Mayor Paul Paschall recognized Randy Cutshall for receiving Dave Campbell’s Texas Football Community Helper of the Year Award and thanked him for his contributions and dedication to the citizens of Weatherford.
Consent agenda, approved as one vote (4-0, on the motion of Kevin Cleveland, second by Zack Smith): Approved a final plat for 809 Johnson Street Lot 2R-1 and 2R-2, Block 1, two lots being 0.50 acres located in the city of Weatherford Parker County, Texas. SBD2023-0018. Approved a preliminary plat for Parker Ridge Lots 1-9, Block 1, 9 lots being 19.99 acres located in the ETJ of Weatherford, Parker County, Texas. SBD2023-0020. Approved a final plat for Parker Ridge Lots 1-9, Block 1, 9 lots being 19.99 acres located in the ETJ of Weatherford, Parker County, Texas. SBD2023-0019. Approved a final plat for Southpark Addition Lots 1AR3A-1 and 1AR3A-2, Block 4, two lots being 2.521 acres located at 1719 Martin Drive in the City of Weatherford, Parker County, Texas. SBD2023-0016. Approved the reappointment of Hollie Hutson to the Zoning Board of Adjustment and the reappointments of Debbie Browder, Liza Walters, Courtney Butler, and Crystal Brown- Woerly to the Weatherford Public Library Board. Authorized the City Manager to purchase servers in the amount of $128,000.00 using the Texas Department of Information Resources (DIR) Contract and related cooperative purchasing agreements/HUBs. Approved Resolution R2023-12 nominating the Weatherford Safety Action Plan for funding through the U.S. Department of Transportation 2023 Safe Streets for All (SS4A) Program and approve a proposal for professional services to assist with the SS4A grant application to Kimley-Horn and Associates in an amount not to exceed $10,000 for a total aggregate Fiscal Year expenditure amount of $69,950. Authorized the City Manager to execute a contract with Kimley-Horn and Associates, Inc. to provide professional engineering services for Traffic Signal Operations and Analysis in the amount not to exceed $10,000.00 for a total aggregate fiscal year expenditure amount of $69,950.00. Approved Resolution R2023-13 naming authorized City signers on all bank accounts at PlainsCapital Bank. Approved the purchase of general vehicle maintenance services from JJ’s Diesel Repair for City vehicles in an amount not to exceed $50,890.96. Authorized the City Manager to execute a revised consulting service agreement and to utilize additional funds not to exceed $150,000.00 with Petty & Associates for the remainder of FY23. Approved HVAC services from Environmatic Services, through an interlocal agreement with Texas Local Government Purchasing Cooperative (Buyboard) in an amount not to exceed $108,000.00.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-22 concerning a request for a zoning map amendment from C1 General Commercial to R1 One-Family Residential on a 0.263-acre tract of land located at 1114 Elmira Street, City of Weatherford, Parker County, Texas. ZCH2023-0006. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paschall opened the public hearing at 6:11 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:11 p.m. On the motion of Zack Smith, second by Kevin Cleveland, the City Council voted unanimously to approve the zoning amendment request at 1114 Elmira Street as presented. Motion carried 4 - 0.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-20 concerning a request for a conditional use permit regarding a Tattoo and Body Piercing use on a 0.75 acre tract of land located at 1510 Santa Fe Drive, Suite 300A , said tract being Lot 2R of the Santa Fe Spur, City of Weatherford, Parker County, Texas. CUP2023-0005. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paschall opened the public hearing at 6:12 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:13 p.m. On the motion of Kevin Cleveland, second by Zack Smith, the City Council voted unanimously to approve this request for a conditional use permit at 1510 Santa Fe Drive, Suite 300A, with the following conditions: 1) Hours of operation shall be limited from 12 p.m. to 10 p.m.; 2) Exterior signs shall be limited to one wall sign and signage on an existing monument or pole sign; 3) No neon, flashing, or moving signs are permitted; 4) No art or product shall be displayed outside of the building. Motion carried 4 - 0.

CUP2023-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paschall opened the public hearing at 6:18 p.m. • Mark D. Winnubst, 1701 N. Collins Blvd., Suite 1100, Richardson, spoke on behalf of the applicant regarding this project. As there were no additional speakers, Mayor Paschall closed the public hearing at 6:20 p.m. On the motion of Kevin Cleveland, second by Zack Smith, the City Council voted unanimously to deny this request for a conditional use permit for a fueling station at 998 Peaster Highway. Motion carried 4 - 0.

Mayor Paschall opened the public hearing at 6:35 p.m. • Brandon Hooley, 2300 Dean Way, Suite #110, Southlake, expressed his support for the proposed project. • Applicant Chris Weigand, 2 Spencer Road, Boerne, gave a detailed presentation regarding the project. • Joanne Goodman, 2213 Caroline Drive, Weatherford, expressed her support for the project on behalf of the Board of Directors for the Westover Village HOA. • Pat Fletcher, 2234 Brandy Drive, Weatherford, expressed her concerns in relation to the project. Consider a request for preliminary plat approval for Freestone at Weatherford, 1 lot out of a 24.853-acre tract at the southwest corner of the intersection of Interstate Highway 20 Frontage Road and Bethel Road, said tract being situated in the John Hibbins Survey, Abstract No. 558, City of Weatherford, Parker County, Texas. SBD2023-0017. Director of Development and Neighborhood Services Kaleb Kentner explained that disapproval of this item would be the appropriate recommendation from staff following the City Council’s decision to disapprove Item 8.d. previously considered at this meeting. On the motion of Zack Smith, second by Kevin Cleveland, the City Council voted to disapprove this request for a preliminary plat for Freestone at Weatherford. Motion carried 4 - 0.
