Recognize Sanitation Foreman Troy Dickey for 30 years of service to the City of Weatherford. Director of Municipal and Community Services Dustin Deel introduced Solid Waste and Recycling Manager Troy Dickey. Mayor Paschall and the Council congratulated Mr. Dickey for his 30 years of service to the citizens of Weatherford.
Consent agenda, approved as one vote (5-0, on the motion of Curtis Tucker, second by Kevin Cleveland): Approved Ordinance O2020-03 amending Title II, Chapter 8, Sec. 2-8-3: Animal Shelter Advisory Committee membership. Approved a contract with Turner Sign Systems for the construction of a Weatherford monument sign on Highway 51 as part of the gateway beautification program. Authorized the city manager to execute a professional services contract with Halff Associates engineering company for the design of a storm water conveyance system in North Rusk Street. Appointed Dr. Joshua Tarbay to the Planning and Zoning Commission filling the vacant seat. Consider approval and acceptance of the 3rd Quarter 2019 Investment Report. This item was removed from the Consent Agenda for separate consideration. Assistant City Manager Brad Burnett presented this report. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0. Consider all matters incident and related to the issuance and sale of "City of Weatherford, Texas, General Obligation Bonds, Series 2020", including the adoption of Ordinance O2020-04 authorizing the issuance of such bonds and providing for the redemption of the obligations being refunded. This item was removed from the Consent Agenda for separate consideration. Assistant City Manager Brad Burnett introduced Ms. Marti Shew with Hilltop Securities. Ms. Shew stated that nine different investment banks vied for the opportunity to purchase the City's bonds and a total of 34 bids were submitted. BOK Financial submitted the winning bid. The total net savings to the City is $4,389,141. Ms. Shew stated that the City's credit rating, AA, is a large reason why this bond sale was so competitive. Ms. Shew stated that there are only two steps above the City's rating. issuance and sale of "City of Weatherford, Texas, General Obligation Bonds, Series 2020" and to adopt Ordinance O2020-04 authorizing the issuance of such bonds and providing for the redemption of the obligations being refunded. Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-01 for a zoning district change from AG Agricultural to R1 One-Family Residential pertaining to a proposed lot consolidation and a request for a conditional use permit (CUP) for a proposed accessory structure exceeding 200 square feet at and adjacent to 1012 North Street, City of Weatherford, Parker County, Texas. ZCH2019-0022. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Owner/Applicant Alisha Evans and Charles Lambert requested this CUP to build an accessory structure at 1012 North Street. The applicant purchased the 0.53-acre tract adjacent to her home and has requested to construct a 2,400 square foot accessory building for non-commercial personal residential storage on the property. In order to permit construction at such a size as proposed and as accessory to the applicant’s adjacent residential use, the lots must be consolidated into a single property and a CUP must be granted for the square foot size of the new building. The home located on the property is approximately 1,600 square feet. The Planning & Zoning Commission (PZC) met on January 8, 2020 and voted 5-0 to recommend approval of the CUP with a maximum of 2,000 square feet for the structure; match the pitch of the house; and waive the requirement for a 12-foot midpoint. Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-02 for a zoning district change from AG Agriculture to AG Agriculture and a Conditional Use Permit (CUP) for a commercial antenna at 1010 South Bowie Street, City of Weatherford, Parker County, Texas. ZCH2019-0024. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The property owner is Westwood Christian Fellowship located at 1010 South Bowie Drive. The applicant proposes a new 125-foot monopole tower for AT&T wireless communications antennas on a 3,600 square foot portion of the 14-acre Westwood Christian Fellowship property. Staff recommended approval of the CUP as requested, which meets all requirements of 12-5-8 and includes a required decommissioning plan. The Planning & Zoning Commission met on December 11, 2019 and voted 5 - 1 to recommend approval. Mayor Paschall opened the public hearing at 7:02 p.m. Attorney for the applicant, Mr. Bebb Frances, 112 East Pecan, Suite 550, San Antonio, gave a brief presentation about this request and the increase in coverage that is expected to occur with placement of this tower. As there were no other speakers, Mayor Paschall closed the public hearing at 7:06 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve the ordinance for the building of the cell tower. Hold a PUBLIC HEARING and consider the adoption of Title XI – Subdivision and Land Development Regulations for the City of Weatherford and its extra territorial jurisdiction (ETJ). MCA2019-0002. Director of Development and Neighborhood Services presented this item. He gave an overview of the changes contained within the proposed draft of the amendments to the subdivision regulations. The Planning & Zoning Commission met on December 11, 2019 and voted unanimously (6-0) to recommend approval of the draft, contingent upon all changes and updates by staff and legal counsel being incorporated. Mayor Paschall opened the public hearing at 7:20 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 7:20 p.m. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve this ordinance with the addition of the following statement to the end of section 11-7-11 "unless otherwise approved through a development agreement". Motion carried 5 - 0.

Consider a PRELIMINARY PLAT, including waivers from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, specifically Sec. 11-3-1(c)(4) – two points of vehicular access and Sec. 11-3-1(k) – street centerline offset, for the 7-lot Parker Ridge subdivision, 3.77 acres on East View Drive near its intersection with Oakridge Drive, City of Weatherford, Parker County, Texas. SBD2019-0059. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The applicant requests preliminary plat approval for the Parker Ridge subdivision, seven lots in one phase, for single family residential development. The applicant requests two waivers from the Subdivision Ordinance pertaining to streets: Sec. 11-3-1(c)(4) – two points of vehicular access and Sec. 11-3-1(k) – street centerline offset. The Planning & Zoning Commission met on January 8th and voted 5-0 to recommend approval with the following conditions: Plat document corrections: 1. Show the name, location, and recording information of property on the other side of Eastview Drive. WMC 11-2-4(i)(3) 2. Include a note on the plat related to no flood plain being present. Discuss and consider acceptance of a letter of resignation from Council Member Place 3. Council member Curtis Tucker stated it is with mixed emotions that he tenders his resignation from the City Council. On the motion of Paul Paschall, second by Jeff Robinson, the Council voted to accept Mr. Tucker's resignation. Motion carried 3 - 1.
Kevin Cleveland voted in opposition. Curtis Tucker recused himself. Council member Tucker stated that his resignation is effective at the end of February. He has accepted a pastorate in Alvin, Texas.
Receive a presentation and consider the results of the ESCI Fire Station Study. Fire Chief Paul Rust introduced Consultant Rich Buchanan from Emergency Services Consulting International. Mr. Buchanan presented various comparative models for coverage. At the point now to start considering these changes. It's not in the future any longer, it's in the present.
