Budget Work Session City Manager Sharon Hayes stated this is the first official budget session of this season. Staff have been working on the budget since March. She noted that Weatherford’s tax rate compares favorably with other full-service cities across the county and state. Finance Director Kyle Lester spoke about the services offered by the City of Weatherford including: • Comprehensive protection of lives and property o Access to round-the-clock public safety services o Planning, permitting and code processes to keep buildings safe and aesthetically pleasing • Premier leisure options o Over 90,000 library holdings o Over 800 acres of park space • Maintenance of all City streets • A litany of public services with the singular goal to inspire every person, family and organization to achieve their highest potential right here in Weatherford...building a strong community. Weatherford continues to provide these services at a tax rate which is lower than the average rate of the more than 200 north Texas cities in 13 counties. This is possible due to Weatherford’s diverse revenue stream and strong fiscal management. Recognize Kent Glenn, DVM, veterinarian for the Weatherford Parker County Animal Shelter, and canine friend Norman. Mayor Paul Paschall introduced Dr. Glenn and Norman. Dr. Glenn shared Norman’s story of survival after being hit by a car. His hip had been dislocated and there was no way to put it back together due to the fracture. Shelter staff treated his symptoms, changed his bandages and evaluated him. Vet techs and staff had become attached to Norman; however, Dr. Glenn knew that if Norman could not get up, then he would need to be euthanized to relieve his pain. On the last day, Dr. Glenn evaluated Norman and told him, “If you don't get up, this is your last chance.” Dr. Glenn left the kennel door open and went to obtain the euthanasia solution that had already been drawn by one of the techs. When Dr. Glenn turned around, Norman had gotten up and followed him! Dr. Glenn stated Norman is getting along fairly well by now. Mayor Paschall stated that this is just another example of how Weatherford is working together to build a strong community.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Appointed Dr. Tom Novak to the vacant seat on the Municipal Utility Board. Approved Resolution R2019-18 adopting the 2019 Council Policy Manual. Awarded Bid #2019-020 to Corbet Design Build for the construction of a Medical and Surgical Center at the Weatherford Parker County Animal Shelter for an amount not to exceed $1,268,412.00. Adopted Ordinance O2019-39 for a speed zone change on Mineral Wells Highway (U.S. Hwy 180). Adopted Ordinances O2019-40 and O2019-41 establishing Stop, Yield, and No Parking Signs at various street locations within the City. The ordinances are captioned as follows: ORDINANCE O2019-40 AN ORDINANCE AMENDING TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 4 PARKING REGULATIONS, SECTION 10-4-21 PROHIBITED PARKING OF THE CITY CODE OF WEATHERFORD, TEXAS, BY ADDING THERETO AND DESIGNATING PORTIONS OF CERTAIN STREETS AND AVENUES WHERE THE PARKING OF VEHICLES SHALL BE PROHIBITED DURING CERTAIN PERIODS OF THE DAY; PROVIDING A PENALTY OF FINE NOT TO EXCEED $200.00; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THE PROVISIONS HEREOF; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. Awarded Bid #2019-024 for annual concrete work to Devil Dogs Concrete Construction based on lowest most responsive overall bid for combined concrete work. Authorized the City Manager to execute a contract with Innovative Transportation Solutions, Inc. for professional consulting services related to funding strategies with the North Central Texas Council of Governments, the Texas Department of Transportation and the Federal Highway Administration.
Consider a master plat, including waivers from certain requirements of Weatherford Municipal Code Title XI, Subdivision Ordinance, including Sec. 11-3-1(h)(3): curvilinear street design; and Sec. 11-3-1(l): intersection angle and tangent, for the 110-lot Hidden Lake subdivision on East B.B. Fielder Road, described as being 17.696 acres out of the R. Inman Survey, Abstract 726, City of Weatherford, Parker County, Texas. SBD2019-0028. City Planner Stan Hamrick presented this item. The applicant is proposing a subdivision of 104 residential lots and six open-space tracts for a townhome development in two phases on an approximate 18-acre site fronting East B.B. Fielder Road. The proposed master plat requests approval of the conceptual lot and street layout, phasing schedule, and waivers associated with the street layout. The applicant requesting two waivers for requirements of the pending preliminary plat, which are not anticipated to be met due to site conditions (irregular shape of the lot and the large detention pond). The street layout is proposed at 21.9% curvilinear, short of the required 50%. Three proposed streets, identified on the plat as Edgewater Drive, Glenn Lake Drive, and Lake Pointe Drive, which intersect the proposed Hidden Lake Drive, are tangent to the latter for less than 50 feet, as required. Consider a final plat for the 30-lot first phase of the Wossum Ranch Addition, located at Trailwood Drive, near its intersection with Upper Denton Road, and being 69.448 acres in two tracts situated in the T & P RR Co. Survey, Section No. 99, Abstract No. 1446, and the J.J. Bradford Survey, Abstract No. 1931 in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2019-0030. Mr. Hamrick presented this item as well. The applicant, Richard Green, is requesting final plat approval for a 30-lot subdivision totaling 69.448 acres, which is the first phase of the Wossum Ranch Addition. The site lies within the City's ETJ and has frontage on Trailwood Drive. Staff finds that the final plat is consistent with the approved master plat, the approved preliminary plat, and the Development Agreement and meets all requirements of Title XI, Subdivision Ordinance for a final plat. Staff recommends approval. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a final plat for the 25-lot University Hills Phase II, located northeast of the intersection of Ric Williamson Memorial Hwy. and Zion Hill Road, adjacent to Phase I of University Hills, and being 9.56 acres in the T & P RR Company Survey, Section No. 141, Abstract No. 1447, City of Weatherford, Parker County, Texas. SBD2019-0031. Mr. Hamrick presented this item as well. The applicant, Tremble BGF, LLC, is requesting final plat approval for the 25-lot second phase of the University Hills subdivision. Staff finds that the final plat is consistent with the approved concept plan and the approved preliminary plat and meets all requirements of Title XI, Subdivision Ordinance for a final plat, except for the acceptance of public improvements. Staff recommends approval with the following condition: Prior to filing, all public improvements must be accepted. On the motion of Kevin Cleveland, second by Curtis Tucker, the Council voted unanimously to approve this request. Motion carried 5 - 0.
Vote to Propose the City of Weatherford Property Tax Rate for Fiscal Year 2020. Finance Director Kyle Lester presented this item. Before proceeding with the required public hearings, the governing body must hold a recorded vote to propose a specific tax rate. The only requirement is that an exact tax rate be proposed and voted on by the City Council. This vote does not obligate the City Council to approve the tax rate that is proposed. It does, however, functionally set a cap on the rate that can ultimately be adopted. Council cannot adopt a rate higher than the proposed rate, but it can adopt a rate below the proposed rate. Public hearings will be held on August 27 and September 10, and future budget work sessions will provide opportunities to discuss and propose a final rate. This vote is required by state law in order to move forward with the budgeting process. The rate Council proposes today represents the highest allowable rate that Council may ultimately pass for FY20. As this vote establishes an effective ceiling on the potential tax rate for FY20, staff recommends Council votes to propose the highest rate they would consider for the upcoming fiscal year.
