Consent agenda, approved as one vote: 6.a: Adopted Resolution R2026-01, calling the May 2, 2026 General Election for City Council Member Place No. 1 and City Council Member Place No. 2, and authorizing the Mayor to execute a Joint Election Agreement and Contract with the Parker County Elections Administrator for Election Services. 6.b: Authorized the City Manager to renew the support contract with Central Square for the Computer Aided Dispatch/Records Management System (CAD/RMS) in the amount of $105,935. 6.c: Approved the purchase of library books, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, LLC for a total amount not to exceed $130,000 during FY26 under Texas State Comptroller of Public Accounts contract #715-M2. 6.d: Accepted the FY26 1st Quarter Investment Report for fiscal year ended September 30, 2026. 6.e: Renewed the youth association user agreements with Weatherford Baseball Softball Association, Weatherford Soccer Association, and Weatherford Youth Association. 6.f: Authorized the City Manager to execute a construction contract with DRI Construction for the Service Center Office Addition project, via The Interlocal Purchasing System (TIPS) Contract Number 23010402, in the amount of $35,201.53, for a total aggregate fiscal year expenditure of $855,111.53.
7.a: Receive a report and consider adoption of Resolution R2025-20 formally adopting the Weatherford Comprehensive Safety Action Plan. Director of Public Works Matt Leppla introduced Monica Lucia, Project Manager with Kimley-Horn of Fort Worth, who presented an overview of the project timeline and the organization of the Comprehensive Safety Action Plan, including the safety framework, community engagement, crash analysis, the high-injury network versus high-risk network, countermeasures, implementation program, and next steps. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to approve Resolution R2025-20, adopting the Weatherford Comprehensive Safety Action Plan. The motion carried 5 - 0.
7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-02, regarding a voluntary annexation of a 15.949-acre tract of land owned by Stanislav Properties LP, into the City of Weatherford, Texas. ANX-25-0003. Director of Development Services Scott McDonald presented a voluntary annexation request from Stanislav Properties LP for The Enclave at Chisolm Trail and explained that the applicant requested the item be tabled to the February 24, 2026, City Council meeting. Mayor Paul Paschall opened the Public Hearing at 6:22 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:22 p.m. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to table the item to the February 24, 2026, City Council meeting. The motion carried 5 - 0.
7.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-03 for The Enclave at Chisolm Trail for a zoning map amendment from (AG) Agricultural to (SF7.5) Single Family 7.5 with a (P) Planned Unit Development Overlay, being 123 single family lots on an approximate 42.60-acre tract generally located at 1420 King Street, City of Weatherford, Parker County, Texas. ZCH-25-0013. Director of Development Services Scott McDonald presented a request for a zoning map amendment with a Planned Unit Development overlay for The Enclave at Chisolm Trail and noted that the applicant had requested this item also be tabled to the February 24, 2026, City Council meeting. Mayor Paul Paschall opened the Public Hearing at 6:27 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:27 p.m. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to table the item to the February 24, 2026, City Council meeting. The motion carried 5 - 0.
7.d: Consider authorizing the City Manager to execute a construction contract with JR West Texas Concrete, LLC for the Front Street Drainage Improvements project in the amount not to exceed $1,110,151. Director of Public Works Matt Leppla provided an overview of the Front Street Drainage Improvements Project and proposed contract with JR West Texas Concrete, LLC, and explained the project was anticipated to begin in February, with a construction duration of approximately 150 days and completion expected in July 2026. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to authorize the City Manager to execute a construction contract with JR West Texas Concrete, LLC for the Front Street Drainage Improvements project in an amount not to exceed $1,110,151. The motion carried 5 - 0.
8.a: Short-Term Rental Compliance Update Director of Development Services Scott McDonald provided an update regarding short- term rental compliance and noted that a follow-up would be presented in the summer.
