Consent agenda, approved as one vote: 6.a: Accepted the FY25 2nd Quarter Investment Report for the quarter ended March 31, 2025. 6.b: Adopted Ordinance O2025-14 amending the FY25 Adopted Budget. The ordinance is captioned as follows: ORDINANCE O2025-14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING AN AMENDED BUDGET FOR THE FISCAL YEAR OCTOBER 1, 2024 THROUGH SEPTEMBER 30, 2025; MAKING APPROPRIATIONS FOR SEVERAL DEPARTMENTS FOR SAID YEAR IN ACCORDANCE WITH THE CHARTER AND ORDINANCES OF THE CITY OF WEATHERFORD, TEXAS AND THE LAWS OF THE STATE OF TEXAS; PROVIDING FOR FILING OF THE BUDGET; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. 6.c: Appointed Nicholas Vardas as an alternate member to the Buildings and Standards Commission. 6.d: Ratified the Mayor's reappointments of Mary Lou Curry, Terry Hughes, April Leppla, Doug Jefferson, and Austin Haye to the Weatherford Housing Authority. 6.e: Authorized the City Manager to execute an asbestos abatement services contract with E-Logic, Inc. for 221 North Main, via The Interlocal Purchasing System (TIPS) Contract Number 23010401, in the amount of $64,664. 6.f: Authorized to continue procurement of asphalt materials with Texas Materials, who acquired the local Vulcan Materials plant and will honor existing contract terms and pricing per Bid #2022-026 in a new amount not to exceed $450,000. 6.g: Authorized Kraftsman to construct a new playground at Miller Park, through an interlocal agreement with the Texas Local Government Purchasing Cooperative (BuyBoard) in the amount of $111,880.
7.a: Discussion and consideration of all matters incident and related to approving and authorizing publication of notice of intention to issue certificates of obligation, including the adoption of a resolution pertaining thereto. CFO Dawn Brooks provided a brief overview of the projects associated with this item and introduced the City’s financial advisor, Marti Shew with Hilltop Securities. Ms. Shew provided background information and publishing requirements related to certificates of obligation, along with a timetable of events and historical interest rates. Lynn Baber, 2126 Timber Cove Court, expressed disappointment with the lack of public engagement, concerns over a lack of transparency and the absence of a public vote. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to approve and adopt Resolution R2025-06 authorizing the publication of notice of intention to issue the City of Weatherford, Texas Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025 in an amount not to exceed $80,000,000 for water and wastewater capital projects. The motion carried 5 - 0.
7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-10, concerning a request by Thomas Tettleton, regarding a conditional use permit for an Auto Sales/Service as a primary use on an approximate 1.00-acre tract generally located at 2040 Fort Worth Highway, City of Weatherford, Parker County, Texas. CUP-25-0002. Development Services Director Kaleb Kentner presented a request for a Conditional Use Permit to allow Auto Sales/Service as the primary use for Makin’ Traxx Golf Cart Sales and Service located at 2040 Fort Worth Highway. Mayor Paul Paschall opened the Public Hearing at 6:17 p.m. • Applicant Thomas Tettleton, 727 West Canyon Creek Lane, spoke about the plans for the site, acknowledged the proposed FM 730 expansion plans to the south, and confirmed that only new carts would be sold at this location. With no further speakers, Mayor Paschall closed the Public Hearing at 6:18 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-10, approving the Conditional Use Permit request subject to the following three conditions: 1. Temporary signs, banners, and other advertisements shall not be permitted on the property. 2. Display and sale of equipment is limited to new golf cart sales. 3. 7.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-11, amending the Title XII Zoning Ordinance Section 12-3-100, to add "Contractor Office/Facility with Outdoor Storage, Including Vehicles" as a Conditional Use in the Agriculture District. MCA-25-0004. Development Services Kaleb Kentner presented a proposed amendment to Title XII, Section 12-3-100 of the City’s Zoning Ordinance to add Contractor Office/Facility with Outdoor Storage Including Vehicles as a Conditional Use in the Agriculture District. Mayor Paul Paschall opened the Public Hearing at 6:23 p.m. There being no speakers, Mayor Paschall closed the Public Hearing at 6:23 p.m. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to adopt Ordinance O2025-11, approving the proposed amendment to Title XII, Section 12-3-100 as presented. 7.d: Hold a PUBLIC HEARING and consider approval of Ordinance O2025-13, concerning a request by Vaquero Jack Borden Partners LP, regarding a conditional use permit for a Fueling Station use on an approximate 1.674-acre tract generally located at the Southeast corner of Jack Borden Way and Fort Worth Highway, City of Weatherford, Parker County, Texas. CUP-25-0003. Development Services Director Kaleb Kentner presented a request for a conditional use permit to allow a proposed 7-Eleven convenience store with a fueling station at the southeast corner of Jack Borden Way and Fort Worth Highway. Mayor Paschall opened the Public Hearing at 6:25 p.m. • Brad White, 2627 Tillar Street, Fort Worth, spoke on behalf of the applicant regarding the plans for the project and acknowledged the conditions for approval. 7.e: Consider a request for preliminary plat approval for Vaquero Weatherford Addition, being 2 lots on approximately 2.923 acres of land, generally located at the southeast corner of Jack Borden Way and Fort Worth Highway, City of Weatherford, Parker County, Texas. SBDP-25-0001. Director of Development Services Kaleb Kentner presented a request for preliminary plat approval for the Vaquero Weatherford Addition, located at the southeast corner of Jack Borden Way and Forth Worth Highway, submitted by applicant Vaquero Jack Borden Partners LP. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted to approve the preliminary plat subject to all requirements of the Subdivision Ordinance and specifically the following conditions: 1. Existing utility easements on subject property to remain for City of Weatherford utility facilities (electric, fiber, water and wastewater) any additional easements required will be requested during permit review process. 2. Development Services Director Kaleb Kentner presented a zoning map amendment from C1 General Commercial to R1 Single Family Residential for the property located at 1013 W. Spring Street, submitted by applicants Gina M. Lewis and Marcus A. Obana. 7.g: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-15, amending the Official City Code of the City of Weatherford to make a global change throughout the City Code regarding the name of the Development Services Department, MCA-25-0005. Development Services Director Kaleb Kentner presented a proposed amendment to the Official City Code, changing the name of the Development and Neighborhood Services Department to Development Services throughout the Code. 7.h: Consider authorizing the City Manager to execute a professional services contract with Kimley-Horn & Associates, Inc. for the City of Weatherford Active Transportation Plan in an amount not to exceed $1,050,000. Public Works Director Matt Leppla presented a proposed professional services contract with Kimley-Horn & Associates, Inc. for the development of a pedestrian and bicycle master plan, noting that the City would be reimbursed for 80% of the contract. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to authorize the City Manager to execute a professional services contract with Kimley-Horn & Associates, Inc. for the City of Weatherford Active Transportation Plan, in an amount not to exceed $1,050,000.
