Consent agenda, approved as one vote: 6.a: Appointed Chandler Lacefield to the Weatherford Economic Development Board, to fill the unexpired term of Brandon Garrett; and Dr. Joshua Tarbay to the Planning and Zoning Commission, to fill the unexpired term of Mary Ann Williamson. 6.b: Removed Ashleigh Herron from the Weatherford Housing Authority Board due to non-attendance. 6.c: Authorized the City Manager to expend funds not to exceed $130,000 with Canon USA/Canon Financial using the Texas Department of Information Resources (DIR) Contract (DIR-CPO-4437) for leased multifunction printers/copiers, related software, and per-click printing expenses. 6.d: Authorized the City Manager to execute a professional services contract with Halff Associates, Inc. for the design of the Front Street Drainage Improvements project in an amount not to exceed $231,500 for a total aggregate fiscal year expenditure amount of $565,000. 6.e: Adopted Ordinance O2025-31, on first and final reading, amending portions of Title X Motor Vehicles and Traffic, Chapter 4 Parking Regulations, Section 10-4-21 Prohibited Parking of the City of Weatherford to include an all-time No Parking Zone along the 100 Block of South Weilland Street and the 800 Block of East Oak Street. The ordinance is captioned as follows: ORDINANCE O2025-31 AN ORDINANCE AMENDING TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 4 PARKING REGULATIONS, SECTION 10-4-21 PROHIBITED PARKING OF THE CITY CODE OF WEATHERFORD, TEXAS, BY ADDING THERETO AND DESIGNATING PORTIONS OF CERTAIN STREETS AND AVENUES WHERE THE PARKING OF VEHICLES SHALL BE PROHIBITED DURING CERTAIN PERIODS OF THE DAY; PROVIDING A PENALTY OF FINE NOT TO EXCEED $200.00; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THE PROVISIONS HEREOF; PROVIDING A PENALTY FOR VIOLATIONS HEREOF; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE. 6.f: Approved a final plat request for Whiterock Homes, Phase 2, being 34 residential lots on approximately 10.273 acres of land, generally located at 1713 E. SBD-25-0006. 6.g: Approved a preliminary plat request for Heritage Hills, being 89 residential lots on approximately 34.631 acres of land, generally located on 330 N. Denton Road, City of Weatherford, Parker County, Texas. SBDP-25-0007. 6.h: Accepted the FY25 3rd Quarter Investment Report for quarter ended June 30, 2025. 6.i: Adopted Ordinance O2025-29 amending the FY25 Adopted Budget. 7.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-32 closing, vacating, and abandoning portions of Dale Street, Oakland Street, Ridgeway Blvd, Tulare Street, Newport Street and portions of related alleys in the City of Weatherford, Texas. Interim Director of Development Services Chad Marbut presented a proposed ordinance to close, vacate, and abandon portions of Dale Street, Oakland Street, Ridgeway Boulevard, Tulare Street, Newport Street, and associated alleys. Mayor Paul Paschall opened the Public Hearing at 6:10 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:10 p.m. On the motion of Zack Smith, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-32, approving the closure, vacation, and abandonment of portions of Dale Street, Oakland Street, Ridgeway Boulevard, Tulare Street, Newport Street, and portions of related alleys. 7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2025-33 to consider a request by Robertina Sandoval regarding a request for a conditional use permit for a Pawn Shop use on an approximate 0.435-acre tract being generally located at 1205 S. Main Street, in the City of Weatherford, Parker County, Texas. CUP-25-0008. Interim Director of Development Services Chad Marbut presented a conditional use permit request for a Pawn Shop use at 1205 S. Main Street, submitted by applicant Robertina Sandoval. Mayor Paul Paschall opened the Public Hearing at 6:12 p.m. With no public comments received, Mayor Paschall closed the Public Hearing at 6:12 p.m. On the motion of Heidi Wilder, second by Zack Smith, the City Council voted unanimously to deny the conditional use permit request. The motion carried 5 - 0.
7.c: Hold a PUBLIC HEARING to review a request by James McDonald, for a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a conditional use permit for a Recreational Vehicle Park/Campground Use on an approximate 10.97-acre tract being generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0006 & CUP-25-0006. Interim Director of Development Services Chad Marbut explained that the Planning and Zoning Commission had tabled this item to their next meeting on August 13, 2025, at the applicant’s request to allow additional time to gather requested documentation. He noted that no action was required by the Council at this time and that the item would be brought back for consideration at the August 26, 2025, Council meeting. Mayor Paul Paschall opened the Public Hearing at 6:14 p.m. With no public comments received, Mayor Paschall closed at 6:14 p.m. On the motion of Matt Ticzkus, second by Zack Smith, the City Council voted unanimously to table this item to the August 26, 2025, meeting. The motion carried 5 - 0.
7.d: Consider approval to order one (1) Pierce-Enforcer Pumper and one (1) Pierce- Enforcer Aerial from Siddons Martin Emergency Group, LLC., in the total amount of $3,778,623. Fire Chief Jonathan Peacock presented a request to order one Pierce-Enforcer Pumper at $1,434,635, with an estimated delivery time of 34–35 months from the order date, to be assigned to Fire Station No. 5; and one Pierce-Enforcer Aerial Ladder Truck at $2,342,488, with delivery in 45–46 months, to replace Truck 1 at Fire Station No. 1. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve the order of (1) Pierce-Enforcer Pumper and one (1) Pierce- CC 07222025 Page 4 of 5 Enforcer Aerial from Siddons Martin Emergency Group, LLC, in the total amount of $3,778,623. The motion carried 5 - 0.
