap Revised Addition to the City of Weatherford, Parker County, Texas/Tax Account Parcel R00007345.
