Presentations to the graduates of the first class of Citizen University. Mayor Swancy and Blake Rexroat, Director of Communications and Marketing, presented graduation certificates to the following members of the first class of Citizen University: Janet Chism, Marcelina Hernandez, Courtney Lode, Montanna McMasters, Jerry Mungle, Paul Paschall, Curtis Tucker, Nancy Wester, and Richard Zimmer. Proclamation supporting the Mayors’ Monarch Pledge. Mayor Swancy proclaimed January 10th, 2017 as 'Monarch Pledge Day' and issued the proclamation to Shannon Goodman, Director of Parks, Recreation & Special Events, and to members of the Parker County Master Gardeners. Recognize Steve Bates for his years of service to the City of Weatherford. City Manager Sharon Hayes recognized Steve Bates for 28 years of service and announced that Mr. Bates is retiring as the Director of Municipal and Community Services on Wednesday, January 18, 2017.

Hold a PUBLIC HEARING regarding amendments to Title XII Chapter 3 Zoning Districts and Chapter 4 Use Regulations. Establishment of a permitted use chart and associated adjustments to district sections. Craig Farmer, Director of Planning and Development, presented this item. The uses chart has been in progress for approximately two and a half years. Prior to 2010, the city had a permitted uses chart identifying what uses were permitted in various categories, but that chart was removed from the zoning ordinance adopted in 2010. Mr. Farmer stated that there will be a few new districts in uses chart, including a C3 for heavy commercial and MH for manufactured homes. Mayor Swancy opened the public hearing at 7:38 p.m. As there were no speakers, Mayor Swancy stated that the public hearing will be continued until Tuesday, January 24, 2017 at 6:30 p.m. when the ordinance will be presented in full.
Consider authorizing the city manager the execute a 10 foot wide utility easement to AT&T crossing real property owned by the City of Weatherford in the J. Detiste Survey, Abstract 369, Parker County, Texas. Terry Hughes, Director of Capital Transportation, presented this item. He stated that the city recently purchased 1.27 acres of land for the construction of Kirkpatrick Drive. Due to the construction of Kirkpatrick Drive and the Academy Sports + Outdoors store associated with the roadway construction, AT&T needs to relocate a major data transmission line. To ensure the safety of the relocated line, AT&T requested that the city issue a non-exclusive utility easement adjacent to the Kirkpatrick Drive right-of- way for the relocation process. The easement is 10' wide and 386' long. There is minimal impact to city property. Discussion included that this is a non-exclusive easement and that the city will be able to execute agreements with others, if needed. Discussion also included the type of housing or conduit, whether it would be large enough to house additional cable, and that it might be to the city's benefit so disturb the ground once. It was also noted that Kirkpatrick Drive will eventually continue to the west and that staff with work with AT&T to relocate the easement at the point in time that the road is extended. Status of proposed Zoning Ordinance amendments pertaining to permitted uses. Mr. Farmer presented this information as well. The Planning and Zoning Commission recommended a uses chart to the Council. Some additional changes have been made since that time and Mr. Farmer advised he will brief the Commissioners on those changes. Mr. Farmer also stated there will be three new zoning districts, and that the uses chart will correct a lot of issues for the city. He reviewed some of the foremost uses that have been considered by the Development Advisory Committee, the Planning and Zoning Commission, and staff. Mr. Farmer noted that there is a process for applicants to utilize through the Commission and the Council if concerns arise with any of the uses. Discussion included the outdoor display of merchandise, minor auto repair, manufactured homes, and mineral extraction.
