5.a: Downtown Weatherford, Inc. Bi-Annual Update. Lyndzie Montgomery, Executive Director of Downtown Weatherford, Inc. (D-Winc), gave a brief update on the organization’s progress and answered questions from the Council. Mayor Paschall requested that financial statements be provided at least 10 days prior to the next presentation for review.
Consent agenda, approved as one vote: 7.a: Appointed Sarah Davis and reappointed Courtney Butler, Crystal Brown-Woerly, Debbie Browder, and Liza Walters to the Weatherford Public Library Board. 7.c: Approved Resolution R2025-08 setting the rate per unit of electric power and water sold, and wastewater treated, to be transferred from the Municipal Utility Fund to the General Fund as gross receipts charge and a return on investment for Fiscal Year 2026. 7.b: Consider a request for preliminary plat approval for Whiterock Homes Phase 2, being 34 residential lots on approximately 10.273 acres of land, generally located on 1713 E. Bankhead Dr., City of Weatherford, Parker County, Texas. SBDP-25-0004. Assistant City Manager Chad Marbut presented a preliminary plat approval request for Whiterock Homes Phase 2, located at 1713 E. Bankhead Drive, submitted by applicant Glenn Lynch. • Amy Hutton, 1718 E. Bankhead, spoke in opposition to the request and expressed concerns with flooding. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat subject to all requirements of the Subdivision Ordinance and the following three conditions: 1. The final alignment and design of all public improvements are subject to review and approval of the civil plans during the Site Development Permit process. 2. Per Section 11-6-3(d), at least 50% of the total centerline length of all streets within a residential subdivision must incorporate a curvilinear design. Please provide a chart or details showing how this criteria is met. 3. Please include a note on the plat indicating that Lot X Block 1, designated for the drainage easement, will be owned and maintained by the HOA The motion carried 5 - 0.
8.a: Discussion and consideration of all matters incident and related to the issuance and sale of "City of Weatherford, Texas, Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025", including the adoption of Ordinance O2025-27 authorizing the issuance of such certificates of obligation. CFO Dawn Brooks reviewed the timeline of public discussions leading up to this final step in the bond issuance process. She noted that funds would be available in approximately 30 days and would support critical water and wastewater improvements necessary to remain in compliance with TCEQ requirements. Ms. Brooks reported that the bond ratings received were the highest utility system ratings in Weatherford’s history - AA by S&P and Aa2 by Moody’s. She added that the City’s existing utility debt was upgraded to AA- by S&P with a stable outlook. Ms. Brooks introduced the City’s Financial Advisor, Marti Shew with Hilltop Securities, who reviewed the details of the bond sale. Ms. Shew noted that 10 bids were received for the purchase and sale of the bonds, with the winning bid submitted by Robert W. Baird & Co. Inc., reflecting a 4.27% interest rate—significantly lower than the estimated 5.25%. Ms. Shew explained that Ordinance O2025-27 would accept the bid, lock in the interest rate over the 20-year life of the bonds, and result in receipt of funds on July 24. On [...]
8.b: Consider authorizing the City Manager to execute a development agreement pertaining to Avilla Lockwood. Assistant City Manager Chad Marbut presented a development agreement related to the Avilla Lockwood project and gave an overview of the proposed plans, noting adjustments requested for the development. Josh Eadie, Vice President of Development with NexMetro Communities, presented the proposed plans for Avilla Homes at Lockwood. He highlighted the anticipated benefits of the project to the community, including improvements to Causbie Road—funded entirely by the developer—and land dedication. Mr. Eadie also reported on NexMetro’s community outreach efforts and responded to questions from the City Council. On the motion of Luke Williams, second by Zack Smith, the City Council voted unanimously to authorize the City Manager to execute a development agreement pertaining to Avilla Lockwood. The motion carried 5 - 0.
8.c: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-24, regarding a voluntary annexation of a 17.819-acre tract of land owned by Harold Lockwood Jr. and an approximate 0.920-acre abutting portion of Causbie Road and an approximate 1.601-acre abutting portion of E. B.B. Fielder Road, into the City of Weatherford, Texas. ANX-25-0001. Assistant City Manager Chad Marbut presented a voluntary annexation request for Avilla Lockwood, submitted by applicant Harold R. Lockwood Jr. Mayor Paul Paschall opened the Public Hearing at 6:54 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:55 p.m. On the motion of Zack Smith, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2025-24, approving the voluntary annexation. 8.e: Consider a request for preliminary plat approval for Avilla Lockwood, being 1 lot on approximately 17.819 acres of land, generally located at the Southeast corner of BB Fielder Road and Causbie Road, City of Weatherford, Parker County, Texas. SBDP- 25-0006. Assistant City Manager Chad Marbut presented a request for preliminary plat approval for Avilla Lockwood, generally located at the southeast corner of BB Fielder Road and Causbie Road, submitted by applicant NexMetro Communities. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat subject to all requirements of the Subdivision Ordinance and the following four conditions: 1. Provide a 10-foot Utility Easement along BB Fielder Road and Causbie Road. 2. Update with the correct Acreage and metes and bounds as well as include the topography of the property after any grading has been done. 3. Include the width of both E BB Fielder and Causbie Roads. 8.f: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-25 and authorize the City Manager to execute a development agreement for Vida Weatherford for a general plan and zoning map amendment from (AG) Agricultural to (R3) Multifamily Residential with a (P) Planned Unit Development Overlay, being two phases with 306 multifamily units on an approximate 14.17-acre tract generally located at the Southeast corner of Cleburne Ave. and Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0007. Assistant City Manager Chad Marbut presented a development agreement for a general plan and zoning map amendment for Vida Weatherford, submitted by applicant BT Cobb Development LLC. Kentucky, Suite 210, McKinney, spoke on behalf of the applicant, provided an overview of the proposed plans for Vida Weatherford, and responded to questions from the City Council. 8.h: Hold a PUBLIC HEARING to consider adoption of Ordinance O2025-26, concerning a request for a conditional use permit for a New Office Building on an approximate 0.364-acre tract being generally located at 215 E. 8.i: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-22 amending Title IV, "Building and Property Maintenance Regulations and Historic Preservation" ordinance by adopting the 2021 editions of the international codes and the 2020 National Electrical Code with amendments. Assistant City Manager Chad Marbut presented a summary of the proposed code amendments, noting that the City was operating under the 2009 International Codes and 2008 National Electrical Code. He explained that adoption of the 2021 International Codes and 2020 Electrical Code, with amendments, would align the City with current safety standards, construction practices, and state requirements. Mr. Marbut reviewed major changes and improvements to the Fire Code, including fire sprinkler requirements, and outlined the impact the proposed codes would have on the community. He added that the new codes would take effect upon adoption, with plans allowed under current codes through December 31, 2025, to provide contractors time to adjust. 8.j: Hold a PUBLIC HEARING to review a request by James McDonald, for a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a conditional use permit for a Recreational Vehicle Park/Campground Use on an approximate 10.97-acre tract being generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0006 & CUP-25-0006. Assistant City Manager Chad Marbut presented a general plan and zoning map amendment request from C1 General Commercial to C2 Interstate Commercial with a conditional use permit at 2205 Tin Top Road, submitted by applicant James McDonald. He explained that the Planning and Zoning Commission had tabled this item to their next scheduled meeting on July 16, 2025. 9.a: Fueling Station Update. Assistant City Manager Chad Marbut presented an update on fueling stations, including a review of recent research findings. He reported that the Planning and Zoning Commission recommended continuing to consider future fueling station requests through the Conditional Use Permit (CUP) process. The City Council discussed fueling station locations and related requirements and concurred with continuing the CUP process for future requests.
Future agenda items: Mayor Pro Tem Zack Smith requested an update on short-term rental registration and compliance at the first meeting or as soon as the data becomes available. City Manager James Hotopp reminded the Council that there would be only one City Council meeting in July – on July 22nd.
Action on executive session items: On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to appoint Teresa Evans as the Judge of the Weatherford Municipal Court for the remaining unexpired term of the Judge, effective June 24, 2025, and expiring on December 31, 2026; and to approve the Municipal Court Judge employment agreement.
