Hold a PUBLIC HEARING regarding amendments to the Title XII – Zoning Ordinance, Chapters 1-6, including but not limited to zoning districts, use charts, landscaping and other general zoning provisions. MCA2020-0001. City Manager James Hotopp introduced this discussion. He stated that the City Council and PZC held joint work sessions on October 29, 2019 and February 4, 2020. Tonight’s meeting will provide an opportunity for the public to ask questions regarding proposed changes to the zoning ordinance. This item was tabled at the PZC on June 23, 2020. On the motion of Joshua Tarbay, second by Allison Baker, the PZC voted to remove this item from the table. Motion carried 5 - 0.
Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mr. Kentner stated that common concerns from the joint work sessions included cars (safety, aesthetics, and traffic in neighborhoods) and structures (decrease monotony, improve feel and quality of subdivisions). Additional staff goals included: 1. Bring regulations into conformity with the General Plan, other adopted plans of the City, and the priorities identified by the City Council. 2. Remove ambiguities and clarify requirements for staff, elected and appointed officials, and the public. 3. Reorganize and reformat text to improve readability and ease of use. Mr. Kentner provided information about the General Plan interpretation and the place types diagram. Staff proposed significant updates regarding: • zoning districts • tree preservation • use charts and categories • parking requirements • mixed use developments • open and green spaces • commercial auto uses • fence regulations • hotel and motel regulations • sign regulations • landscaping Ted Wright inquired about one-car and side-entry garages. Discuss the Fort Worth Highway/Corridor Vision Study. Planner Lidon Pearce presented this item. In the 2010 plan prepared by Freese and Nichols, Inc., the U.S. 180 corridor was divided into zones as follows: Zone 1: from the courthouse to approximately the railroad tracks Zone 2: from the railroad tracks to slightly east of Bankhead Highway Zone 3: from Bankhead Highway east towards the edge of the city limits Staff requested clarification regarding: • Western Heritage (how do we achieve it and what do we want this to look like) • Americana (how does Weatherford define this) • Automobile uses (de-emphasize, parking in rear, or not allow/Conditional Use Permits) • Stagnant uses (storage units, auto repair/sales) • Promote public art/murals • Update the Corridor Plan or incorporate these items into the new zoning ordinance • Expand this to include all major corridors? Staff recommended the following: • Implement Overlay Districts for US180 Corridor o Restrict uses by Zone (1,2, and 3) • Create separate zoning district (Corridor Commercial) o U.S. 180 east to Bankhead Highway o Palo Pinto west to Bowie Drive o South Main to I-20 o Reduced front setback to move parking to rear and encourage foot traffic • Sign regulations specific to U.S. 180 or Commercial Corridor o type [monuments] / height [12ft] / no pole signs o apply to all Commercial Districts outside (500ft) of I-20 • [...]
